1. Procurement of AGE equipment, support/test equipment is continuing.

(b) Stock listed and commercially procured AGE maintenance equipment and tools purchasing in work.

(c) Post Hurricane Michael vehicle damage repairs continuing.

b. Logistics:

(1) Long lead time (MICAP) on F-16A components is negatively impacting the ability to generate aircraft.

(2) Post Hurricane Michael supply needs are being met via Tyndall AFB and Eglin AFB.

Delays in processing/receiving parts are continual.

(3) Received/populating two new CONEX storage containers with tools/equipment due to hurricane damage to previous storage buildings.

QF-24’s engine was received and installed, but operational checks are still in work. a. Hurricane damage to building 256’s roof continues to impact Mx activity and available storage space due to the amount of water intrusion into the hangar, and the time it takes to clean it up after the rain. A temp Mx facility is currently in work but not complete.

b. Post Hurricane Michael supply and parts needs are being met via both Tyndall and direct shipment from Sacramento. However, we are encountering days of delay in processing/receiving, as expected. Additionally, Base Supply is limiting the quantity of items that are to be re-filled. Many items have been moved back to KRATOS for management and delivery to the field. Forward supply points have been established to help with the problem.

c. The two temp facilities for the Chute Shop are awaiting building grounds. SSAT chute packing, T-38 chute & seat kit work, and QF-16 personnel chute & seat kits are all at work stoppage. The plastic floor is generating static even during the humid summer months; we must have grounding.

7. CORROSION CONTROL INSPECTION:

a. Launch Pad Corrosion Control Maintenance: Routine corrosion control is being accomplished on all applicable support equipment.

7. Wendover Status:

a. Building 625 Control Site:

PAE continues to work infrastructure requirements per TSS requests for both a consolidated Wendover only operation and the requirements for a split configuration that would have control at Wendover and drone launches at Dugway. The 388th's contractor

JT3 will provide the WEG an estimate for their support to finish their infrastructure upgrade for the host communications system.

PAE provided locations and quantities for NIPR and SIPR drops within building 625 to aid JT3 with their estimates. Cable and jacks for phones and NIPR computers are installed between the communications room and each location within the building so only the range infrastructure remains to be completed. The TSS is working procurement of the computers and phone instruments.

Based on the consolidated versus split operations plan, the tower needed at building 625 will be new or come from the current Wig Mountain site. The tower at 625 will support antennas for GRDCS, radios and GPS timing. The fastest and most versatile path is to purchase and install a new tower onto the newly built tower base already in place at

Wendover; a new tower would provide increased height (better coverage) at a cost of

~$20K. For either solution, additional RF cable, mounting clamps, etc. must be purchased for the move; a list of those parts was provided to the TSS, ~$6.6K.

GRDCS “New Tech” hardware and software were installed in the Wendover control site; however, the software must be updated to the newest revision in order to become operational.

On 29 April 2019, UTTR 388th personnel reported a water pipe had burst inside the wall of the mechanical room in control site building 625. The water affected several rooms including the console room and server/communications rooms. Per a report from a SPO representative from Hill, none of the WEG owned equipment was damaged and the only required repairs for the operations areas is new floor coverings. The break room received more significant damage, primarily to cabinetry and carpet.

b. Launch Pad:

Compressors and power supplies must be purchased for the rails. The 82nd RAs were working this in 2018; there was a contracting hiccup so funding short stopped the purchase.

Gantries and hoists must be purchased for the launch pad as well as a contract let to install them. PAE completed a design; the narrative for the SOW for the construction must be written before the task can go out for bids.

PAE is developing parts lists for the installation of the rails, power supplies, compressors, grounding, communications, connections for generator, etc.

Fiber equipment must be purchased and installed to provide connectivity from building

625 to the LAMS, and in turn from the LAMS to the launch pad. Much of the hardware from Dugway will be reused when maintenance activities and launch operations move from Dugway; however, several additional items will be needed due to the longer fiber cable runs.

Work continues with environmental approval contractor for the launch and maintenance areas.

c. LAMS Maintenance Shelter:

PAE is working a requirements document to install electrical, grounding, lightning protection, etc.

PAE is developing parts list for the installation of a compressor, stands to mount items like fire extinguishers, eyewash, AED, etc.

PAE is working a requirements document for a secure storage area within the LAMS.

The LAMS itself was erected; however, it requires repair due to wind damage. The

WEG is working the repair effort.

d. Wendover GRDCS Sites:

The TSS is working lease efforts for the I-80 GRDCS site. This is the single most critical RF point needed to use the Wendover control whether launching from Dugway or Wendover. Site H97 is going through the environmental process. It would also be very helpful for Dugway operations with Wendover control, but it really becomes critical when launch operations move to Wendover. PAE is designing an inclusive site platform for H97.

a. FSAT – During September, there were 2 air aborts (one QF-16A and 1 QF-16C) and 2 ground aborts (QF-16C) at Tyndall. There was also 1 ground abort at Holloman.

(1) The number of aborts recorded this month is overall better than average. Since

2012, the average has been approximately 7 ground aborts and 1 air abort per month. Our 2 air aborts exceed the average, but the 3 ground aborts are considerably less than the average. Also, slightly less than 40% of aborts have historically resulted in lost sorties. In September, it was exactly 40%.

(a) Two ground aborts this month involved AF053 (DPE on 23 September (R2 upper CTS antenna connector) and EPU 3 days later (Reseated electrical connector on EPU bleed)). These were this aircraft’s first aborts as a QF-16 and both were on SAFE flight attempts.

(b) AF042 was the only aborting aircraft this week which had previously aborted as a QF-16 (Oil pressure indication; R2 oil pressure transmitter). It has now ground aborted 8 times and air aborted once. None of its other aborts have involved oil pressure issues. Its last unrelated aborts were for a fuel leak on one day in August, then for a centerline tank issue the next day.

(2) The numerical breakouts for August were:

(a) Four aborts involved 3 QF-16C’s; 1 air abort involved a QF-16A.

(b) Three aborts this month occurred on O&M flights; 2 were on customer sorties.

All 5 occurred on manned flights.

(c) The weekly abort distribution was 3 on Mondays and 1 each on a Wednesday and a Thursday. Three were on morning sorties, 1 was on an afternoon mission, and 1 took off at noon.

(3) Two SAFE flights were lost to ground aborts at Tyndall.

At 0900, PAE Technician was alerted there was data loss to the Subscale BQM 167 drone shortly after launch for mission 2810. Tech observed there was substantial data loss after drone traveled 25 miles south of TAFB, and also intermittent data loss from the E9 platform.

Unable to make contact with Tyndall DoD 325 CS/SCOT Spectrum Manager @ 850-

283-4764 or 850-283-1288, or with DoD Gulf Area Frequency Manager @ DSN 872-

5648 or 875-7535 @ 0920

Contacted WEG Frequency Control Officer (FCO) @ 283-3015 Larry Parsons and informed him of intermittent data loss 25-60 miles south of TAFB, bearing 165.

Affected aircraft were at 12,000’.

Data loss was intermittent, but sudden and drastic when it occurred. Aircraft was flying straight and level with excellent data, then, suddenly, the data would be practically wiped out.

By about 1022, data was better with minimal dropouts; no loss in mission.

b. 24 Sep 2019

At 0840, during mission 2814, interference was noted between D1C and Bldg 1801.

At 0850, PAE Technician was alerted there was data loss between Bldg 9401 and Bldg

1801 during interference event.

At 0855, PAE Technician placed telephone call to Tyndall Spectrum Manager @ 282-

8761.
