About this file
This is a Non-Collusion Affidavit form prepared by Herbert, Rowland & Grubic, Inc. for Penn Township's Alterations for Penn Township Municipal Building project in Pennsylvania. The affidavit is required from contractors submitting bids for the construction work, which includes two separate contracts: Contract #1 for General Construction (demolition, sitework, concrete, general alteration construction, exterior replacement finishes, storefront glass, and replacement doors) and Contract #2 for Electrical Construction (heating and lighting for the new vestibule, rear entry, and side entry). Bids are due by 10:00 AM local time on September 3, 2026, to be submitted online via the PennBid Program. The Notice of Intent to Award will be considered by the Township Board of Supervisors at its September 14, 2026 meeting. Bidding documents are available for download at https://pennbid.bonfirehub.com/, and prospective bidders are encouraged to register as plan holders on the designated website for periodic updates including addenda and other relevant information.
The Non-Collusion Affidavit requires the contractor's authorized representative to certify under oath that the bid price was developed independently without consultation, communication, or agreement with other bidders; that pricing has not been disclosed to other bidders prior to opening; that no inducements have been made to influence other firms' bids; and that the bid is submitted in good faith without complementary or noncompetitive arrangements. The affidavit also requires disclosure of any convictions or liabilities in the past four years involving conspiracy or collusion related to public contract bidding. The contractor must acknowledge that misstatements in the affidavit will be treated as fraudulent concealment and that the representations are material to the Owner's contract award decision. The form requires notarization and must be signed and dated by the contractor's authorized representative.
