Note 1: Twenty sorties from October which were cancelled as a result of hurricane Michael 8 were not reported in the October A001 report. (1) Turn-in of QF-4 related AGE, support/test equipment, bench stock, operating stock and all QF-4 specific assets in work.
(2) Long lead time (MICAP) on F-16A components is negatively impacting the ability to generate aircraft.
(3) Post Hurricane Michael supply needs are being met via Tyndall AFB and Eglin AFB.
Delays in processing/receiving parts are continual.

a. The new CAD reefing line cutters continue to operate but are being damaged, and in some instances are damaging the chute bag and chute. The SPO is monitoring the situation.
b. Air Data Simulator (TT-415) failures are nearing mission impact. Only 2 of 8 are operational, with 2 replacements on order and the remainder awaiting repair. Units are failing or being NRTS’ed out at PMEL.
NOTE: FSAT is experiencing the same issue with an older version of this tester (TT-205) and are down to a single operational unit. Units are being NRTS’ed out at PMEL.
c. Hurricane damage to building 256’s roof continues to impact Mx activity due to the amount of water intrusion into the hangar and the time it takes to clean it up after the rain. A temp
Mx facility is in work.
d. Chute Shop / AFE personnel were displaced from the main chute packing area. Contractors were brought in to isolate this area from the previous 325th operating area. Valuable AFSAT chute packing time was lost (9 working days).
e. Post Hurricane Michael vehicle, equipment and GFE accountability/damage assessment in work.
f. Post Hurricane Michael supply and part needs are being met via both Tyndall and Eglin
AFB supply systems. However, we are encountering delays in processing/receiving, as expected.
7. CORROSION CONTROL INSPECTION:
a. Launch Pad Corrosion Control Maintenance: Routine corrosion control is being accomplished on all applicable support equipment.

b. 82 ATRS and 53 WEG have engaged C.E. via a 332 submittal, for the replacement of buildings 8520, 8522 and 8531 with temporary shelters; expected delivery for 8522 is late
January with an early/mid-February 2019 completion. The others are pending.

5. Maintenance and Logistics Problems:
With the dissolution of the sole repair vendor for the proprietary DLS Receiver/Transmitter units, the current cache of four spare units are all that are available. Some DLSr units have been delivered, and placed at RWS (RWSR) and SUBW, and are being used on a limited basis. The remaining DLSr delivery date is a moving target, with an anticipated delivery of February 2019.

3. Narratives:
Ground & Air Aborts
a. FSAT – January saw 11 FSAT ground aborts, involving 7 aircraft; 5 at Tyndall and 6 at
Holloman. Five of the aircraft involved were QF-16A’s (all at Tyndall) and 6 were QF-
16C’s (all at Holloman).
(1) There were multiple aborts involving 2 systems this month – hydraulics and FLCS.
(a) Five of the 11 aborts involved Hydraulics – AF026 on 3 January (R2 B-system reservoir), then again on 22 January (R2 A-system hydraulics indicator); AF014 (R2 filter bowl seals); and AF037 on 16 January
(Performed hydraulic servicing. Ran engine. No leak noted), then again on 22 January (R2 LEF control valve on PDU). There was no common thread in these aborts, even in the cases of AF026 and AF037 with their
2 hydraulics aborts apiece.
(b) Likewise, the 2 FLCS aborts this month were the result of different issues.
(2) Four aircraft recorded 2 aborts apiece.
(a) AF014 aborted for HUD issues on 3 January (R2 HUD PDU), then on 4
January for Hydraulics (R2 filter bowl seals). This aircraft has now experienced 5 ground aborts and 3 air aborts as a QF-16. It has had no

Distribution: A previous aborts for HUD, and 1 previous one for hydraulics, in August 2017.
Its most recent previous abort was in August of 2018.
(b) As stated above, AF026 aborted twice for hydraulics, bringing it to 5 ground aborts and 1 air abort since its receipt from Boeing. Its last unrelated abort was in August 2018. It had no previous related aborts.
(c) Also as stated above, AF037 aborted twice for hydraulics this month. Its only previous abort (December 2018) was unrelated to these 2.
(d) AF042 aborted twice on 8 January; first for FCC Fail (R2 FCC), then for FLCS
(R2 manual trim panel). These were its first aborts as a QF-16.
(e) AF021 only recorded 1 abort in January (Fuel Leak; Torqued bolts on fuel manifold @ F-2 tank boundary), but probably comes the closest to showing any kind of trend of this month’s aborts. It has now recorded 18 ground aborts, with 3 previous aborts for fuel issues (Jun 2017, July 2017 and October 2017).
This aircraft seems to repeat itself with the types of aborts it suffers. While unrelated to this month’s fuel abort, it previously aborted twice last month for
HUD issues and 6 times for JFS No Start (5 of them in a 4 month period). This is the third highest aborting aircraft in our combine fleet.
b. January’s numerical breakouts were:
(1) Five of the aircraft involved were QF-16A’s (all at Tyndall) and 6 were QF-16C’s
(all at Holloman).
(2) One abort occurred on a DR HW Test; the other 10 occurred on proficiency flights.
(3) The weekly abort distribution was 1 on a Mondays, 5 on Tuesdays, 1 on a
Wednesday, 3 on Thursdays and 1 on a Friday. All the aborts occurred on manned missions; 10 were on scheduled morning sorties and 1 was an afternoon sortie.
(4) Two CT lines were lost to aborts this month.
c. SSAT – No SSAT aborts were recorded for December.

Recovery from Hurricane Michael and preparation for a sub-scale WSEP in March are the current priorities.
The lack of aircraft deliveries from Boeing is impacting our overall aircraft fleet numbers as well as our ability to manage aircraft hours. Once Boeing has worked through production issues, we expect the number of aircraft deliveries will increase past the 2 deliveries/month as called out in the PWS.
This will impact PAE’s ability to meet Safe Flight time requirements and create a backlog of aircraft awaiting Safe Flights.
All the cleanup of failed data documentation and maintenance processes in aircraft generation from
AMARG and/or Boeing continues to fall on PAE for correction prior to SAFE flight.

Failure to receive delivery aircraft is impacting available Manned flyers (Tyndall & Holloman).
Correspondingly, NULLO fleet health/quantity is becoming an issue. Expect continued movement of aircraft to and from Holloman and early De-Man of flyers to keep Tyndall’s NULLO fleet minimally populated.
Severe damage to most of our facilities is causing many workarounds and much turmoil. PAE is managing the situation the best we can. Construction of temp facilities has begun with a drone storage building at subscale launch.
