About this file

This is a Task Assignment (TA) document issued by the State of Florida Department of Environmental Protection (FDEP) under Contract Number HW680 with Arcadis U.S. Inc., an environmental consulting firm. The Task Assignment, numbered DC019D, is effective through July 31, 2025, and designates the former Dryclean USA #11301 site located at 2546 University Drive, Coral Springs, Broward County, Florida as the project location. The Department Project Manager is Theresa Pepe (850-245-8966), and the Contractor's Project Manager is Gus Suarez (813-205-4703).

Arcadis will conduct groundwater monitoring from seven select monitor wells (MW001, MW014, MW015, MW016, MW017, MW018, and MW020) to assess remaining drycleaning solvents in the groundwater, with all activities performed according to the February 28, 2025 Work Plan submitted by Arcadis. The contract utilizes a Fixed Unit Rate compensation structure with a Total Task Assignment Value of $9,229.21. The scope is divided into three subtasks: Subtask 1 addresses project management costs automatically calculated as a percentage of total labor; Subtask 2 includes groundwater monitoring with laboratory analysis for volatile organic compounds (VOCs), purge water disposal by licensed waste hauler, and vehicle rental; and Subtask 3 encompasses reporting, with deliverable due June 6, 2025, comprising either a Site Rehabilitation Completion Report if sampling results are clean or a routine groundwater monitoring report if contamination is detected. Invoice authorization requires FDEP approval of the Site Rehabilitation Completion Report, IDW manifest, and Project Management documentation.

Ms. Theresa Pepe, Contract Manager Hazardous Waste Section Florida Department of Environmental Protection Bob Martinez Center, MS 4520 2600 Blair Stone Road Tallahassee, Florida 32399-2400

Date: February 28, 2025 Our Ref: [Add Reference] Subject: Proposal for Annual Groundwater Monitoring and Reporting Former Dryclean USA #11301 Site (Facility ID ERIC_4169) 2546 N. University Drive, Coral Springs, Broward County, Florida

Dear Ms. Pepe, Arcadis U.S., Inc. (Arcadis) is pleased to submit the following proposal/cost estimate for annual groundwater monitoring and reporting for the remaining drycleaner solvents in the groundwater at the subject site (currently a vacant space). This proposal includes a description of the proposed scope of services and an estimated cost and schedule for their completion.

Scope of Work

Task 1: Project Management This task consists of project management-related activities in relation to the completion of Tasks 2 and 3.

Task 2: Groundwater Monitoring Event In March 2025, groundwater samples from 7 monitor wells (MW001, MW014, MW015, MW016, MW017, MW018, and MW020) will be obtained and delivered to a NELAC-accredited laboratory for VOH analyses to determine the extent of the residual chlorinated solvent plume. A full round of water level measurements, and field water quality from the above-listed monitor wells will be performed. Purge water will be containerized for offsite disposal.

Task 3: Annual Groundwater Monitoring Report or SRCR Upon completion of the field monitoring event and receipt of the sample analytical data, Arcadis will review/validate the data and prepare updated figures/tables and an Annual Groundwater Monitoring Report or SRCR and submit to FDEP. This report will summarize the results of the monitoring activities completed at the site and include tables, figures and graphs of VOH concentrations, illustrate the treatment performance indicator parameters/trends, sample analytical reports, and recommendations.

Ms. Pepe Florida Department of Environmental Protection February 28, 2025

This proposal and its contents shall not be duplicated, used or disclosed — in whole or in part — for any purpose other than to evaluate the proposal. This proposal is not intended to be binding or form the terms of a contract. The scope and price of this proposal will be superseded by the contract. If this proposal is accepted and a contract is awarded to Arcadis as a result of — or in connection with — the submission of this proposal, Arcadis and/or the client shall have the right to make appropriate revisions of its terms, including scope and price, for purposes of the contract. Further, client shall have the right to duplicate, use or disclose the data contained in this proposal only to the extent provided in the resulting contract.

2/2

Schedule Arcadis will coordinate the scope of work in March 2025, after receipt of a signed Task Assignment (TA). The Annual Groundwater Monitoring Report or SRCR will be delivered within 60 days of completion of the groundwater monitoring event.

Cost Estimate Level of Effort (LOE) Forms and a Cost Estimate Form (CEF) that present estimated project costs are enclosed.

Closing Remarks Arcadis appreciates the opportunity to continue to assist the FDEP in the closure of the remaining drycleaning solvents in the subsurface at the former Dryclean USA #11301 site. If you have any questions or wish to discuss this proposal, please contact the undersigned.

Sincerely, Arcadis U.S., Inc.
