Subject:
Proposal for Six Months of Operation and Maintenance Former Aristocrat Cleaners (ERIC_4071), 6745 Pembroke Road, Pembroke Pines, Florida
Dear Ms. Pepe:
Arcadis U.S., Inc. (Arcadis) is pleased to submit this proposal/cost estimate for the Former Aristocrat Cleaners Site, located in Pembroke Pines, Broward County, Florida. This proposal includes operation, maintenance and monitoring (OM&M) of the soil vapor extraction (SVE) system for six months (February-July 2022), vapor sampling, one semi-annual remedial action status report and one e-mail update. This proposal includes a description of the proposed scope of services, and an estimated cost and schedule for their completion.
TASK 1: PROJECT MANAGEMENT
As specified by FDEP, project management is calculated automatically in the CEF as the first subtask.
TASK 2 THROUGH TASK 3: GENERAL OM&M ACTIVITIES
In accordance with the approved ISRWP, the SVE system’s performance will be monitored monthly for six months (February-July 2022). The following will be performed during each monthly event:
• The ROI of the SVE system will be measured by sequentially isolating the
SVE wells and measuring the vacuum influence of the nearby SVE wells.
Additionally, depending on the seasonal variation in the groundwater table at the site, monitor well MW001 may be utilized to measure the ROI of the SVE wells.

• Vapor extraction flow rate and vacuums will be recorded using meters and gauges located within the system. Adjustments will be made as necessary to optimize system performance.
The extraction blower will be inspected and adjusted for proper operation, including periodic oil changes, grease, and filter replacement.
• The SVE system will be operated to minimize the capture and entrainment of groundwater.
• The system interlocking controls and fail-safe mechanisms will be inspected for proper operation
Recovered vapors from the SVE system will be monitored quarterly. The SVE vapor sample will be collected from system influent to calculate mass removal.
TASK 2: SVE SYSTEM OM&M YEAR 4 QUARTER 1 (FEBRUARY THROUGH
APRIL 2022)
Task 2 consists of system monthly OM&M visits for one quarter (Month 37 through Month 39) and quarterly reporting. A vapor sample will be collected in a Summa™ canister and analyzed for VOHs using EPA Method TO-15. The SVE vapor sample will be collected from system influent to calculate mass removal.
A Quarterly email update consisting of tables and figures will be submitted to the FDEP following the April 2022 OM&M event.
TASK 3: SVE SYSTEM OM&M YEAR 4 QUARTER 2 (MAY THROUGH JULY
2022)
Task 3 consists of system monthly OM&M visits for one quarter (Month 40 through Month 42) and semi-annual reporting. A vapor sample will be collected from the influent sample port in a Summa™ canister and analyzed for VOHs using EPA Method TO-15 to calculate mass removal. Eight monitor wells (MW001, MW006, MW007, MW008R, MW009R, MW010R, MW011R and MW013 will be sampled and analyzed for VOHs by EPA 8260. Purge water will be containerized in a drum for offsite disposal.
A Semi-Annual OM&M Report will be submitted at the completion of the quarter and include six months of system operational data (i.e., February through July 2022). The semi-annual report will include results and data analysis of the vapor and groundwater monitoring events and recommendations to optimize system operation.
TASK 4: UTILITIES MANAGEMENT
This task will be used to manage and process FPL invoices for six months of system operation included in this proposal. Based upon prior FPL invoices, it is anticipated that the utility budget be estimated at
