About this file

This Task Assignment (TA) DC003C is executed under Contract Number HW680 between the State of Florida Department of Environmental Protection (FDEP) and Arcadis U.S. Inc., a contractor specializing in environmental remediation services. The task assignment is specific to the Silver Hanger Cleaners facility located at 305 E Blanding Boulevard, Orange Park, Clay County, Florida (FDEP Facility ID 10-9501908; ERIC_4265). Theresa Pepe serves as the FDEP Project Manager, while Gus Suarez, P.E., acts as the contractor's project manager.

The scope of work involves conducting a groundwater monitoring event from five select monitoring wells (MW001, MW003, MW005, MW007, and MW-009) at the former drycleaning site to assess natural attenuation and determine site closure eligibility. Activities will be performed according to Arcadis's January 4, 2024 Work Plan and include project management, groundwater sampling for volatile organic halocarbons analysis, and report preparation. The total fixed unit rate for this task assignment is $4,971.34, with invoicing contingent upon FDEP approval of the Groundwater Monitoring Report, IDW (Investigative-Derived Waste) manifest, and project management deliverables due by April 26, 2024. If sampling results indicate clean conditions, a Site Rehabilitation Completion Report will be submitted for unconditional closure; if contaminants remain above cleanup criteria, the site will continue on an annual monitoring schedule. The TA completion date is June 28, 2024.

Ms. Theresa Pepe Florida Department of Environmental Protection Waste Site Cleanup Section 2600 Blairstone Road, MS 4520 Tallahassee, FL 32399-2400

Date: January 4, 2024 Our Ref: 30019405 Subject: Natural Attenuation Monitoring Proposal Former Silver Hanger Cleaners 305 E Blanding Boulevard Orange Park, Florida FDEP Facility ID: 10/9501908 ERIC_4265 Contract No.: HW557

Dear Ms. Pepe, Arcadis U.S., Inc. (Arcadis) is pleased to submit to the Florida Department of Environmental Protection (FDEP) the following proposal to continue the Natural Attenuation Monitoring (NAM) Program at the Former Silver Hanger Cleaners (Site), located in Orange Park, Florida. This proposal includes background information, a description of the proposed scope of work (SOW), and an estimated cost and schedule for their completion.

Site Background

The Site is located within the Tuesday Morning Shopping Plaza on Blanding Boulevard just north of Cleveland Avenue in Clay County. The current owner of the Site is Khazaal Investment Group LLC. The Site consists of one unit within the shopping plaza and is currently operating as a Liquor Store.

Following the completion of active remediation efforts in 2020, the site entered into a semi-annual NAM program that continued throughout 2021. On February 8, 2022, the FDEP issued a TA to continue the NAM activities at the Site on an annual basis. In October 2022, Arcadis was successful in obtaining new site access agreements from off-site properties located downgradient from the source area. In May 2023, FDEP secured the source property access agreement from the new owner. The second annual monitoring event was conducted in November 2023 and the Annual NAM Report was submitted to FDEP on December 12, 2023.

The results from the November 2023 sampling event indicate that PCE and TCE concentrations greater than the cleanup criteria specified in Chapter 62-777, F.A.C. are not present at the Site. Given the current Site conditions and results from November 2023, Arcadis recommends the continuation of NAM activities at the Site and the collection of samples on a quarterly basis with the next NAM event in February 2024.

Scope Of Work

This proposal includes Arcadis’ efforts to complete one quarterly NAM event at the Site and submit one NAM report as summarized below.

Task 1: Project Management

This task consists of project management activities and health and safety efforts in relation to the completion of Task 2.

Task 2: Annual Natural Attenuation Monitoring and Reporting

Arcadis will conduct one quarterly NAM event at the Site. The event will consist of the collection of groundwater samples from five monitoring wells (MW001, MW003, MW005, MW007, and MW-009). Samples will be analyzed for volatile organic halocarbons (VOHs) per United States Environmental Protection Agency (USEPA) Method 8260. Groundwater sampling activities will be performed in adherence to the FDEP Standard Operating Procedure (SOP), DEP-SOP-001/01, effective April 16, 2018. Arcadis will prepare a NAM report summarizing the groundwater sampling results. The report will include appropriate tables, figures and recommendations.

Cost Estimate

A CEF and a LOE Form are attached for the above scope of work. The total cost to complete this scope of work is $5,070.34 (Attachment 1). Arcadis proposes the following invoicing schedule:

Invoice Amount Milestone

$5,070.34 Submittal of annual NAM report (includes PM)

Closing Remarks

Arcadis appreciates the opportunity to continue to assist the FDEP on this site. If you have any questions or wish to discuss this proposal further, please do not hesitate to contact us.
