About this file

This is a specification document for Temporary Facilities and Controls prepared by Herbert, Rowland & Grubic, Inc. for the Penn Township Municipal Building Alterations project in Pennsylvania. The document outlines comprehensive requirements for temporary construction facilities and controls that contractors must provide during execution of the work. Key requirements include temporary utilities (electricity, lighting, water, sanitary facilities), construction facilities (field offices, vehicular access, parking), and temporary controls (barriers, enclosures, security, dust control, erosion and sediment control, noise control, pest control, and pollution control). The specification mandates that contractors coordinate all site usage with the Owner to ensure continuous operations, maintain dust and debris control through polyethylene curtains and daily cleaning, provide temporary sanitary facilities at project mobilization, maintain limited on-site parking with off-site alternatives as needed, and establish fire prevention measures including portable fire extinguishers at stairways, trailers, and during roofing operations. Traffic regulation requirements include coordination with authorities having jurisdiction for haul routes, trained flag persons for traffic control, and appropriate signage and signals. Contractors must protect existing trees and plants within drip lines with six-foot barriers, restrict unauthorized site access through a security program with entry logs, and prevent photography without Owner approval.

The specification establishes that contractors are responsible for all costs associated with temporary facilities and utilities required for construction operations. Removal of all temporary utilities, equipment, facilities, and materials must be completed before final payment application, with restoration of existing and permanent facilities to original condition. The document does not address pricing terms, set-asides, incumbents, or funding sources, as it is purely a technical specification section detailing contractor obligations for temporary facilities management and environmental controls during the alteration project.
