FACID NO. 48-9503059; ERIC_5039
Winter Park, Orange County FROM: Theresa Pepe, Project Manager SUBJECT: Task Assignment DC041A (HW680) DATE: October 12, 2023
Arcadis U.S. Inc. will perform two quarters of groundwater monitoring from select wells at the site. Groundwater monitoring will ensure that natural attenuation of contaminants continues to occur. Other work under this task assignment is described below. All activities will be conducted in accordance with the October 11, 2023, Work Plan submitted by Chad Hanna of Arcadis.
The final task assignment total is $13,246.93. Arcadis may invoice according to the attached schedule.
Specific negotiated subtasks are as follows:
Subtask 1: Project Management Project Management is automatically calculated as a percentage of total labor.
Subtask 2: Quarterly Groundwater Monitoring & Well Abandonment FDEP obtained an access agreement from the property owner in December 2021. No changes in ownership have occurred since that date.
Arcadis will conduct two quarters of groundwater sampling from monitor wells MW001 and MW002, per FDEP’s geologist. IDW will be disposed and transported by a licensed waste hauler.
The City of Winter Park is turning part of the site into a street turning lane. Therefore, three wells in the path of the new street will be properly abandoned. These wells are not within the boundaries of the plume and are no longer necessary for site remediation.
Imperial, ERIC_5039
Earth Tech is the subcontractor chosen to complete the well abandonments based on their low bid of three bids solicited and their immediate availability.
Subtask 3: Reporting Arcadis will provide an email summary after the first quarter field activities.
Arcadis will submit a written report as the final deliverable including recommendations for additional actions as needed.
Subtask 4: Off-Site Notice Arcadis will submit an off-site notice package to the Waste Site Cleanup Section based on the recent PFAS data.

Subject: Natural Attenuation Monitoring Proposal
Imperial Laundry and Drycleaners
901 West Fairbanks Avenue
Winter Park, Florida
Dear Ms. Pepe, Arcadis U.S., Inc. (Arcadis) is pleased to submit to the Florida Department of Environmental Protection (FDEP) the following proposal for Natural Attenuation Monitoring (NAM) activities at the Imperial Laundry and Drycleaners
(Site), located in Winter Park, Florida. This proposal includes background information, a description of the proposed scope of work (SOW), and an estimated cost and schedule for their completion.
Site Background
Arcadis completed Task Assignment (TA) #HW012A, which included the annual NAM sampling event (December
2022) and associated reporting, including the December 12, 2022 PFAS Report. The 2022 Annual NAM Report was submitted on February 9, 2023. Tetrachloroethene (PCE) was detected above the FDEP GCTL in the samples collected from monitor wells MW001 (7.2 µg/L) and MW002 (4.5 µg/L), and below the FDEP GCTL in the sample collected from MW009 (0.87 µg/L). Arcadis recommended replacing MW001, repair of damaged monitor well pads (MW003, MW004, and MW012), and continuing with annual NAM groundwater sampling of MW001, MW002, MW004, MW009, and MW012. The FDEP reviewed the report and instead requested that Arcadis perform quarterly groundwater sampling at monitor wells MW001 and MW002 in an effort to achieve closure requirements.
Scope of Work
Task 1: Project Management
This task consists of project management activities and health and safety efforts in relation to the completion of
Tasks 2 through 4.
Ms. Theresa Pepe
Florida Department of Environmental Protection
October 11, 2023 www.arcadis.com
2023.10 - Imperial NAM Proposal
2/3
Task 2: Quarterly NAM Field Events
The proposed groundwater NAM program includes depth-to-water measurements and the sampling of monitor wells MW001 and MW002 on a quarterly basis for two quarters. The events will be completed at least 90 days apart to satisfy the quarterly schedule requirement.
Depth-to-water measurements will be collected from all accessible site monitor wells and samples will be collected from MW001 and MW002. The groundwater sampling activities will be performed per the FDEP standard operating procedures (SOP) (DEP-SOP-001/01).
Samples will be shipped to Eurofins located in Altamonte Springs, Florida, and analyzed for CVOCs by United
States Environmental Protection Agency (USEPA) Method 8260. In accordance with FDEP guidance, the IDW generated during sampling activities will be containerized on-site and removed for transportation and disposal by a licensed waste hauler (EnviroServe) following the second event.
Additionally, abandonment of monitoring wells MW006, MW010, and MW011 will be performed by a licensed driller during the first quarterly monitoring event.
Task 3: NAM Reporting
An email summary will be provided following the first quarter and a NAM Report will be submitted to the FDEP within 60 days of receipt of the laboratory analytical report from the second quarterly monitoring event. The
Report will contain tables and figures summarizing the results of both quarterly events and include conclusions and recommendations based upon findings.
Task 4: Off-Site Notification Package
This task includes the efforts to prepare the off-site notification package in October 2023 with the data collected during the December 2022 PFAS sampling event.
Cost Estimate
Arcadis will schedule the field activities following receipt of a TA from the FDEP. The CEF/LOE is included as
Attachment 1. The total cost to complete this scope of work is $13,246.93 (Attachment 1). Arcadis proposes the following invoicing schedule:
Completion of October 2023 NAM field activities & Off-Site Notice $7,251.95
Completion of January 2024 NAM field activities $3,026.94
NAM Report submittal and PM $2,968.04
