About this file
This is a Substitution Procedures specification document for the Alterations for Penn Township Municipal Building project in Pennsylvania, which includes both General Construction (Contract #1) and Electrical Construction (Contract #2) scopes of work. The project involves demolition, sitework, concrete work, general alteration construction, exterior replacement finishes, storefront glass, replacement doors, heating and lighting provisions for new vestibules and entries, and associated work as detailed in the contract documents. Bids are due online via the PennBid Program by 10:00 AM local time on September 3, 2026, with a Notice of Intent to Award to be considered by the Township Board of Supervisors at its September 14, 2026 meeting. Bidding documents are available for download at https://pennbid.bonfirehub.com/, and prospective bidders are encouraged to register as plan holders on the designated website for periodic updates on addenda and other relevant information.
The substitution procedures establish that product substitutions may be considered only when a product becomes unavailable through no fault of the contractor and when the substitution offers the owner a substantial advantage in cost, time, energy conservation, or other considerations. All substitution requests must be submitted in writing with comprehensive supporting documentation, including manufacturer information, point-by-point product comparisons, cost data, performance test data, and references to similar completed installations. The contractor bears all expenses for providing substitution data and must reimburse the owner for all engineer evaluation and redesign costs associated with any substitution review, regardless of approval status. Substitutions require written approval from the engineer and must comply with all contract document requirements, maintain specified warranty provisions, not require extensive contract document revisions, and be compatible with other work without adversely affecting the construction schedule or requiring additional owner costs.
