a. Drogue chutes are being packed with the new CAD reefing line cutters, with 2 in the main and 2 in the drogue.

b. Air Data Simulator (TT-415) failures are nearing mission impact. Only 2 of 8 are operational, with 2 replacements on order and the remainder awaiting repair. Units are failing or being NRTS’ed out at PMEL.

NOTE: FSAT is experiencing the same issue with an older version of this tester (TT-205) and are down to a single operational unit. Units are being NRTS’ed out at PMEL.

7. CORROSION CONTROL INSPECTION:

a. Launch Pad Corrosion Control Maintenance: Routine corrosion control is being accomplished on all applicable support equipment.

b. 82 ATRS and 53 WEG have engaged C.E. via a 332 submittal, for the replacement of buildings 8520, 8522 and 8531 with a single large Butler style building; cost estimates in work for a MIL-CON project. Alternatively, there are ongoing discussions about replacement of 8520 & 8522. The repair of 8520 vs replacement has been approved;

approximately $440K has been secured for the effort.

Hurricane Michael.

3. Narratives:

Ground & Air Aborts

a. FSAT – There were 2 ground aborts each reported at Holloman and at Tyndall.

(1) Two aircraft accounted for all 4 aborts this month:

(a) AF010 recorded one abort on 1 October (FLCS; R2 ECA), then a second unrelated abort on 4 October (MFD inop; R2 PDG). It had 3 previous FLCS aborts (October 2016, June 2016 and December 2015); it had no previous

MFD aborts. This aircraft has now ground aborted 15 times as a QF-16 and air aborted 4 times. This ties AF010 with AF005 as the top aborting QF-16 to-date.

(b) AF021 aborted once on 3 October (JFS cut off after being placed in idle; CND) then again on 12 October (NWS failed at EOR; R2 feedback pot). This aircraft has no previous aborts for NWS issues, but has 5 previous JFS aborts – 2 in

September 2018, and 1 each in August, July and February of 2018. It has now recorded 15 ground aborts, placing it in a tie with AF004 and AF018 as the 6th highest aborting aircraft in the current drone program.

(2) The numerical breakouts for October were:

(a) There were 4 QF-16C aborts.

(b) Two aborts occurred on proficiency sorties, while the other 2 were customer sorties.

(c) The weekly abort distribution was 1 each on a Monday, a Wednesday, a

Thursday and a Friday. All 4 aborts occurred on manned missions and all 4 occurred on scheduled morning sorties.

TAB 9 – CONTRACTOR PROGRAM MANAGEMENT CONCERNS

Recovery from Hurricane Michael and preparation for a sub-scale WSEP in December are the current priorities.

The lack of aircraft deliveries from Boeing is impacting our overall aircraft fleet numbers as well as our ability to managed aircraft hours. Once Boeing has worked through production issues, we expect the number of aircraft deliveries will increase past the 2 deliveries/month as called out in the

PWS. This will impact PAE’s ability to meet Safe Flight time requirements and create a backlog of aircraft awaiting Safe Flights.

All the cleanup of failed data documentation and maintenance processes in aircraft generation from

AMARG and/or Boeing continues to fall on PAE for correction prior to SAFE flight.

Failure to receive delivery aircraft is impacting available Manned flyers (Tyndall & Holloman).

Correspondingly, NULLO fleet health/quantity is becoming an issue. Expect continued movement of aircraft to and from Holloman and early De-Man of flyers to keep Tyndall’s NULLO fleet minimally populated.
