Arcadis U.S. Inc. will perform annual groundwater monitoring from select wells at the site. Additionally, select wells will be sampled for PFAS compounds. All activities will be conducted in accordance with the March 26, 2025, Work Plan submitted by Chad Hanna of Arcadis.

The final task assignment total is $13,494.18. Arcadis may invoice according to the attached schedule.

Specific negotiated subtasks are as follows:

Subtask 1: Project Management Project Management is automatically calculated as a percentage of total labor.

Subtask 2: Annual Groundwater Monitoring FDEP obtained a signed site access form from the current property owner in June 2022.

Arcadis will sample seventeen wells for drycleaning solvents based on recommendations from DEP’s geologist. This is the first sampling event after the site assessment, so trends have not yet been established. IDW will be removed by a licensed waste hauler.

Subtask 3: Reporting An Annual Monitoring Report including recommendations for additional actions will be provided under this subtask.

Theresa Pepe Hazardous Waste Cleanup Section Florida Department of Environmental Protection 2600 Blair Stone Road Tallahassee, Florida 32399

Date: March 26, 2025 Our Ref: TBD Subject: Groundwater Monitoring Event Proposal

Scott’s Custom Cleaners 755 North Indian Rocks Road Belleair Bluffs, Florida FDEP Facility ID: ERIC_5297

Dear Ms. Pepe, Arcadis U.S., Inc. (Arcadis) is pleased to submit to the Florida Department of Environmental Protection (FDEP) this proposal to complete groundwater monitoring and reporting activities for the Scott’s Custom Cleaners site in Belleair Bluffs, Pinellas County, Florida (Site). This proposal includes a description of the proposed scope of work, and the associated estimated cost and schedule for their completion.

Scope of Work

The scope of work is comprised of four tasks. The tasks include project management, groundwater monitoring for VOHs, reporting, and groundwater monitoring for PFAS. A brief description of each task follows.

Task 1: Project Management

This task consists of project management activities and health and safety efforts in relation to the completion of Tasks 2 through 4.

Task 2: Groundwater Sampling for VOHs

This proposal includes the sampling of 17 wells in April/May 2025 as listed below:

Surficial Aquifer: Monitor wells MW001, MW002, MW003, MW004, MW005, MW006, MW007, MW-A, MW-B, PZ001, and PZ002; and, Ms. Theresa Pepe Florida Department of Environmental Protection March 26, 2025 www.arcadis.com

2025.03 - Scott's Cleaners GWM Proposal

2/3

Upper and Lower Intermediate Aquifer Zones: Monitor wells MW002B, MW003B, MW005B, MW005C, MW006B, and MW007B.

Arcadis will collect samples from the monitoring network using low-flow sampling methodology in accordance with FDEP standard operating procedures (SOP) (DEP-SOP-001/01). Groundwater will be transferred to laboratory supplied sample vials for the analysis of VOHs using Environmental Protection Agency (EPA) Test Method 8260.

The samples will be analyzed by a fixed-based National Environmental Laboratory Accreditation Program (NELAP)-certified laboratory (Eurofins). Additionally, a full round of water levels will be obtained to assist in calculating lateral and vertical flow gradients/direction in each of the subsurface depth-intervals. IDW generated during sampling activities will be containerized on-site and removed for transportation and disposal by a licensed waste hauler (Erwin Remediation, Inc.).

Task 3: Reporting

A Groundwater Monitoring Report (GMR) documenting the sampling methodology and results, including updated tables summarizing the analytical results, figures depicting groundwater flow, estimated extent/magnitude of VOH and PFAS impacts, and laboratory report will be provided to the FDEP. The report will be signed and sealed by a Florida-registered professional geologist or engineer.

Task 4: Groundwater Sampling for PFAS

Groundwater samples will be collected from MW001, MW004, and PZ002 using the low-flow sampling technique and shipped to the FDEP laboratory in Tallahassee, Florida for PFAS analysis. Results will be included in the GMR described above and a comprehensive table will be maintained with all PFAS data obtained for the Site.
