About this file
This is a Project Coordination specification document for alterations to the Penn Township Municipal Building in Pennsylvania, prepared by Herbert, Rowland & Grubic, Inc. The specification outlines coordination requirements for a construction project that includes two separate contracts: General Construction (demolition, sitework, concrete, alteration construction, exterior finishes, storefront glass, and replacement doors) and Electrical Construction (heating and lighting for new vestibule, rear entry, and side entry). Bids for both contracts are due online via the PennBid Program by 10:00 AM local time on September 3, 2026, with public bid display and a Notice of Intent to Award to be considered by the Township Board of Supervisors at its September 14, 2026 meeting. Bidding documents are available through the designated website at https://pennbid.bonfirehub.com/, and prospective bidders are urged to register as plan holders to receive official notifications and addenda.
The specification requires the contractor to coordinate scheduling, submittals, and work across various sections to ensure efficient and orderly installation of interdependent construction elements. The contractor must maintain all necessary utility services to the public throughout the work, coordinate with the owner to minimize operational disruption, and employ skilled installers for alteration work. All costs for repairs to existing facilities damaged by contractor operations or extended operation of alternate facilities are the contractor's responsibility. The contractor is responsible for preparing coordination drawings, holding coordination meetings, managing material removal and surface preparation, and ensuring proper finishing and transitions between new and existing work, with all recommendations for surface termination and transitions requiring engineer review.

1.2 COORDINATION AND PROJECT CONDITIONS
A. Coordinate scheduling, submittals, and Work of various Sections of Project Manual to ensure efficient and orderly sequence of installation of interdependent construction elements, with provisions for accommodating items installed later.
B. Verify that utility requirements and characteristics of operating equipment are compatible with building utilities. Coordinate Work of various Sections having interdependent responsibilities for installing, connecting to, and placing operating equipment in service.
C. Coordinate space requirements, supports, and installation of mechanical and electrical Work indicated diagrammatically on Drawings. Follow routing shown for pipes, ducts, and conduit as closely as practical; place runs parallel with lines of building. Use spaces efficiently to maximize accessibility for other installations, for maintenance, and for repairs:
1. Coordination Drawings: Prepare as required to coordinate all portions of Work.
Show relationship and integration of different construction elements that require coordination during fabrication or installation to fit in space provided or to function as intended. Indicate locations where space is limited for installation and access and where sequencing and coordination of installations are important.
D. Coordination Meetings: In addition to other meetings specified in this Section, hold coordination meetings with personnel and Subcontractors to ensure coordination of Work.
E. In finished areas except as otherwise indicated, conceal pipes, ducts, and wiring within construction. Coordinate locations of fixtures and outlets with finish elements.
F. Coordinate completion and clean-up of Work of separate Sections in preparation for Substantial Completion.
Herbert, Rowland & Grubic, Inc. 01 31 13 - 2 006566.0459
G. After Owner's occupancy of premises, coordinate access to Site for correction of defective Work and Work not complying with Contract Documents, to minimize disruption of Owner's activities.
1.3 COORDINATION AND MAINTENANCE OF SERVICE DURING CONSTRUCTION
A. The Contractor(s) will, at all times throughout the Work, cooperate fully with the Owner in maintaining all necessary utility services to the public.
B. The Work involves modifications of existing facilities and structures which must be completed in sequence with one another due to the physical requirements of the Work or the need to maintain operations of existing facility.
C. Should the Contractor's operations damage any existing facilities and render them unavailable for continued use prior to the scheduled time for their removal, the Contractor will take immediate action to furnish, install, and place into operation alternate equivalent facilities. Should only minor repairs be required to the existing facilities, the Contractor shall immediately make such necessary repairs and restore the existing facilities to full service. All costs for such repairs or additional costs for operation of alternate facilities for a period of time longer than planned will be paid for by the Contractor.
D. The nature, location, capacity, and type of facilities proposed for maintaining continuity of Owner operations will at all times are subject to the approval of the Engineer.
PART 2 - PRODUCTS - Not Used.

I. Remove, cut, and patch Work to minimize damage and to permit restoring products and finishes to original or specified condition.
J. Refinish existing visible surfaces to remain in renovated rooms and spaces, to specified condition for each material, with neat transition to adjacent finishes.
K. Where new Work abuts or aligns with existing Work, provide smooth and even transition.
Patch Work to match existing adjacent Work in texture and appearance.
L. When finished surfaces are cut so that smooth transition with new Work is not possible, terminate existing surface along straight line at natural line of division and submit recommendation to Engineer for review.
