NOTE: FSAT is experiencing the same issue with an older version of this tester (TT-205) and are down to a single operational unit. Units are being NRTS’ed out at PMEL.
c. Post Hurricane Michael vehicle, equipment and GFE accountability/damage assessment in work.
d. Post Hurricane Michael supply needs are being met via Eglin AFB. Delays in processing/receiving parts are inevitable.
7. CORROSION CONTROL INSPECTION:
a. Launch Pad Corrosion Control Maintenance: Routine corrosion control is being accomplished on all applicable support equipment.
b. 82 ATRS and 53 WEG have engaged C.E. via a 332 submittal, for the replacement of buildings 8520, 8522 and 8531 with a single large Butler style building; cost estimates in work for a MIL-CON project. Alternatively, there are ongoing discussions about replacement of 8520 & 8522. The repair of 8520 vs replacement has been approved;
approximately $440K has been secured for the effort.

022 (MUII). Performed full bench check on DLS SN 017 (RWN) for post-hurricane check.
b. 06 Nov 2018: Performed full bench check on DLS SN 124 (SUB E) for post-hurricane check. Performed full bench check on DLS SN 072 (RWW) for post-hurricane check resulting in test failure (reference RIS # 183100101). Configured DLS power supply and cabling for mobile tower deployment at RWW. Configured (including DC fan testing and swap), addressed, and performed a full bench check on DLS SN 051 for installation at RWW temporary tower.
c. 21 Nov 2018: Performed full bench check in compliance with annual inspection requirement on DLS SN 104 (RWS), configured unit for reinstall at site post-hurricane.
d. 26 Nov 2018: Performed full calibration on DLS Test Set SN 002. Attempted full bench check to comply with annual inspection requirements on DLS SN 098 and found no output using both the 915 DTS and the legacy DLS Test Set; reference RIS # 183300101.
e. 28 Nov 2018: Performed full bench checks in compliance with annual inspection requirements for DLS SN 100 (MUII), DLS SN 053 (D3), and DLS SN 038 (MUII).
Performed full bench check on DLS SN 052 for post-hurricane check, unit indicated faulty power amp, decommissioned unit for spare parts. Performed full bench check on DLS SN
088 in compliance with annual inspection requirements, unit indicated intermittent receive sensitivity failures; utilized RT unit from DLS SN 052 and unit passed all tests.
f. 29 Nov 2018: Removed and replaced water damaged power supply on DLS SN 072 (RIS #
183100101), unit passed all tests. Continued troubleshooting SN 098 (RIS # 183300101), located one bent pin on test EEPROM #3 and corrected, unit passed all tests.

5. Maintenance and Logistics Problems:
With the dissolution of the sole repair vendor for the proprietary DLS Receiver/Transmitter units, the current cache of four spare units are all that are available until the DLSr (Data Link
Subsystem Replacement Unit) is fielded. The DLSr delivery date is a moving target, with an anticipated delivery of December 2018.

3. Narratives:
Ground & Air Aborts
a. FSAT – There were 3 ground aborts recorded in November, involving 2 aircraft, all at
Holloman.
(1) AF024 recorded an abort on 15 November for Hydraulics (R2 A-sys case drain filter element and assembly (DPI)), then another on 28 November for Engine
MFLs (R2 throttle control rack and rigged). This aircraft has now ground aborted
7 times as a QF-16 (no air aborts). None of its previous aborts were similar to those this month. Its last abort was in January of this year.
(2) AF029 accounted for the other abort this month, for a Right Wing Fuel Leak (R2 air Q/D in right wing). It has now been involved in 6 ground aborts and no air aborts. None of its previous aborts involved the fuel system. This aircraft last aborted in March of this year.
(3) The numerical breakouts for October were:
(a) All 3 aborts involved QF-16C’s.
(b) All 3 aborts occurred on proficiency sorties.
(c) The weekly abort distribution was 1 each on a Tuesday, a Wednesday and a
Thursday. All 3 aborts occurred on manned missions and all 3 occurred on scheduled morning sorties.
(d) No lines were lost to aborts this month.
b. SSAT – There was no SSAT flying in November, so there were no aborts recorded for the month.

TAB 9 – CONTRACTOR PROGRAM MANAGEMENT CONCERNS
Recovery from Hurricane Michael and preparation for a sub-scale WSEP in December are the current priorities.
The lack of aircraft deliveries from Boeing is impacting our overall aircraft fleet numbers as well as our ability to managed aircraft hours. Once Boeing has worked through production issues, we expect the number of aircraft deliveries will increase past the 2 deliveries/month as called out in the
PWS. This will impact PAE’s ability to meet Safe Flight time requirements and create a backlog of aircraft awaiting Safe Flights.
All the cleanup of failed data documentation and maintenance processes in aircraft generation from
AMARG and/or Boeing continues to fall on PAE for correction prior to SAFE flight.
Failure to receive delivery aircraft is impacting available Manned flyers (Tyndall & Holloman).
Correspondingly, NULLO fleet health/quantity is becoming an issue. Expect continued movement of aircraft to and from Holloman and early De-Man of flyers to keep Tyndall’s NULLO fleet minimally populated.
