Ms. Theresa Pepe Hazardous Waste Cleanup Section Florida Department of Environmental Protection 2600 Blair Stone Road, MS 4520 Tallahassee, Florida 32399
Date: May 9, 2022 Our Ref: 30124789 Subject: Proposal for Annual Groundwater Monitoring and Reporting Former Saufley Square Dry Cleaners Pensacola, Florida
FDEP ERIC_4661
Dear Ms. Pepe, Arcadis is pleased to submit this proposal to complete Annual Groundwater Monitoring / Reporting at the former Saufley Square Dry Cleaners in Pensacola Florida (Site) during 2022. A proposed scope of work, cost estimate, and schedule are included herein.
Scope of Work
Based on the conclusions and recommendations presented in the Annual Groundwater Monitoring Report dated September 2021, subsequent discussions with the Florida Department of Environmental Protection (FDEP), and Chapters 62-780 and 62-777, Florida Administrative Code (FAC), the following tasks are proposed to complete annual groundwater monitoring at the Site.
Task 1: Project Management
This task consists of project management related activities in relation to the completion of Tasks 2 and 3.
Task 2: Annual Groundwater Monitor Event
The next groundwater sampling event will be conducted in June/July 2022. Arcadis personnel will confirm permission to enter the property with the property’s owners. Five Site monitor wells – MW003RR, MW004R, MW005R, MW007R, and MW009R – will be sampled per FDEP standard operating procedures (SOP) (DEP- SOP-001/01). Groundwater samples will be analyzed for volatile organic compounds (VOCs) using United States Environmental Protection Agency (USEPA) Test Method 8260 by the National Environmental Laboratory Accreditation Program (NELAP). Investigative Derived Waste (IDW) will be containerized during the sampling event. Arcadis will coordinate pick-up of IDW to coincide with the field sampling. This coordination with the transportation and disposal contractor will ensure that the IDW does become stolen or inadvertently moved off-site.
Task 3: Reporting
A Groundwater Monitoring Report and ADaPT-compatible EDDs will be submitted to the FDEP within 60 days of completion of the groundwater sampling event. The report will include data tables, figures, appendices, and conclusions / recommendations.
Ms. Theresa Pepe Florida Department of Environmental Protection May 9, 2022
