About this opportunity

Seminole County Office of Communications in Florida is issuing a Request for Proposal (RFP-5044-26/LTT) for Public Relations, Advertising, Marketing, and Multimedia Services to prequalify a pool of service providers operating on a task authorization basis. The procurement seeks qualified firms to provide strategic communications planning, key messaging development, social media management and content creation, community outreach and event support, media relations and public engagement, graphic design and visual communications, and reporting and performance tracking. Proposers must submit fixed hourly rates for all seven service categories and demonstrate current Florida licensing, provide a minimum of three verifiable references for similar services completed within the last five years, and meet insurance and compliance requirements including workers' compensation and drug-free workplace certification. The evaluation criteria allocates 40 points to Qualifications and Experience, 25 points to Project Approach and Understanding, and 25 points to Similar Project Experience, with pricing not weighted in the evaluation process. The deadline for submitting questions is February 13, 2026, at 5:00 pm, and proposals must be submitted electronically through the County's e-Procurement Portal by February 25, 2026, at 2:00 pm, with a public opening to be held via Microsoft Teams. Proposers' proposals must remain firm for 120 days to allow adequate evaluation time, and no pre-proposal conference is scheduled.

The contract will operate on a task authorization basis with an initial term of three years from the date of execution, supplemented by two optional renewal periods of one year each at the County's sole discretion, subject to fund availability. Individual task authorizations shall not exceed $100,000, with the County retaining the right to solicit single proposals for task authorizations of $10,000 or less and requiring competitive proposals within ten business days for authorizations exceeding $10,000; vendors with four active tasks may not be eligible for new assignments until one is completed. Required insurance coverage includes Workers' Compensation at statutory limits with Employers' Liability of $1,000,000 each, Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Business Automobile Liability of $1,000,000 combined single limit, and Professional Liability of $1,000,000 per claim and $2,000,000 aggregate. The RFP documents do not indicate set-asides for disadvantaged enterprises, women-owned businesses, or other designated categories, nor do they identify any incumbent vendors or specific technology infrastructure requiring integration. The County does not guarantee minimum work volume and reserves the right to reject all proposals, make multiple awards, conduct interviews and presentations, and cancel the project entirely; compensation will be provided monthly on a fixed-fee basis according to unit pricing in individual Purchase Orders, with all reimbursable expenses included within established fixed-fee amounts.
