About this file
This is a Contract Modification Procedures document from Herbert, Rowland & Grubic, Inc. applicable to the Penn Township Municipal Building Alterations project in Pennsylvania. The document establishes standardized procedures for managing changes to the contract throughout the construction process. The modification framework includes four primary change mechanisms: minor changes issued via Field Order without price or time adjustments, Proposal Requests initiated by the Owner's Engineer with five working days for contractor estimates, contractor-proposed changes with full documentation and scheduling updates, and Work Change Directives signed by the Owner authorizing work to proceed pending subsequent Change Order execution. All changes require detailed documentation including quantities, unit costs, applicable taxes, delivery charges, equipment rental, labor and equipment costs directly attributable to the change, and updated Construction Schedules reflecting project impacts. The document mandates that contractors designate an authorized individual to receive change documents and promptly notify relevant parties of modifications.
The procedures require contractors to submit comprehensive proposals within five working days of Proposal Requests, with Change Orders executed only upon Owner approval through the Engineer. Contractors must maintain detailed records of time and material costs for all change work to substantiate expenses. All modifications must be promptly recorded in Schedule of Values, Applications for Payment, Progress Schedules, and Record Documents. The document references related sections including Requests for Interpretation procedures, Work Change Directive Forms, and Change Order Forms, establishing a formal change management system designed to control scope creep, document cost impacts, and maintain accurate project scheduling throughout the construction of the Penn Township Municipal Building alterations project, which includes General Construction and Electrical Construction contracts with bids due September 3, 2026.
