About this file
This Task Assignment (TA DC020A) represents a state contract between the State of Florida Department of Environmental Protection (FDEP) and Arcadis U.S. Inc. for environmental remediation services at the Ridgewood Laundry and Dry Cleaning facility located at 930-C Blanding Boulevard, Orange Park, Clay County, Florida (ERIC_4262). The contract is entered under the indefinite delivery vehicle Contract Number HW680. Theresa Pepe serves as the FDEP Project Manager, while Gus Suarez represents Arcadis U.S. Inc. as the Contractor's Project Manager. The TA is effective as of May 11, 2022, with a completion date of October 7, 2022.
The scope of work requires Arcadis to conduct annual groundwater monitoring from six select monitoring wells (MW001R, MW005, MW007, MW008, MW009, and MW011) at the site to ensure natural attenuation of drycleaning solvents continues to occur, with natural attenuation expected to bring the site to unconditional closure within approximately three years. The contract is structured as a fixed unit rate of $5,676.99, with a total TA value of $5,676.99. The work encompasses three subtasks: Project Management (automatically calculated as a percentage of total labor), Annual Groundwater Monitoring (including sampling six wells for volatile organic compounds, water level measurements, and disposal of investigation-derived waste), and Reporting (submission of an Annual Monitoring Report with recommendations). All activities are conducted in accordance with the May 4, 2022 Work Plan submitted by Arcadis. The single deliverable—an Annual Monitoring Report with IDW manifest and project management documentation—is due September 9, 2022, with payment contingent upon FDEP approval. No additional funding information or optional renewal periods are specified in the documentation.

Subject:
Proposal for Annual Groundwater Monitoring & Reporting Ridgewood Coin Laundry & Cleaners 930-C Blanding Boulevard, Orange Park, FL Facility ID No. 10-9501247, ERIC_4262
Dear Ms. Pepe:
Arcadis U.S., Inc. (Arcadis) is pleased to submit this proposal/cost estimate for annual groundwater monitoring and reporting at the subject facility. This proposal includes a description of the proposed scope of services, and an estimated cost and schedule for their completion.
PROPOSED SCOPE OF WORK
Task 1: Project Management
Task 1 is reserved for project management.
Task 2: Groundwater Monitoring
Following receipt of a Task Assignment from FDEP, Arcadis will schedule the Annual Groundwater Monitoring event for June 2022 (i.e., one year after previous groundwater monitoring event and six years after ISR activities). Per the FDEP-approved ISR Work Plan, dated October 2015, and recommendations in the April 2021, Annual Groundwater Monitoring Report, groundwater from six monitor wells (MW001R, MW005, MW007, MW008, MW009, and MW011) will be sampled in accordance with FDEP SOPs. Samples will be analyzed at a NELAP-accredited laboratory for volatile organic compounds by EPA Test Method 8260.
In addition, per FDEP email dated March 28, 2017, the requirements for UIC sampling have been met, so UIC parameters will not need to be monitored. Prior

2/3 to collecting groundwater samples, a full round of water levels in all site wells will be measured and recorded.
Task 3: Annual Reporting
Approximately 60 days following the groundwater monitoring event, Arcadis will update data tables and figures, and submit an Annual Groundwater Monitoring Report including conclusions and recommendations.
PROPOSED SCHEDULE
Arcadis will schedule the annual groundwater monitoring event for June 2021, after our receipt of a TA from FDEP. Arcadis suggests invoicing for the fieldwork and reporting tasks.
