About this file

This is a Quality Requirements specification document for the Alterations for Penn Township Municipal Building project located in Pennsylvania. The document, prepared by Herbert, Rowland & Grubic, Inc., establishes minimum quality standards and control procedures that contractors must follow throughout the project. The specification covers two primary contracts: General Construction work including demolition, sitework, concrete, exterior finishes, and storefront glass replacement; and Electrical Construction work providing heating and lighting for new vestibules and entries. Bids for both contracts were due by 10:00 AM on September 3, 2026, via the PennBid online platform, with the Notice of Intent to Award to be considered by the Township Board of Supervisors at its September 14, 2026 meeting.

The Quality Requirements specification mandates that contractors employ qualified personnel, manufacturers, and fabricators with demonstrated experience and successful in-service performance records. All work must comply with specified standards, manufacturers' recommended tolerances, and applicable reference standards current as of the bid date. An independent testing agency authorized to operate in Pennsylvania must be retained to perform required testing and inspections, with full-time specialists maintaining calibrated equipment traceable to the National Bureau of Standards. Testing reports must be submitted to the Engineer, Contractor, and authorities having jurisdiction, and any retesting due to nonconformance will be charged to the Contractor through deductions from the Contract Sum. Manufacturers' field service representatives must be approved by the Engineer and submit qualifications at least 30 days in advance of required observations, with all observations and supplemental instructions documented and reported.
