About this file
This is a Wage Rate Requirements specification document applicable to the Alterations for Penn Township Municipal Building project in Pennsylvania, establishing prevailing wage compliance obligations for all contractors and subcontractors. The project encompasses two contracts: General Construction work including demolition, sitework, concrete, alterations, exterior finishes, and storefront modifications, and Electrical Construction work providing heating and lighting systems for new vestibules and entries. Bids are due online via PennBid by 10:00 AM on September 3, 2026, with the Notice of Intent to Award to be considered by the Township Board of Supervisors on September 14, 2026. Bidding documents are available through the designated website at https://pennbid.bonfirehub.com/, with prospective bidders required to register as plan holders.
Under Pennsylvania Prevailing Wage Act (Act No. 442), all workmen must be paid minimum wage rates including benefits as determined by the Secretary of Labor and Industry. Contractors and subcontractors must maintain accurate payroll records showing employee names, crafts, and hourly rates for two years from project completion and make these records available for inspection by the Owner and Secretary of Labor and Industry. Prevailing wage rate notices must be posted prominently at the work site throughout construction, containing project information, applicable crafts and classifications, wage rates, and effective dates. Weekly payroll certifications must be filed under oath using the Pennsylvania Department of Labor and Industry Form LLC-25, with statements of compliance confirming no debarment status and proper inclusion of prevailing wage requirements in all subcontracts. Contractors must also file statements at project completion certifying all wage payments and make employees available for interviews regarding compliance with labor standards.
