The task assignment is effective through June 28, 2024, with Theresa Pepe serving as the FDEP Project Manager and Gus Suarez representing Arcadis as the Contract Manager.
Arcadis will conduct six months of O&M activities for a soil vapor extraction (SVE) system from November 2023 through April 2024, including monthly site visits, vapor sampling for volatile organic compounds using EPA Method TO-15, system inspections and maintenance, and reporting. The total TA value is $26,062.62, comprised of a fixed unit rate of $23,662.62 and cost reimbursement of $2,400.00 for utilities. The contract includes four subtasks: Project Management (calculated as a percentage of total labor), Quarterly O&M and Reporting for Quarter 1 ($9,093.67), Quarterly O&M and Reporting for Quarter 2 ($14,448.95), and Utilities Management with a cost-plus arrangement not to exceed $1,200.00 per three-month period plus a $60 handling fee. The only portion structured as cost-plus is utility invoices, with all other services on a fixed rate basis. Deliverables include a semi-annual O&M report, quarterly email updates, and processed utility invoices, with invoicing contingent upon FDEP approval of corresponding deliverables.

Ms. Theresa Pepe Contract Manager Florida Department of Environmental Protection Bob Martinez Center, MS 4520 2600 Blair Stone Road Tallahassee, Florida 32399-2400
Date: October 2, 2023 Our Ref: 30181206 Subject: Proposal for Six Months of Operation and Maintenance Maimi Dry Cleaner (ERIC_4370), 8410 West Flagler Street, Florida
Dear Ms. Pepe, Arcadis U.S., Inc. (Arcadis) is pleased to submit this proposal/cost estimate for the Miami Dry Cleaner Site, located in Miami, Miami-Dade County, Florida. This proposal includes operation, maintenance and monitoring (OM&M) of the soil vapor extraction (SVE) system for six months (November 2023 – April 2024), vapor sampling, one semi-annual remedial action status report and one e-mail update. This proposal includes a description of the proposed scope of services, and an estimated cost and schedule for their completion. Based upon recent vapor concentrations at Miami DC, pulsing of the system is proposed to determine vapor rebound. The CEF is included as Attachment 1.
TASK 1: PROJECT MANAGEMENT
As specified by FDEP, project management is calculated automatically in the CEF as the first subtask.
TASK 2 THROUGH TASK 5: GENERAL OM&M ACTIVITES
The SVE system’s performance will be monitored monthly for six months (November 2023 – April 2024). The following will be performed during each monthly event:
• The ROI of the SVE system will be measured by sequentially isolating the SVE wells and measuring the vacuum influence of the nearby SVE or monitor wells.
• Vapor extraction flow rate and vacuums will be recorded using meters and gauges located within the system.
Adjustments will be made as necessary to optimize system performance.
The extraction blower will be inspected and adjusted for proper operation, including periodic oil changes, grease, and filter replacement.
• The SVE system will be operated to minimize the capture and entrainment of groundwater.
FDEP
October 2, 2023
Use or disclosure of information contained on this sheet is subject to the restriction and disclaimer located on the signature page of this document. 2/4
• The system interlocking controls and fail-safe mechanisms will be inspected for proper operation.
• During each OM&M visit the SVE wells will be evaluated for mass recovery. Each SVE well will be operated for a minimum of 30 minutes prior to PID reading collection. The three wells with the highest PID reading will be left in operation each month in an effort to increase mass recovery.
Recovered vapors from the SVE system will be monitored monthly, when in operation. SVE vapor samples will be collected from the system influent during each site visit to calculate mass removal and for vapor rebound.
TASK 2: SVE SYSTEM OM&M QUARTER 1 (NOVEMBER 2023 THROUGH JANUARY
2024) Task 2 consists of system monthly OM&M visits for one quarter and semi-annual reporting. The proposed vapor sampling will be sampled for volatile organic compounds (VOCs) for EPA Method TO-15. A summary table for the quarter is included below:
Month Site Visits Samples
November 2023 0-System Off None
December 2023 2-Restart & O&M 12 total samples (Influent, SVE-1 thru SVE-5 – Restart and
O&M)
January 2024 0-System Off None
• The system will remain off in November 2023 and January 2024.
• Two site visits will be conducted in December, the first to restart/balance the system and the second to perform an O&M event.
A Semi-Annual OM&M Report update will be submitted to the FDEP following the January 2024 site visit and include six months of system operational data (August 2023 through January 2024).. The semi-annual report will include results and data analysis of the vapor monitoring events and recommendations to optimize system operation.
TASK 3: SVE SYSTEM OM&M QUARTER 2 (FEBRUARY THROUGH APRIL 2024)
Task 3 consists of system monthly OM&M visits for one quarter and quarterly reporting. The proposed vapor sampling will be sampled for volatile organic compounds (VOCs) for EPA Method TO-15. A summary table for the quarter is included below:
Month Site Visits Samples
February 2024 2-Restart & O&M 6 total samples (Influent, two wells with highest vapor concentrations from Task 2 -Restart and O&M)
March 2024 0-System Off None
October 2, 2023
Use or disclosure of information contained on this sheet is subject to the restriction and disclaimer located on the signature page of this document. 3/4
April 2024 2-Restart & O&M 6 total samples (Influent, two wells with highest vapor concentration from Task 2 -Restart and O&M)
• The system will remain off in March 2024.
• Two site visits will be conducted in February and April, the first to restart/balance the system and the second to perform an O&M event and shutdown the system.
A Quarterly email update consisting of tables and figures will be submitted at the completion of the quarter (i.e., February through April 2024).
TASK 4: UTILITIES MANAGEMENT
This task will be used to manage and process FPL invoices for six months of system operation included in this proposal. Based upon prior FPL invoices, it is anticipated that the utility budget be estimated at $400 per month.
A monthly handing fee of $20 per month is also included. Actual utility costs will be invoiced, and any differences will be adjusted through Task Assignment Change Orders.
SCHEDULE
Arcadis will begin implementing the OM&M activities in November 2023 upon receipt of a Task Assignment (TA) from the FDEP. The following deliverables and estimated timeframe for completion are included below:
