This is a Task Assignment (TA) document issued by the State of Florida Department of Environmental Protection (FDEP) to Arcadis U.S. Inc. for groundwater monitoring services at the Randolphs Alterations & Cleaners facility located at 615 West Fourth Avenue, Tallahassee, Leon County, Florida. The underlying contract is HW680, with the task assignment number DC009C. The TA is effective through July 25, 2025, and was signed by authorized representatives on February 6, 2025. The scope comprises three subtasks: Project Management (calculated as a percentage of total labor), Annual Groundwater Monitoring (sampling for volatile organic compounds using EPA Method 8260C, characterization and disposal of purge water by licensed waste hauler Erwin Remediation at $110.00 per drum), and Reporting (delivery of an Annual Monitoring Report with analytical data, figures, conclusions, and recommendations). The total TA value is $10,082.70 on a fixed unit rate basis. The deliverable—Annual Monitoring Report/IDW manifest/Project Management—is due May 30, 2025, with payment triggered upon FDEP approval. The cost estimate details 58 total labor hours distributed across project management ($892.47), groundwater monitoring ($5,529.07), and reporting ($3,661.16), including labor, overhead, general and administrative costs, fringe benefits, laboratory analytical costs ($657.00), equipment, and field expenses.

Subject: Proposal for Annual Groundwater Monitoring at Randolphs Alterations and Cleaners, 615 West 4th Avenue, Tallahassee, Florida, FDEP Facility Identification Number ERIC_4863.

Dear Ms. Pepe, Arcadis U.S., Inc. (Arcadis) is pleased to submit this level of effort (LOE) and cost proposal for the 2024 annual groundwater monitoring activities at the Randolphs Alterations and Cleaners Facility, located at 615 West 4th Avenue, Tallahassee, Florida (FDEP Facility Identification Number ERIC_4863; “the Site”). This proposal includes one groundwater monitoring event for PFAS and one groundwater monitoring event for VOHs with one letter report summarizing field activities and results of the VOH and PFAS monitoring. The FDEP cost estimating spreadsheets (Attachment A), and subcontractor quote (Attachment B) are attached.

SCOPE OF WORK

Subtask 1 - Project Management Subtask 1 is reserved for project management as specified by FDEP and is calculated automatically in the cost estimating form (Attachment A).

Subtask 2 - Groundwater Monitoring (VOHs) Arcadis proposes to mobilize to the Site and collect groundwater samples from nine monitoring wells (MW002, MW003, MW005, MW006, MW007, MW009, MW010, MW011, and MW015) in accordance with FDEP SOPs.

Monitoring well locations are shown on the attached figures. Samples will be submitted to a certified laboratory for analysis by EPA Method 8260C or equivalent (VOHs only). Monitoring well purge water will be contained in 55-gallon drums, sampled for characterization, and disposed of properly. Monitoring well locations are shown on the attached Figure.

Subtask 3 - Reporting (VOHs) Arcadis will incorporate the data collected during the groundwater sampling event into a letter report summarizing the field activities. The report will include laboratory analytical data, figures presenting groundwater analytical data, a summary of the data, conclusions, and recommendations for future work at the Site.

Mr. O’Sullivan:

The price for the transportation and disposal (T&D) of one (1) 55-gallon drum of non-hazardous water impacted with drycleaning solvents at your site located in Tallahassee, FL will be $110.00 per drum/total.

Please ensure that all drum lids are properly secured and that drums are on a level surface like the surrounding area (i.e., not on a pallet, etc.). A single False Mobilization fee will apply if our driver is not able to locate a drum on site or if we are unable to access the property due to a locked gate, etc.
