1. Procurement of AGE equipment, support/test equipment is continuing.
(b) Stock listed and commercially procured AGE maintenance equipment and tools purchasing in work.
(c) Post Hurricane Michael vehicle damage repairs continuing.
b. Logistics:
(1) Long lead time (MICAP) on F-16A components is negatively impacting the ability to generate aircraft.
(2) Post Hurricane Michael supply needs are being met via Tyndall AFB and Eglin AFB.
Delays in processing/receiving parts are continual.
(3) Received/populating two new CONEX storage containers with tools/equipment due to hurricane damage to previous storage buildings.

a. Hurricane damage to building 256’s roof continues to impact Mx activity and available storage space due to the amount of water intrusion into the hangar, and the time it takes to clean it up after the rain. A temp Mx facility is currently in work but not complete.
b. Post Hurricane Michael supply and parts needs are being met via both Tyndall and direct shipment from Sacramento. However, we are encountering days of delay in processing/receiving, as expected. Additionally, Base Supply is limiting the quantity of items that are to be re-filled. Many items have been moved back to KRATOS for management and delivery to the field. Forward supply points have been established to help with the problem.
c. The two temp facilities for the Chute Shop are awaiting building grounds. SSAT chute packing, T-38 chute & seat kit work, and QF-16 personnel chute & seat kits are all at work stoppage. The plastic floor is generating static even during the humid summer months; we must have grounding.
7. CORROSION CONTROL INSPECTION:
a. Launch Pad Corrosion Control Maintenance: Routine corrosion control is being accomplished on all applicable support equipment.

7. Wendover Status:
a. Building 625 Control Site:
PAE continues to work infrastructure requirements per TSS requests for both a consolidated Wendover only operation and the requirements for a split configuration that would have control at Wendover and drone launches at Dugway. The 388th's contractor
JT3 will provide the WEG an estimate for their support to finish their infrastructure upgrade for the host communications system.
PAE provided locations and quantities for NIPR and SIPR drops within building 625 to aid JT3 with their estimates. Cable and jacks for phones and NIPR computers are installed between the communications room and each location within the building so only the range infrastructure remains to be completed. The TSS is working procurement of the computers and phone instruments.
Based on the consolidated versus split operations plan, the tower needed at building 625 will be new or come from the current Wig Mountain site. The tower at 625 will support antennas for GRDCS, radios and GPS timing. The fastest and most versatile path is to purchase and install a new tower onto the newly built tower base already in place at
Wendover; a new tower would provide increased height (better coverage) at a cost of
~$20K. For either solution, additional RF cable, mounting clamps, etc. must be purchased for the move; a list of those parts was provided to the TSS, ~$6.6K.
GRDCS “New Tech” hardware and software were installed in the Wendover control site; however, the software must be updated to the newest revision in order to become operational.
On 29 April 2019, UTTR 388th personnel reported a water pipe had burst inside the wall of the mechanical room in control site building 625. The water affected several rooms including the console room and server/communications rooms. Per a report from a SPO representative from Hill, none of the WEG owned equipment was damaged and the only required repair for the operations areas is new floor coverings. The break room received more significant damage, primarily to cabinetry and carpet.
b. Launch Pad:
Compressors and power supplies must be purchased for the rails. The 82nd RAs were working this in 2018; there was a contracting hiccup so funding short stopped the purchase.
Gantries and hoists must be purchased for the launch pad as well as a contract let to install them. PAE completed a design; the narrative for the SOW for the construction must be written before the task can go out for bids.
PAE is developing parts lists for the installation of the rails, power supplies, compressors, grounding, communications, connections for generator, etc.
Fiber equipment must be purchased and installed to provide connectivity from building
625 to the LAMS, and in turn from the LAMS to the launch pad. Much of the hardware from Dugway will be reused when maintenance activities and launch operations move from Dugway; however, several additional items will be needed due to the longer fiber cable runs.
Work continues with environmental approval contractor for the launch and maintenance areas.

c. LAMS Maintenance Shelter:
PAE is working a requirements document to install electrical, grounding, lightning protection, etc.
PAE is developing parts list for the installation of a compressor, stands to mount items like fire extinguishers, eyewash, AED, etc.
PAE is working a requirements document for a secure storage area within the LAMS.
The LAMS itself was erected; however, it requires repair due to wind damage. The
WEG is working the repair effort.
d. Wendover GRDCS Sites:
The TSS is working lease efforts for the I-80 GRDCS site. This is the single most critical RF point needed to use the Wendover control whether launching from Dugway or Wendover. Site H97 is going through the environmental process. It would also be very helpful for Dugway operations with Wendover control, but it really becomes critical when launch operations move to Wendover. PAE is designing an inclusive site platform for H97.

3. Narratives:
Ground & Air Aborts
a. FSAT – During October, there were 10 QF-16C ground aborts and 1 QF-16A air abort at
Tyndall, involving a total of 7 aircraft. There were 3 ground aborts at Holloman, involving 2 aircraft.
(1) There were several multiples of different kinds involving this month’s aborts:
(a) Four aircraft (all 3 C models) aborted 2 or more times in October:
(1) AF022 recorded 3 unrelated ground aborts for the month: LEF/ADC (R2
ECA); Oil Pressure issues (CND) and Radio Squeal (R2 audio 1 panel).
This aircraft’s new total of 13 ground aborts makes it the 13 highest aborting aircraft in the QF-16 program. Its last abort (August 2019) was unrelated to any of this month’s aborts. This is the first time it has aborted for leading edge flap or oil pressure issues; it aborted one time previously for radio problems in August 2018.

(2) AF030 also recorded 3 aborts in October: LEF Light on 1 October (R2
ECA), LEF/ADC on 8 October (R2 LMLG WOW switch) and FLCS on 23
October (R2 aircraft battery). This more than doubled its previous record of 2 ground aborts since arriving at Tyndall. Its last previous abort was in
May and was the only one similar to any of this month’s aborts (FLCS).
(3) AF028 had 2 unrelated aborts in October: Canopy Would Not Close (R2 canopy actuator) and Fuel Leak (R2 coupling seals). This brings the aircraft to a total of 12 ground aborts. Its unrelated last previous abort was in August 2019. Its last abort similar to either of this month’s was for a
Fuel Leak issue in December 2017.
(4) AF047 also had 2 unrelated aborts this month: URAP #1 Fail (R2 URAP #1 battery keeper) and Intercom (R2 UHF R/T). It has now ground aborted twice and air aborted once as a QF-16, none related to the other two.
(b) Four systems accounted for 2 or more aborts in October:
(1) There were 3 aborts for Leading Edge Flap issues, already discussed for
AF022 and AF030 above. Two of these were resolved by replacing the
ECA; the third required replacement of the LMLG WOW switch.
(2) Two aborts involved Anti-Skid problems: one each on AF033 and AF051.
AF033 was corrected by repairing the ground on the left and right transducer shields. AF051 required tightening the right wheel transducer backshell shield ground.
(3) Two aborts involved FLCS issues, one discussed above for AF030 and one on AF049 (R2 ECA).
(4) There were also 2 aborts for Oil Pressure problems – one ground abort on
AF022, discussed above, and one air abort on AF042 (Oil serviced) in
September 2019.
(c) Finally, 2 double aborts (both the primary and spare aircraft for a sortie aborted) accounted for the 2 lines lost to aborts in October. After AF049 aborted for FLCS issues on 1 October, it was replaced by AF030, which aborted for LEF Light. Six days later AF022 aborted for LEF/ADC, and was replaced with AF032, which aborted for Engine bit ball (R2 anti-ice valve).
2. The numerical breakouts for August were:
(a) Thirteen aborts involved 9 QF-16C’s; 1 air abort involved a QF-16A.

(b) Six aborts this month occurred on O&M flights; 8 were on customer sorties.
All but 1 abort occurred on manned flights.
(c) The weekly abort distribution was 4 on a Monday, 3 on Tuesdays, 2 on
Wednesdays, 3 on Thursdays and 2 on Fridays. Twelve were on morning sorties and 2 were on afternoon missions.
(d) One AMRAAM Phase 4 sortie and one CT sortie were lost to ground aborts at
Tyndall. Both involved the prime and spare aircraft both aborting
b. SSAT – There was one ground abort on aircraft 17-0600 for Umbilical Would Not
Retract. No maintenance action was required for the aircraft.
