Arcadis U.S. Inc. will perform annual groundwater monitoring from select wells at the site. Groundwater monitoring will ensure that natural attenuation of contaminants continues to occur. Additionally, select wells will be sampled for PFAS compounds. All activities will be conducted in accordance with the December 9, 2024, Work Plan submitted by Chad Hanna of Arcadis.

The final task assignment total is $11,521.73. Arcadis may invoice according to the attached schedule.

Specific negotiated subtasks are as follows:

Subtask 1: Project Management Project Management is automatically calculated as a percentage of total labor.

Subtask 2: Annual Groundwater Monitoring FDEP obtained an access agreement in December 2021 with the City of Winter Park, who remains the real property owner of the former Prather’s site.

Arcadis will sample six wells for drycleaning solvents. IDW will be disposed by a licensed waste hauler.

Subtask 3: Reporting Arcadis will submit a written report as the final deliverable including recommendations for additional actions as needed.

Theresa Pepe Hazardous Waste Cleanup Section Florida Department of Environmental Protection 2600 Blair Stone Road Tallahassee, Florida 32399

Date: December 9, 2024 Our Ref: TBD Subject: Natural Attenuation Monitoring Proposal

Former Imperial Laundry and Drycleaners 901 West Fairbanks Avenue Winter Park, Florida

Dear Ms. Pepe, Arcadis U.S., Inc. (Arcadis) is pleased to submit to the Florida Department of Environmental Protection (FDEP) the following proposal for Natural Attenuation Monitoring (NAM) activities at the Imperial Laundry and Drycleaners (Site), located in Winter Park, Florida. This proposal includes background information, a description of the proposed scope of work (SOW), and an estimated cost and schedule for their completion.

Site Background

Arcadis completed Task Assignment (TA) #DC041A, which included the 2023 annual NAM sampling event (October 2023) and associated reporting. Monitoring wells MW006, MW010, and MW011 were properly abandoned during the October sampling event in anticipation for construction of a turn lane by the City of Winter Park. An additional sampling event was attempted in January 2024, but construction activities impeded completion of the sampling event.

The 2023 Annual NAM Report was submitted on April 5, 2024. Tetrachloroethene (PCE) was detected above the FDEP GCTL in the samples collected from monitor wells MW001 (8.2 µg/L) and MW002 (6.6 µg/L). Arcadis recommended continued monitoring of MW001 and MW002. The FDEP reviewed the report and requested a site inspection to locate wells and determine their viability, and sampling of all viable shallow wells in an email dated April 22, 2024.

Scope of Work

Task 1: Project Management

This task consists of project management activities and health and safety efforts in relation to the completion of Tasks 2 through 4.

Ms. Theresa Pepe Florida Department of Environmental Protection December 9, 2024 www.arcadis.com

2024.12 - Imperial NAM Proposal

2/3

Task 2: Site Inspection and NAM Field Event

Arcadis will mobilize to the Site, attempt to locate remaining monitoring wells and assess their viability for sampling. The proposed groundwater NAM program includes depth-to-water measurements and the sampling of six shallow monitoring wells. Depth-to-water measurements will be collected from all accessible site monitor wells and samples will be collected from MW001, MW002, MW004, MW005, MW009, and MW012. The groundwater sampling activities will be performed per the FDEP standard operating procedures (SOP) (DEP-SOP-001/01).

Samples will be shipped to Eurofins located in Altamonte Springs, Florida, and analyzed for CVOCs by United States Environmental Protection Agency (USEPA) Method 8260. In accordance with FDEP guidance, the IDW generated during sampling activities will be containerized on-site and removed for transportation and disposal by a licensed waste hauler (Erwin Remediation Inc.) following receipt of the laboratory analytical report.

Task 3: NAM Reporting

A NAM Report will be submitted to the FDEP within 60 days of receipt of the laboratory analytical report. The Report will contain tables and figures summarizing the results of the NAM event and include conclusions and recommendations based upon findings.

Task 4: Groundwater Sampling for PFAS

Groundwater samples will be collected from monitoring wells MW001, MW002, MW004, MW005, MW009, and MW012 using the low-flow sampling technique and shipped to the FDEP laboratory in Tallahassee, Florida for PFAS analysis. Results will be included in the GMR described above and a comprehensive table will be maintained with all PFAS data obtained for the Site. IDW generated during the PFAS sampling activities will be combined with the VOH sampling IDW and transported off-Site once both events have been completed.
