(1) Turn-in of QF-4 related AGE, support/test equipment, bench stock, operating stock and all QF-4 specific assets in work.
(2) Long lead time (MICAP) on F-16A components is negatively impacting the ability to generate aircraft.
(3) Post Hurricane Michael supply needs are being met via Tyndall AFB and Eglin AFB.

a. The new CAD reefing line cutters continue to operate but are being damaged, and in some instances are damaging the chute bag and chute. The SPO is monitoring the situation.
b. Air Data Simulator (TT-415) failures are nearing mission impact. Only 2 of 8 are operational, with 2 replacements on order and the remainder awaiting repair. Units are failing or being NRTS’ed out at PMEL.
NOTE: FSAT is experiencing the same issue with an older version of this tester (TT-205) and are down to a single operational unit. Units are being NRTS’ed out at PMEL.
c. Hurricane damage to building 256’s roof continues to impact Mx activity due to the amount of water intrusion into the hangar and the time it takes to clean it up after the rain. A temp
Mx facility is in work.
d. Chute Shop / AFE personnel were displaced from the main chute packing area. Contractors were brought in to isolate this area from the previous 325th operating area. Valuable AFSAT chute packing time was lost (9 working days).
e. Post Hurricane Michael vehicle, equipment and GFE accountability/damage assessment in work.
f. Post Hurricane Michael supply and part needs are being met via both Tyndall and Eglin
AFB supply systems. However, we are encountering delays in processing/receiving, as expected.
7. CORROSION CONTROL INSPECTION:
a. Launch Pad Corrosion Control Maintenance: Routine corrosion control is being accomplished on all applicable support equipment.
b. 82 ATRS and 53 WEG have engaged C.E. via a 332 submittal, for the replacement of buildings 8520, 8522 and 8531 with temporary shelters; expected delivery for 8522 is late
January with an early/mid-February 2019 completion. The others are pending.

3. Summary of Mission Maintenance Actions:
a. 6 February 2019: Installed power supply (after return from PMEL) in 915 DTS SN 002 and performed self-calibration. Performed full bench check on DLS SN 092 (removed from
Carrabelle on 1 February 2019) for annual inspection.
b. 7 - 11 February 2019: Troubleshot and repaired DLS SN 085 by removing and replacing a faulty power amp.
c. 12 - 13 February 2019: Bench checked DLS SN 025 (removed from Runway East just prior to hurricane). Test failed on transmit after the unit had a two hour heat-up. Troubleshot DLS
SN 025 to faulty power amplifier and repaired unit.
d. 20 February 2019: Performed full bench check on DLS SN 088 after removal from MUII for address correction. Troubleshot DLS SN 098 to faulty power amplifier and repaired unit.
e. 26 February 2019: Performed full bench check and 200 MHz clock calibration on DLS-r
S/N 027 and 028 in preparation for installation at PCB Site and A10 Site, respectively.
f. 27 February 2019: Performed self-calibration on 915 DTS S/N 002 and 003; Performed full calibration on legacy DLS Test Set.

5. Maintenance and Logistics Problems:
With the dissolution of the sole repair vendor for the proprietary DLS Receiver/Transmitter units, the current cache of four spare units are all that are available. Some DLSr units have been delivered, and placed at RWS (RWSR), SUBW, A10, and PCB. These are being used on a limited basis. The remaining DLSr delivery date is a moving target, with an anticipated delivery of March 2019.

Distribution: A will provide the WEG an estimate for their support to finish their infrastructure upgrade for the host communications system. The JT3 demarcation point inside the communications room 108A in building 625 is where the WEG would interface radios, phones, safety net, secure Taclane link to MCC, etc. Their infrastructure systems would also provide NIPR connectivity. Another facet of the JT3 task is installing fiber (not equipment) from 625 to the LAMS and in turn from the LAMS to the launch pad, this won't be in use until maintenance and launch operations move but it needs to be in place well in advance of that move so the equipment can be installed and tested. PAE would install communications equipment at the maintenance and launch facilities.
PAE also provided locations and quantities for NIPR and SIPR drops within building
625 to aid JT3 with their estimates. Through previous renovation efforts the cable and jacks for the phones and NIPR computers were installed between the communications room and each location within the building so only the range infrastructure remains to be completed. The TSS is working procurement of the computers and phone instruments.
Based on the consolidated versus split operations, the tower needed at building 625 will be new or come from the current Wig Mountain site. The tower at 625 will be used to hold antennas for GRDCS, radios and GPS. The original plan was to move the tower from Dugway to Wendover. A faster and better path (keeping the capability at both control locations) would be to purchase and install a new tower on the tower base which is in place at Wendover currently through previous efforts. The tower would provide more height (better coverage) at a cost of ~$20K. Either way additional RF cable, mounting clamps, etc. must be purchased for the move, a draft list of those parts was provided to the TSS, ~$6.6K. The current portable towers are not an ideal solution for permanent use at 625; they are too short and require constant pressurization to remain erect.
GRDCS hardware and software has been installed in the control site.
b. Launch Pad:
Compressors and power supplies must be purchased for the rails. The 82nd RAs were working this in 2018; there was a contracting hiccup last year and funds short stopped the purchase.
Gantries and hoists must be purchased for the launch pad as well as a contract let to install them. PAE has the design complete, the narrative for the SOW needs to be written and then it can go out for bids.
PAE is working to develop a parts lists for the installation of the rails, power supplies, compressors, grounding, communications, connections for generator, etc. The items then require purchasing.
Purchase and install fiber equipment for connectivity from building 625 to the LAMS and in turn from the LAMS to the launch pad. Once maintenance and launch operations move from Dugway much of the hardware will come from Dugway but several additional items will need to be bought due to the longer fiber cable runs. This needs to be in place well in advance of that move so the equipment can be installed and tested.
Work continues with environmental approval contractor for the launch and maintenance areas.

c. LAMS Maintenance Shelter:
PAE is working a requirements document to have the electrical, grounding, lightning protection, etc. installed.
PAE is developing a parts lists for the installation of a compressor, stands to mount items like fire extinguishers, eyewash, AED, etc. Then the items need to be purchased.
PAE is working a requirements document for a secure storage area within the LAMS.
The LAMS itself has been erected; however it requires repair due to wind damage. The
WEG is working that effort.
d. Wendover GRDCS Sites:
The TSS is working lease efforts for the I-80 GRDCS site. This is the single most critical RF point needed to use the Wendover control whether launching from Dugway or Wendover. Site H97 is going through the environmental process. It would also be very help for Dugway operations with Wendover control, but it really becomes critical when launch operations move to Wendover.

3. Narratives:
Ground & Air Aborts
a. FSAT – There were 7 FSAT ground aborts in February – 4 QF-16A’s each recorded an abort at Tyndall, while 1 QF-16C recorded 3 aborts at Holloman.
(1) AF028 experienced 3 unrelated aborts this month, bringing it to a total of 9 ground aborts and no air aborts as a QF-16:
(a) On 13 February, it aborted for No UFCs—Off Flag in ADI (UFC ops check performed 3X electrically. Ops check performed by aircrew on engine run. All checks good and no off flag in ADI). This aircraft aborted one time before for UFC, in September 2018. .
(b) Six days later, AF028 aborted for UFCs Inop—Off Flag in ADI (R2 faulty emergency transfer relay #2). It has had no previous similar aborts other than the one on the 13th.
(c) Three days after that, this aircraft aborted for R-Light During Flight
Control Movements (In work). It has aborted twice before for Flight
Control issues – once in May 2018 and once last month.
(2) There were 2 aircraft systems with multiple unrelated aborts this month:
(a) Flight Controls accounted for 4 aborts – two for AF028 as described above;
AF039 (FCC; Replaced A system reservoir); and AF041 (URAP; Reseated
URAP #1 battery keeper). AF039 and AF041 combined have only had 1 previous (unrelated) abort since arriving from Jacksonville.
(b) There were 2 aborts involving the Fire Control System – AF028 as described above; and AF037 (FCC; Reprogrammed FCC). AF037 had only 3 previous aborts (1 for HUD 2 months ago and 2 for Hydraulic Leaks last month).
b. February’s numerical breakouts were:
(1) Four of the aircraft involved were QF-16A’s; the other one was a QF-16C.
(2) All of this month’s aborts occurred on proficiency flights.
(3) The weekly abort distribution was 3 on Mondays, 2 on Tuesdays, and 1 each on a
Tuesday, a Wednesday and a Thursday. All the aborts occurred on manned missions; 6 were on scheduled morning sorties and 1 was an afternoon sortie.

Recovery from Hurricane Michael and preparation for a sub-scale WSEP in March are the current priorities.
The lack of aircraft deliveries from Boeing is impacting our overall aircraft fleet numbers as well as our ability to manage aircraft hours. Once Boeing has worked through production issues, we expect the number of aircraft deliveries will increase past the 2 deliveries/month as called out in the PWS.
This will impact PAE’s ability to meet Safe Flight time requirements and create a backlog of aircraft awaiting Safe Flights.

All the cleanup of failed data documentation and maintenance processes in aircraft generation from
AMARG and/or Boeing continues to fall on PAE for correction prior to SAFE flight.
Failure to receive delivery aircraft is impacting available Manned flyers (Tyndall & Holloman).
Correspondingly, NULLO fleet health/quantity is becoming an issue. Expect continued movement of aircraft to and from Holloman and early De-Man of flyers to keep Tyndall’s NULLO fleet minimally populated.
Severe damage to most of our facilities is causing many workarounds and much turmoil. PAE is managing the situation the best we can. Construction of temp facilities has begun with a drone storage building at subscale launch.
