About this file
This is a Unit Prices specification document for the Alterations for Penn Township Municipal Building project in Pennsylvania, establishing payment procedures and unit price schedules for two separate contracts: General Construction (Contract #1) and Electrical Construction (Contract #2). Contract #1 encompasses eight line items including mobilization and project management (lump sum), demolition of existing EIFS finishes and roofing materials (lump sum), sitework involving parking line painting and handicap accommodations (lump sum), concrete work for a new vestibule and sidewalk sections (lump sum), general alteration construction including framing and wood infill work (lump sum), exterior replacement finishes such as shingles and siding (lump sum), storefront glass installation for the new vestibule (lump sum), and replacement doors for front, rear, and overhead entries (lump sum). Contract #2 includes mobilization and project management (lump sum) and electrical construction providing heating and lighting for the new vestibule and various entry points plus landscape lighting (lump sum). All items are measured and paid on a lump sum basis with payment calculated as a percentage of work completed.
Payment procedures require submission of three copies of applications on designated forms at intervals stipulated in the project agreement, with initial mobilization payments set at 10 percent, subsequent monthly applications at 20 percent, and remaining amounts payable once work performed equals or exceeds 75 percent of total contract price. Applications must include updated construction schedules, change orders, record documents, insurance certificates, and substantiating data as required by the Engineer. Defective work may be rejected entirely, partially repaired with unit price adjustment at the Engineer's or Owner's discretion, or allowed to remain with adjusted compensation. All measurements and quantities are subject to Engineer verification using U.S. Bureau of Standards, with final payment based on actual measurements and quantities accepted by the Engineer multiplied by contracted unit prices. The specification document provides comprehensive requirements for applications at initial submittal, substantial completion, and final payment stages, including administrative prerequisites and required supporting documentation.
