1. Procurement of AGE equipment, support/test equipment is continuing.

(b) Stock listed and commercially procured AGE maintenance equipment and tools purchasing in work.

b. Logistics:

(1) Long lead time (MICAP) on F-16A components is negatively impacting the ability to generate aircraft.

(2) Post Hurricane Michael supply needs are being met via Tyndall AFB and Eglin AFB.

Delays in processing/receiving parts are continual.

(3) Received/populating two new CONEX storage containers with tools/equipment due to hurricane damage to previous storage buildings.

a. Hurricane damage to building 256’s roof continues to impact Mx activity and available storage space due to the amount of water intrusion into the hangar, and the time it takes to clean it up after the rain. A temporary Mx facility is currently in work but not complete.

Completion and move into the facilities are being held up by the flooring being replaced with anti-electrostatic material.

b. Post Hurricane Michael supply and parts needs are being met via both Tyndall and direct shipment from Sacramento. Additionally, Base Supply is limiting the quantity of items that are to be re-filled. Many items have been moved back to KRATOS for management and delivery to the field. Forward supply points have been established to help with the problem.

We have for a second time increased authorized quantities of items on the forward supply point.

c. The three temporary facilities for SSAT Mx are awaiting power, building grounds, and resolution of static electricity from flooring. The plastic floor is generating static even during the humid summer months. 53 WEG leadership is engaged on getting the flooring replaced.

7. CORROSION CONTROL INSPECTION:

a. Launch Pad Corrosion Control Maintenance: Routine corrosion control is being accomplished on all applicable support equipment.

3. Summary of Mission Maintenance Actions:

a. 22 January 2020: Tested and configured DLS S/N 087 with correct address and cooling configuration for use at site SUBW while DLSr S/N 051 is being repaired.

b. 23 January 2020:

Utilizing power supply from loaner DTS, performed Self-Calibration on 915 DTS S/N

002 IAW T.O. 31S8-4-22-8-1

Performed troubleshooting on DLSr S/N 051 and found unit to be without PA Enable signal and requested RMA from MSI for warranty repair, reference RIS 200220101

c. 24 January 2020: Performed troubleshooting on DLSr S/N 030 including full bench check with 915 DTS, Oscillator Check, Pulses Present Check and requested RMA from MSI for warranty repair, reference RIS 200240101

d. 31 January 2020: Installed PSU after receipt from PMEL into 915 DTS S/N 002, performed

Self-Calibration on 915 DTS S/N 002 IAW T.O. 31S8-4-22-8-1

PAE provided locations and quantities for NIPR and SIPR drops within building 625 to aid JT3 with their estimates. Cable and jacks for phones and NIPR computers are installed between the communications room and each location within the building so only the range infrastructure remains to be completed. The TSS is working procurement of the computers and phone instruments.

Based on the consolidated versus split operations plan, the tower needed at building 625 will be new or come from the current Wig Mountain site. The tower at 625 will support antennas for GRDCS, radios and GPS timing. The fastest and most versatile path is to purchase and install a new tower onto the newly built tower base already in place at

Wendover; a new tower would provide increased height (better coverage) at a cost of

~$20K. For either solution, additional RF cable, mounting clamps, etc. must be purchased for the move; a list of those parts was provided to the TSS, ~$6.6K.

GRDCS “New Tech” hardware and software were installed in the Wendover control site; however, the software must be updated to the newest revision in order to become operational.

On 29 April 2019, UTTR 388th personnel reported a water pipe had burst inside the wall of the mechanical room in control site building 625. The water affected several rooms including the console room and server/communications rooms. Per a report from a SPO representative from Hill, none of the WEG owned equipment was damaged and the only required repair for the operations areas is new floor coverings. The break room received more significant damage, primarily to cabinetry and carpet.

b. Launch Pad:

Compressors and power supplies must be purchased for the rails. The 82nd RAs were working this in 2018; there was a contracting hiccup, so funding short stopped the purchase.

Gantries and hoists must be purchased for the launch pad as well as a contract let to install them. PAE completed a design; the narrative for the SOW for the construction must be written before the task can go out for bids.

PAE is developing parts lists for the installation of the rails, power supplies, compressors, grounding, communications, connections for generator, etc.

Fiber equipment must be purchased and installed to provide connectivity from building

625 to the LAMS, and in turn from the LAMS to the launch pad. Much of the hardware from Dugway will be reused when maintenance activities and launch operations move from Dugway; however, several additional items will be needed due to the longer fiber cable runs.

Work continues with environmental approval contractor for the launch and maintenance areas.

c. LAMS Maintenance Shelter:

PAE is working a requirements document to install electrical, grounding, lightning protection, etc.

PAE is developing parts list for the installation of a compressor, stands to mount items like fire extinguishers, eyewash, AED, etc.

PAE is working a requirements document for a secure storage area within the LAMS.

The LAMS itself was erected; however, it requires repair due to wind damage. The

WEG is working the repair effort.

d. Wendover GRDCS Sites:

The TSS is working lease efforts for the I-80 GRDCS site. This is the single most critical RF point needed to use the Wendover control whether launching from Dugway or Wendover. Site H97 is going through the environmental process. It would also be very helpful for Dugway operations with Wendover control, but it really becomes critical when launch operations move to Wendover. PAE is designing an inclusive site platform for H97.

3. Narratives:

Ground & Air Aborts

a. FSAT – January saw 6 QF-16C ground aborts at Tyndall and 1at Holloman. These 7 aborts involved 7 aircraft.

(1) All aborting aircraft this month had recorded previous aborts as QF-16s, but only 3 had seen aborts for the same WUC system.

(a) AF022 aborted for FLCS battery issues (R2 FLCS inverter branch “B”). This brings it to a total of 15 ground aborts, with the most recent occurring last month. Although FLCS issues account for the highest number of overall QF-

16 aborts thus far (58 of the 403 aborts currently recorded), this was AF022’s first for this WUC system.

(b) Three aircraft aborted for fuel leaks in January. Fuel issues now account for 43 of the 403 QF16 aborts.

(1) AF028’s 13 ground aborts now include 4 for fuel issues – 1 this month (In work), 1 in October 2019 (R2 coupling seals), 1 in September 2018 (R2

Fuel quantity circuit breaker) and 1 in December 2017 (R2 JFS fuel control pump filter seal).

(2) AF030 has now recorded 6 ground aborts (the last in October of last year), but none of the others have been for fuel issues. The corrective action here was removing the centerline tank.

(3) AF051 aborted for a combination of anti-skid issues (Repaired broken ground wires) and a fuel leak (R2 fuel flow transmitter). Its 3 previous aborts involved 2 anti-skid aborts and a fuel abort.

(b) All aborts this month occurred on O&M flights and all occurred on manned flights.

TAB 9 – CONTRACTOR PROGRAM MANAGEMENT CONCERNS

The lack of aircraft deliveries from Boeing is impacting our overall aircraft fleet numbers as well as our ability to manage aircraft hours. Once Boeing has worked through production issues, we expect the number of aircraft deliveries will increase past the 2 deliveries/month as called out in the PWS.

This will impact PAE’s ability to meet Safe Flight time requirements and create a backlog of aircraft awaiting Safe Flights.

All the cleanup of failed data documentation and maintenance processes in aircraft generation from

AMARG and/or Boeing continues to fall on PAE for correction prior to SAFE flight.

Failure to receive delivery aircraft is impacting available manned flyers (Tyndall & Holloman).

Correspondingly, NULLO fleet health/quantity is becoming an issue. Expect continued movement of aircraft to and from Holloman and early De-Man of flyers to keep Tyndall’s NULLO fleet minimally populated.

Severe damage to most of our facilities is causing many workarounds and much turmoil. PAE is managing the situation the best we can. Construction of temporary facilities is almost complete and for the most part the facilities are adequate with few work around.

Base Supply functions and support are slowly coming back but lack of wheels and tires this past month did have an impact on aircraft availability.

A major concern is safely moving into temporary facilities while still complying with all AF regulations governing the safe handling and storage of explosive items.
