About this file
This Task Assignment (TA) is a contract vehicle between the State of Florida Department of Environmental Protection (FDEP) and Arcadis U.S. Inc. for environmental remediation services at the Miami Dry Cleaners site (ERIC_4372) located at 8410 West Flagler Street, Miami-Dade County, Florida. The assignment is issued pursuant to Contract Number HW680 and identifies Theresa Pepe as the FDEP Project Manager and Gus Suarez as Arcadis's Project Manager. The work is classified as confirmatory soil sampling to support possible remedial action at the facility.
Arcadis will conduct confirmatory soil sampling in the rear of the building by collecting twelve soil samples from various depths surrounding one contaminated location, with work to be performed according to Arcadis's November 11, 2025 Work Plan. The scope includes three subtasks: project management (calculated as a percentage of total labor), confirmatory soil sampling with SPLP testing as needed, and reporting with recommendations for additional actions. The fixed unit rate total contract value is $8,225.27, with payment contingent upon FDEP approval of the confirmatory soil sampling report and project management deliverables. The deliverable is due February 27, 2026, with a TA completion date of March 31, 2026. The subcontractor for drilling was selected based on the lowest of three competitive bids, with Earth Tech Drilling providing drilling services at $2,025.00. Laboratory costs for analytical testing total $2,502.00, and all associated labor, equipment, vehicles, and materials are itemized in the detailed cost estimate.

Ms. Theresa Pepe, Project Manager Hazardous Waste Cleanup Section Florida Department of Environmental Protection 2600 Blair Stone Road, MS 4520 Tallahassee, Florida 32399-2400
Date: November 11, 2025 Our Ref: 30261640 Subject: Proposal for Soil Assessment Activities
Dear Ms. Pepe, Enclosed is a proposal to complete soil assessment activities at Miami Dry Cleaner (ERIC_4372) – this will include installation of 4 soil borings for soil sample collection to delineate previously identified soils in vicinity of SB013, located outside the rear of the building as shown on enclosed figure. A proposed scope of work, schedule, and CEF-LOE are included herein, along with copies of contractor bids.
Scope of Work In accordance with Chapter 62-780 of the Florida Administrative Code (FAC), the following scope of work is proposed:
Task 1
This task is reserved for project management activities.
Task 2
The following soil assessment activities are proposed:
Obtaining site access from current operator/owner;
Install 4 soil borings at the locations shown on the enclosed figure. Collect soil samples at 0-0.5’, 0.5-2’ and 2-4 ft for analysis of VOHs by EPA 8260. Duplicate samples will also be collected for potential SPLP analysis pending initial VOH analysis.
Task 3
Arcadis will provide a brief letter report of the soil assessment findings, including laboratory analysis results of soil samples and recommended area for soil excavation. The report will include tables and figures of results and recommendations for future activities to complete site rehabilitation.

Doug/Theresa – I agree with the proposed additional soil sampling, but please consider two things:
1. We probably should go ahead and add a sample at 0.5’ at each of the proposed SBs even though we don’t have one at SB013.
2. If the SBs closest to the back wall of the building are too close or hit obstructions/refusal (e.g. footer/foundation), you could try rotating the SBs approximately 45 degrees. This might put the northernmost SB just inside the back door/wall, but might be better than no data. Maybe try those two SBs outside the back wall first.
Thanks Breck

EXTERNAL MESSAGE

Theresa/Breck, For Miami Dry Cleaner, where our confirmatory soil sampling failed SPLP at one location (SB013/2-4’), see attached figure of 4 proposed soil borings to predetermine the size of excavation around SB013. I realize these borings are only about 4 ft apart from each other. I propose to sample each boring at 0-2 and 2-4 ft depths for VOH and SPLP by EPA 8260. If the samples from these 4 borings are below SPLP levels, we excavate this predetermined area to 4 ft bg? Let me know if this is a reasonable plan.
