About this file
This is a Payment Procedures specification document for the Alterations for Penn Township Municipal Building project in Pennsylvania, establishing the framework for contractor compensation and payment processes. The project encompasses two separate contracts: Contract #1 for General Construction work including demolition, sitework, concrete, alterations, exterior finishes, and storefront glass; and Contract #2 for Electrical Construction providing heating and lighting for new and existing entries. Bids are due online via the PennBid Program by 10:00 AM on September 3, 2026, with the Notice of Intent to Award to be considered at the Township Board of Supervisors meeting on September 14, 2026. Bidding documents are available through https://pennbid.bonfirehub.com/, and prospective bidders are encouraged to register as plan holders on the designated website to receive official notifications and addenda.
The contractor shall receive compensation as full payment for furnishing all materials, labor, tools, equipment, and performing all work in a complete and acceptable manner, with the contract price breakdown detailed in a Schedule of Values submitted electronically within 15 days after the Notice to Proceed. The Schedule of Values must be coordinated with the contractor's Construction Schedule, formatted according to the Project Manual table of contents, and revised to include approved Change Orders with each Application for Payment. Applications for Payment are submitted in intervals stipulated in the Agreement on provided forms with three copies, executed by an authorized representative, and must include updated construction schedules. Initial applications require submission of subcontractor lists, construction schedules, products lists, submittal schedules, and certificates of insurance. Final payment applications, prepared by the Engineer following final inspection, require evidence of project closeout completion, final record documents, insurance certificates, contractor's affidavit, and surety consent to final payment. The Engineer retains authority to assess defects and adjust payment for nonconforming work, with no payment made for rejected products including those wasted, deemed unacceptable, incompletely unloaded, or remaining after project completion.
