About this file
Summary
This is a Multiple Contract Summary specification document for the Alterations for Penn Township Municipal Building project in Pennsylvania, prepared by Herbert, Rowland & Grubic, Inc. The project is divided into two separate contracts: Contract #1 for General Construction work including demolition, sitework, concrete, general alteration construction, exterior replacement finishes, storefront glass, and replacement doors; and Contract #2 for Electrical Construction work including heating and lighting for the new vestibule, rear entry and side entry. Bids are being received online via the PennBid Program until 10:00 AM local time on September 3, 2026, with the Notice of Intent to Award to be considered by the Township Board of Supervisors at its September 14, 2026 meeting. Bidding documents are available at https://pennbid.bonfirehub.com/. Each contractor is responsible for complete systems and assemblies, including products, components, accessories, and installation as required by the Contract Documents.
The specification establishes that each contractor bears responsibility for trenches, excavation, blocking, backing panels, sleeves, metal fabrication supports, access panels, equipment pads, and roof-mounted equipment curbs for its own work. The General Contractor is responsible for temporary heating, cooling, and ventilation with all associated utility charges, while both contractors share responsibility for electric power service costs regardless of which entity uses the electricity. The General Contractor assumes overall project coordination responsibilities including scheduling, sequencing, utility interruption coordination, and preparation of combined construction schedules for Engineer review and approval. The Electrical Contractor's coordination activities include scheduling electrical activities, coordinating workspace access, preparing coordination drawings, and coordinating tests and inspections specific to electrical work. All official notifications, addenda, and bidding documents will be provided exclusively through the designated PennBid website.
