Document Summary
This Task Assignment (TA DC031D) is a work order issued under Contract HW680 between the State of Florida Department of Environmental Protection (FDEP) and Arcadis U.S., Inc. for environmental remediation services at the Rivergate Drycleaners site located at 1193 SE Port St. Lucie Blvd, Port St. Lucie, St. Lucie County, Florida. The project number is ERIC_5413. Theresa Pepe serves as the FDEP Project Manager, while Gus Suarez represents Arcadis as the Contractor's Project Manager. The task assignment was executed on October 3, 2025, and is scheduled for completion by January 16, 2026.
The scope of work encompasses four subtasks: (1) Project Management calculated as a percentage of total labor; (2) a "bump test" of the soil vapor extraction remedial system including collection of vapor samples from two SVE wells and one influent for VOC analysis using EPA Test Method TO-15; (3) an email summary report with recommendations for future system operations; and (4) utility cost management and processing for one month of system operation. The total task assignment value is $3,802.38, comprised of $3,352.38 in fixed unit rate charges for labor and field expenses and $450.00 in cost-reimbursable utility costs plus a $20 handling fee. Arcadis will invoice upon FDEP approval of deliverables with a due date of December 5, 2025. The original proposal of $7,319.58 was reduced by nearly 48 percent to the final amount through negotiation reductions in total hours from 25 to 18 and revision of reporting deliverables from a full written report to an email summary.

TO: Negotiation File Rivergate Drycleaners
FACID NO. 56-9501255; ERIC_5413
Port St. Lucie, St. Lucie County FROM: Theresa Pepe, Project Manager SUBJECT: Task Assignment DC031D (HW680) DATE: September 24, 2025
Task Assignment DC031D is for O&M activities as clarified below at Rivergate Drycleaners. Additional information is described in the September 22, 2025, Work Plan from Doug McGlone of Arcadis.
The final task assignment equals $3,802.38. Arcadis may invoice according to the attached schedule.
Specific negotiated subtasks are as follows:
Subtask 1: Project Management This subtask is calculated automatically based on a percentage of total labor. Total hours were cut from 2 on the original proposal to 1 on the final.
Subtask 2: Bump Test A signed access form was obtained from the current property owner in December 2019.
This subtask provides costs for a “bump test” of the remedial system per FDEP guidelines. The goal of the test is to determine if operation of the remedial system can be terminated. Costs are included for collecting vapor samples from two SVE wells and one influent. Total hours were cut from 12 to 10. A spreadsheet calculation error under Total Field Expenses was corrected.
Subtask 3: Reporting Arcadis will submit an email summary update as the final deliverable. The report will also provide recommendations for additional actions at the site. Total hours were cut
Rivergate Drycleaners
ERIC_5413
from 13 to 7; additionally, the DEP PM requested an email summary rather than a full written report.
Subtask 4: Utilities This subtask provides costs for one month of utilities and associated handling fees.
Arcadis will only invoice for actual charges and any remainder will be adjusted at the end of the Task Assignment.
Total hours including Project Management were cut from 25 on the original proposal to 18 on the final task assignment. Total cost was reduced from $7,319.58 on the original proposal to $3,802.38 on the final.

Date: September 22, 2025 Our Ref: 30271851 Subject: Rivergate Dry Cleaner (ERIC_5413) Proposal for Bump Test and Reporting 1193 SE Port Saint Lucie Blvd, Port St. Lucie, Florida
Dear Ms. Pepe, Arcadis U.S., Inc. (Arcadis) is pleased to submit this proposal/cost estimate for the Rivergate Dry Cleaner Site, located in Port Saint Lucie, Saint Lucie County, Florida. This proposal includes bumping the system and collecting vapor influent and individual SVE well vapor samples. This proposal includes a description of the proposed scope of services, and an estimated cost and schedule for their completion. The CEF is included as Attachment 1.
TASK 1: PROJECT MANAGEMENT
As specified by the FDEP, project management is calculated automatically in the CEF as the first subtask.
TASK 2: SVE SYSTEM BUMPING AND VAPOR SAMPLING
In accordance with FDEP guidance, the remedial system will be turned on and allowed to run for a minimum of one hour. System performance measurements will be recorded while in operation. After approximately one hour of run time, recovered system vapor samples will be collected from the combined influent and individual SVE wells (SVE-1 and SVE-2) for analysis of VOCs by EPA Test Method TO-15.
TASK 3: SVE SYSTEM REBOUND BUMP TEST REPORT
A report summarizing the results of the bump testing and vapor sample analytical results will be prepared. The report will include recommendations for future system operations.
TASK 4: UTILITIES MANAGEMENT
This task will be used to manage and process FPL invoices for one month of system operation included in this proposal. Based upon FPL invoices, it is anticipated that the utility budget be estimated at $450 per month. A
