1. Procurement of AGE equipment, support/test equipment is continuing.

b. Logistics:
(1) Long lead-time (MICAP) on F-16A components is negatively affecting the ability to generate aircraft.
(2) Post Hurricane Michael supply needs are being met via Tyndall AFB and Eglin AFB.
Delays in processing/receiving parts are continual.
(3) IMDS Cloud Migration
(a) Major slowdown in normal processing with near total stoppages for several days.
(b) Resulting in difficulty properly documenting/tracking inspections, time changes, including safety-of-flight issues, parts tracking and debriefing procedures.

a. The tractor used in the recovery area (The Dresser), purchased new in 1987, needs maintenance and replacement parts for the braking system. We have exhausted avenues for support in the surrounding area. The primary issue is that no one wants to work on it because there are no parts are available for it.
b. Hurricane damage to building 256’s roof continues to worsen and is impacting Mx activity as well as available storage space, due to the amount of water intrusion into the hangar.
Maintenance time is lost to cleaning it up after any rain. Temporary Mx facilities have been erected, but are scheduled to move pending other demolition (see paragraph d.).
c. Minor adjustments to the established Forward Supply point continue, but there are presently no new or major impacts to target generation.

d. The three temporary facilities for SSAT Mx and the two for the chute shop have been identified as “Not safe for Mx personnel during a 5 MILE LIGHTNING LIGHT” and will require evacuation during this entire period. PAE has engaged the 53 WEG leadership for possible alternatives that would negate the need to leave the facilities. Additionally, we have asked for a location to be identified for Mx to go to during this time. There has been no guidance issued.
e. We have now been notified that COA #1 is to repair B256 to a livable condition and COA #2 is all 5 tents (chute shop x 2 and SSAT Mx x 3) will have to be moved to the concrete pads of B256 & B268.
7. CORROSION CONTROL INSPECTION:
a. Launch Pad Corrosion Control Maintenance: Routine corrosion control is being accomplished on all applicable support equipment.
b. Launch Rail Gantry systems 1, 2, 5, & 6 are showing signs of severe corrosion (they were installed in 1975). Presently, they are all serviceable. However, their replacements should be programmed / considered in the near future. NOTE: Gantries on rails 3 & 4 are newer and will not require replacement any time soon.

Existing former STG tower has been condemned and scheduled for demolition (work order 40226), and a 332 has been submitted to CE for a new tower to replace it. This new tower will eventually house the replacement for the APPL site (and be called STG again).

The hardware for the new ACDS tower has been delivered; concrete pilings have been poured and are curing.

7. Wendover Status:
a. Building 625 Control Site:
PAE continues to work infrastructure requirements per TSS requests for both a consolidated Wendover only operation and the requirements for a split configuration that would have control at Wendover and drone launches at Dugway. The 388th's contractor
JT4 provided the WEG a parts list to finish their infrastructure upgrade for the host communications system. Those parts were received and installed by JT4 in September
2020.
PAE provided locations and quantities for NIPR and SIPR drops within building 625 to aid JT4 with their estimates. The TSS is working procurement of the computers and phone instruments. Separately the WEG is procuring communications equipment required by the 75th CS to provide NIPR, SIPR and phones.
Based on the consolidated versus split operations plan, the tower needed at building 625 will be new or come from the current Wig Mountain site. The tower at 625 will support antennas for GRDCS, radios and GPS timing. The fastest and most versatile path is to purchase and install a new tower onto the newly built tower base already in place at
Wendover; a new tower would provide increased height (better coverage) at a cost of
~$20K. For either solution, additional RF cable, mounting clamps, etc. must be purchased for the move; a list of those parts was provided to the TSS, ~$6.6K.
GRDCS “New Tech” hardware and software were installed in the Wendover control site; however, the software must be updated to the newest revision in order to become operational.
b. Launch Pad:
Compressors and power supplies must be purchased for the rails. The 82nd RAs were working this in 2018; there was a contracting hiccup, so funding short stopped the purchase.
Gantries and hoists must be purchased for the launch pad as well as a contract let to install them. PAE completed a design; the narrative for the SOW for the construction must be written before the task can go out for bids.

PAE is developing parts lists for the installation of the rails, power supplies, compressors, grounding, communications, connections for generator, etc.
Fiber equipment must be purchased and installed to provide connectivity from building
625 to the LAMS, and in turn from the LAMS to the launch pad. Much of the hardware from Dugway will be reused when maintenance activities and launch operations move from Dugway; however, several additional items will be needed due to the longer fiber cable runs.
Work continues with environmental approval contractor for the launch and maintenance areas.
c. LAMS Maintenance Shelter:
PAE is working a requirements document to install electrical, grounding, lightning protection, etc.
PAE is developing parts lists for the installation of a compressor, stands to mount items like fire extinguishers, eyewash, AED, etc.
PAE is working a requirements document for a secure storage area within the LAMS.
The LAMS itself was erected; however, it requires repair due to wind damage. The
WEG is working the repair effort.
d. Wendover GRDCS Sites:
The TSS is working lease efforts for the I-80 GRDCS site. This is the single most critical RF point needed to use the Wendover control whether launching from Dugway or Wendover. Site H97 is going through the environmental process. It would also be very helpful for Dugway operations with Wendover control, but it really becomes critical when launch operations move to Wendover. PAE has designed an inclusive site platform for H97. The TSS ordered parts for H97 and matching parts to replace the existing H87. A portion of those parts was received in September 2020.

3. Narratives:
Ground & Air Aborts
a. FSAT – We started 2021 recording 4 ground aborts at Tyndall and 5 at Holloman in
January.
(1) There were a few minor trends in this month’s aborts:

(a) AF044 was the only aircraft with multiple aborts during January. This is the 4th time in 14 months this aircraft aborted twice in a single month – November
2019, October 2020, November 2020 and January 2021. It aborted on 20
January for INS issues (R2 EGI), then 8 days later for ADC Lights (R2 air data probe). AF044 has had no aborts similar to either of this month’s; its last unrelated abort was in November 2020. This aircraft has now recorded 12 ground aborts as a QF-16, making it the 16th highest-aborting aircraft in the program.
(b) There were 2 aborts for hydraulic leaks in January:
(1) AF068 aborted for Hydraulic Leak in the Left Wheel Well Area Forward
(CND) on 6 January at Holloman. This was its third abort as a QF-16 and its first hydraulics abort.
(2) Six days later, AF049 aborted for Hydraulic Leak in the Right Wheel Well at Tyndall (In work). This aircraft has now had 5 ground aborts and 2 air aborts in the FSAT program, with no previous hydraulics aborts.
(c) AF029 was the only aborting aircraft this month with similar previous aborts –
FTIT Indicator Inop this month (Cleaned engine P300 plug & regrounded shields); FTIT Gauge Inop in July 2020 (R2 T5.6 probe); and FTIT Indicator
Erratic Last 15 Minutes of Flight (R2 FTIT gauge). This aircraft has now recorded 10 aborts in the aerial target program.
(2) The numerical breakouts for January were:
(a) All aborts this month involved QF-16Cs.
(b) All 9 aborts occurred on O&M lines and were manned sorties.
(c) The weekly abort distribution was 1 on a Monday, 2 on Tuesdays, 3 on
Wednesdays and 3 on Thursdays. Eight aborts occurred on scheduled morning sorties; 1 was an afternoon sorties.
(d) There was one non-chargeable abort line on a CT; another (DC-1) line was not flown due to a weather cancel after the abort and subsequent tail swap.

TAB 9 – CONTRACTOR PROGRAM MANAGEMENT CONCERNS
The lack of aircraft deliveries from Boeing is impacting our overall aircraft fleet numbers as well as our ability to manage aircraft hours. Once Boeing has worked through production issues, we expect the number of aircraft deliveries will increase past the 2 deliveries/month as called out in the PWS.
This will impact PAE’s ability to meet Safe Flight time requirements and create a backlog of aircraft awaiting Safe Flights.
All the cleanup of failed data documentation and maintenance processes in aircraft generation from
AMARG and/or Boeing continues to fall on PAE for correction prior to SAFE flight.
Severe damage to most of our facilities is causing many workarounds and much turmoil. PAE is managing the situation the best we can. Construction of temporary facilities is almost complete and for the most part the facilities are adequate with a few workarounds.
A major concern is safely moving into temporary facilities while still complying with all AF regulations governing the safe handling and storage of explosive items. In addition, we are being told all 5 of the temporary facilities (chute shop & SSAT Mx tents) will have to move. There is a major concern of meeting mission support while moving all 5 tents.
Current problems with IMDS are having a serious impact on mission accomplishment and SAFE aircraft generation. PAE continues to work weekends to gain access to this database during low use periods. Conditions have somewhat improved but still far short of optimum performance. SSAT Mx data recording is to be removed from IMDS and migrated to GO-81. This will require PAE to get
Mx Control personnel trained in GO-81 operations, the SPO is aware and promises training is to be provided.
