Subject: Proposal for 2023 Annual Groundwater Monitoring at Concord Custom
Cleaners #208, 1100 West Tennessee Street, Tallahassee, Florida, FDEP
Facility Identification Number ERIC_4876.
Dear Ms. Pepe, Arcadis U.S., Inc. (Arcadis) is pleased to submit this level of effort (LOE) and cost proposal for the annual groundwater monitoring activities at the Concord Custom Cleaners #208 facility located at 1100 West Tennessee
Street, Tallahassee, Florida (FDEP Facility Identification Number ERIC_4876; “the Site”; Figure 1). This proposal includes one groundwater monitoring event, and one letter report summarizing field activities. The FDEP cost estimating spreadsheets (Attachment A) is attached.
SCOPE OF WORK
Subtask 1 - Project Management
Subtask 1 is reserved for project management as specified by FDEP and is calculated automatically in the cost estimating form (Attachment A).
Subtask 2 - Groundwater Monitoring (2023)
Arcadis will conduct one annual groundwater monitoring event to collect groundwater samples from eleven monitoring wells (MW005, MW006, MW007, MW013, MW015, MW017, MW018, MW020, MP-3D, MW008, and
MW19). Samples will be collected in accordance with the FDEP SOPs and submitted to a certified laboratory for analysis by EPA Method 8260C or equivalent (VOHs only). Prior to conducting groundwater sampling activities
Arcadis will obtain Site Access.
Arcadis proposes to collect groundwater elevation measurements in selected wells (MW005, MW006, MW007, MW013, MW015, MW017, MW018, MW020, MP-3D, MW008, and MW19). Monitoring well purge water will be contained in 55-gallon drums, sampled for characterization, and disposed of properly. Arcadis also proposes to conduct a top of casing survey of monitoring wells MW015, MW018, MW020, MP-3D during the groundwater monitoring event. Monitoring well locations are shown on Figure 1.
FDEP – Concord Custom Cleaners #208 Proposal 2023 www.arcadis.com _Concord 208 AGM proposal_jun23
Arcadis will incorporate the data collected during the groundwater sampling event into a letter report summarizing the field activities. The report will include laboratory analytical data, figures presenting groundwater analytical data, and recommendations for the Site.
SCHEDULE
Arrangements for monitoring well replacement and groundwater sampling activities will be conducted upon receipt of a Task Assignment (TA) from the FDEP.
ESTIMATED COST
A Cost Estimate Form and Level of Effort forms (CEF/LOE) that present estimated project costs are included as
Attachment A.
