About this file
This is a Payment Bond form for the Alterations for Penn Township Municipal Building project in Pennsylvania, which includes two construction contracts: General Construction and Electrical Construction. The project involves demolition, sitework, concrete work, general alteration construction, exterior replacement finishes, storefront glass, replacement doors, and electrical work for heating and lighting in new vestibules and entries. Bids are due online via the PennBid Program by 10:00 AM local time on September 3, 2026, with the Notice of Intent to Award to be considered by the Township Board of Supervisors at its September 14, 2026 meeting. Bidding documents are available for download at https://pennbid.bonfirehub.com/, and prospective bidders are urged to register as plan holders on the designated website for access to all official notifications and addenda.
The payment bond serves as a financial guarantee to protect claimants supplying labor or materials to the principal contractor or subcontractors during the execution of the work. The bond is executed under the Public Works Contractors' Bond Law of 1967 (Act 385) of Pennsylvania and requires that all labor and material suppliers be paid in full before the expiration of ninety days after the performance or delivery date. The bond covers all amendments, extensions, or additions to the contract documents and remains in effect regardless of any alterations, changes, extensions of time, or acts of forbearance between the owner and principal contractor. Claimants who are not paid in full may institute legal action against the bond to recover amounts due, provided they follow the notice requirements outlined in the Pennsylvania statute.
