About this file
This is a Subcontractor Letter of Intent form issued by Hillsborough County, Florida, for use in connection with the county's Small Business Encouragement Program. The form is required for all Small Business Enterprise (SBE) subcontractors listed by bidders or proposers on county bids and proposals. The letter of intent documents key terms and understandings between a prime contractor and a registered SBE subcontractor and must be signed by authorized representatives of both parties. For the Roadway Resurfacing Repair and Preservation Districts 3 and 4 contract, bidders must submit a Letter of Intent for each registered SBE they intend to utilize as a subcontractor. The form requires completion of bidder/proposer information, registered SBE firm details, and a description of the scope of work or work item numbers to be performed by the SBE firm.
The form specifies that for fixed-price contracts, bidders must list an estimated dollar amount for each scope of work item; however, for Work Order/Term Contracts, Professional Services, or CCNA Contracts, no estimated dollar amount or percentage of work should be listed, as such amounts will not be considered in award of bonus points for SBE utilization. Bonus points are awarded if at least one registered SBE subcontractor is listed in accordance with Hillsborough County's SBE Program policies and procedures. For the Roadway Resurfacing project, which carries an estimated cost of $16,000,000, a 5% SBE participation goal has been established for subcontractor involvement.
