About this file
This is a Submittal Procedures specification document for the Alterations for Penn Township Municipal Building project in Pennsylvania, establishing the requirements and processes that the contractor must follow when submitting materials, shop drawings, product data, samples, and other documentation to the engineer for review and approval. The submittal procedures outline two categories of submissions—action submittals requiring engineer responsive action and informational submittals for engineer knowledge—and mandate that all submittals be transmitted electronically via PDF email with proper identification, certification stamps, and sequential numbering. The contractor must submit a proposed product list within 15 days of the Notice to Proceed, and all shop drawings, product data, and samples require engineer approval before fabrication or construction work can proceed; the engineer will return submittals marked as "Approved," "Approved as Corrected," "Revise and Resubmit," or "Not Approved," with the contractor prohibited from proceeding on any work requiring submittal approval until receiving approved documentation.
The procedures prohibit "mass submittals" of six or more items in one day or 20 or more items in one week, with engineer review time extended as necessary and priority-based review determination. Submittals must include clear, readable information with no blurred or pixilated text, include 4-inch by 4-inch spaces for review stamps, and identify variations in contract documents or product limitations that may affect work performance. The contractor bears full responsibility for verifying material specifications, field measurements, dimensional accuracy, coordination with all trades, and compliance with contract documents before submission; the contractor must also review construction progress schedules per Section 01 32 16 and provide labeled, dated construction photographs on a thumb drive prior to construction start. Starting with the second resubmission, the owner may charge the contractor for engineer time and expenses at standard rates, with such charges offset from contractor payment.
