About this opportunity

Hillsborough County Engineering and Operations is soliciting bids on roadway resurfacing, preservation, and repair services for Districts 3 and 4 under IFB-26-00363, with bids due October 27, 2026 at 2:00 p.m. Eastern Time via electronic submission (Euna Procurement). A 5% Small Business Enterprise participation goal applies to subcontractor involvement, requiring all identified SBE firms to be registered with the County or eligible for provisional reciprocal registration by bid closing.

Bidders must be pre-qualified by the Florida Department of Transportation in major classes including milling, flexible pavement paving, and hot plant-mixed bituminous courses, and must maintain current FDOT Certifications of Qualification throughout contract duration. The scope includes milling and resurfacing using Superpave Asphaltic Concrete structural and friction courses, preservation treatments (including Cape Seal with specified bituminous emulsions and aggregate gradations), and Full Depth Reclamation (FDR) methods at various locations. Additional work encompasses curb modifications and ADA-compliant retrofits, speed hump replacement at pre-existing locations, turf removal and grading, incidental irrigation system repair, utility coordination, temporary traffic control, site restoration, pavement markings per Hillsborough County Design Bulletin 23-01 (prohibiting grinding or water blasting for final surface removal), and signage per FDOT standards.

The estimated contract value is $16 million. The contract is a two-year term contract on an as-needed basis through individually negotiated work orders, with the County retaining a unilateral renewal option for one additional two-year period. The contract includes an allowance of $1 million for Non-Priced Items, with individual work orders capped at 10% NPI value without director approval. Annual price adjustments are permitted based on the FDOT Fuel and Bituminous Average Price Index using weighted indices for fuel and bituminous materials, effective no earlier than 365 days after contract start.

Liquidated damages are assessed at 1% per work order for failure to meet substantial completion milestones and $1,130 per day for failure to meet final completion dates. An Earnest Money Deposit or Bid Bond equal to 5% of the total bid amount is required with bid submission. The successful bidder must provide Performance and Payment Bonds each equal to 100% of the awarded contract amount within ten days of award notification. A 5% retainage applies to all progress payments. Commercial General Liability coverage of $1 million to $5 million per occurrence and Pollution Liability of $1 million minimum are mandatory, with Hillsborough County Board of County Commissioners named as additional insured. The County intends to award on an overall low basis to a single contractor. No work may commence until required Certificates of Insurance are received and a Notice to Proceed is issued.
