About this file
This is a Certificate of Substantial Completion document prepared using the modified EJCDC C-625 form, applicable to the Alterations for Penn Township Municipal Building project in Pennsylvania. The certificate establishes the date when the work reaches substantial completion, marking the commencement of the contractual correction period and applicable warranties. The document applies to either all work or specified portions thereof as designated by the Engineer. A punch list of items to be completed or corrected is attached to the certificate; however, this list is not all-inclusive, and any omissions do not relieve the Contractor of responsibility to complete all work in accordance with contract documents. The certificate requires inspection by authorized representatives of the Owner, Contractor, and Engineer before it can be executed.
The Certificate of Substantial Completion delineates the division of responsibilities between the Owner and Contractor regarding security, operation, safety, maintenance, heat, utilities, insurance, and warranties upon the Owner's use or occupancy of the work, as provided in the underlying contract documents unless amended by mutual agreement. The document explicitly states that the certificate does not constitute acceptance of work that does not conform to contract documents, nor does it release the Contractor's obligation to complete all work according to the contract specifications. The certificate must be executed by the Engineer through an authorized signature and includes fields for identifying the Owner, Contractor, Engineer, project particulars, and any amendments to contractual responsibilities between the parties.
