About this file

This is a Specification Section 01 78 39 for Project Record Documents prepared by Herbert, Rowland & Grubic, Inc., related to the Penn Township Municipal Building Alterations project in Pennsylvania. The specification establishes requirements for maintaining comprehensive project record documentation throughout construction, including marked-up drawings, specifications, addenda, change orders, reviewed shop drawings, product data, and manufacturer's instructions. Contractors are required to maintain one set of record documents on-site, recording actual revisions concurrent with construction progress at minimum weekly intervals. Record drawings must be marked with erasable red pencil to show actual installations, including dimensional changes, utility locations, concealed elements, equipment placement, and modifications made through addenda or change orders. Documentation must be organized into manageable, durable sets and clearly identified as "PROJECT RECORD DRAWING" with the contractor's name stamped on all sheets.

Contractors must submit one marked-up paper copy and PDF electronic files of all record documents to the Engineer with the Substantial Completion request. Additionally, a Manual for Materials and Finishes must be submitted in two preliminary draft copies before work begins, with the Engineer providing comments on the proposed format and content. For equipment or components put into service during construction, documentation must be submitted within ten days of acceptance. Miscellaneous record submittals must include material and equipment test and inspection reports, delivery slips, and other records required by individual specification sections. The specification emphasizes complete and accurate documentation enabling future reference by the Owner, with particular attention to concealed installations and underground utilities that would be difficult to identify or measure after construction completion.
