a. Maintenance: We were without AF028 the entire month due to replacement engine needed. It’s been ordered and shipment is in work. Also, the Engine Warning Light experienced by AF049 was extremely difficult to diagnose the cause and repair the aircraft due to difficulty duplicating the problem until just prior to replacement of the Engine
Warning Control Unit. The aircraft flew code 1 on 29 May 2020

a. Hurricane damage to building 256’s roof continues to impact Mx activity and available storage space due to the amount of water intrusion into the hangar. Maintenance time is lost to cleaning it up after any rain. Temporary Mx facilities have been erected, but are awaiting a floor covering change-out before they can be moved into.
b. Minor adjustments to the established Forward Supply point continue, but there are presently no new or major impacts to target generation.
c. The three temporary facilities for SSAT Mx and the two for the chute shop have been identified as “Not safe for Mx personnel during a 5 MILE LIGHTNING LIGHT” and will require evacuation during this entire period. PAE has engaged the 53 WEG leadership for possible alternatives that would negate the need to leave the facilities. Additionally, we have asked for a location to be identified for Mx to go to during this time.
d. We have been notified that all 5 tents (chute shop x 2 and SSAT Mx x 3) will have to be moved. Locations for them are still in discussion.
7. CORROSION CONTROL INSPECTION:
a. Launch Pad Corrosion Control Maintenance: Routine corrosion control is being accomplished on all applicable support equipment.

b. Launch Rail Gantry systems 1, 2, 5, & 6 are showing signs of severe corrosion (they were installed in 1975). Presently, they are all serviceable. However, their replacements should be programmed / considered in the near future. NOTE: Gantries on rails 3 & 4 are newer and will not require replacement any time soon.

Performed full self-calibration on unit.

With the dissolution of the sole repair vendor for the proprietary DLS Receiver/Transmitter units, the current cache of four spare units are all that are available. 7. Wendover Status:
a. Building 625 Control Site:
PAE continues to work infrastructure requirements per TSS requests for both a consolidated Wendover only operation and the requirements for a split configuration that would have control at Wendover and drone launches at Dugway. The 388th's contractor
JT3 will provide the WEG an estimate for their support to finish their infrastructure upgrade for the host communications system.
PAE provided locations and quantities for NIPR and SIPR drops within building 625 to aid JT3 with their estimates. Cable and jacks for phones and NIPR computers are installed between the communications room and each location within the building so only the range infrastructure remains to be completed. The TSS is working procurement of the computers and phone instruments.
Based on the consolidated versus split operations plan, the tower needed at building 625 will be new or come from the current Wig Mountain site. The tower at 625 will support antennas for GRDCS, radios and GPS timing. The fastest and most versatile path is to purchase and install a new tower onto the newly built tower base already in place at
Wendover; a new tower would provide increased height (better coverage) at a cost of
~$20K. For either solution, additional RF cable, mounting clamps, etc. must be purchased for the move; a list of those parts was provided to the TSS, ~$6.6K.
GRDCS “New Tech” hardware and software were installed in the Wendover control site; however, the software must be updated to the newest revision in order to become operational.
On 29 April 2019, UTTR 388th personnel reported a water pipe had burst inside the wall of the mechanical room in control site building 625. The water affected several rooms including the console room and server/communications rooms. Per a report from a SPO representative from Hill, none of the WEG owned equipment was damaged and the only required repair for the operations areas is new floor coverings. The break room received more significant damage, primarily to cabinetry and carpet.
b. Launch Pad:
Compressors and power supplies must be purchased for the rails. The 82nd RAs were working this in 2018; there was a contracting hiccup, so funding short stopped the purchase.
Gantries and hoists must be purchased for the launch pad as well as a contract let to install them. PAE completed a design; the narrative for the SOW for the construction must be written before the task can go out for bids.
PAE is developing parts lists for the installation of the rails, power supplies, compressors, grounding, communications, connections for generator, etc.
Fiber equipment must be purchased and installed to provide connectivity from building
625 to the LAMS, and in turn from the LAMS to the launch pad. Much of the hardware from Dugway will be reused when maintenance activities and launch operations move from Dugway; however, several additional items will be needed due to the longer fiber cable runs.
Work continues with environmental approval contractor for the launch and maintenance areas.

c. LAMS Maintenance Shelter:
PAE is working a requirements document to install electrical, grounding, lightning protection, etc.
PAE is developing parts lists for the installation of a compressor, stands to mount items like fire extinguishers, eyewash, AED, etc.
PAE is working a requirements document for a secure storage area within the LAMS.
The LAMS itself was erected; however, it requires repair due to wind damage. The
WEG is working the repair effort.
d. Wendover GRDCS Sites:
The TSS is working lease efforts for the I-80 GRDCS site. This is the single most critical RF point needed to use the Wendover control whether launching from Dugway or Wendover. Site H97 is going through the environmental process. It would also be very helpful for Dugway operations with Wendover control, but it really becomes critical when launch operations move to Wendover. PAE is designing an inclusive site platform for H97.

3. Narratives:
Ground & Air Aborts
a. FSAT – There were 3 ground aborts and 1 air abort at Holloman and 2 ground aborts at
Tyndall during May. These aborts involved 4 aircraft.
(1) For the third month in a row, one aircraft recorded 3 aborts. AF049 ground aborted twice and air aborted once, all for engine-related issues.
(a) On 11 May, it ground aborted for Engine Warning Light/Master Caution Light, corrected by replacing the RPM Gauge.
(b) On 15 May, it air aborted for Engine Light, corrected by A System Hydraulic
Warning Light On for A System Lower Pressure Switch, corrected by replacing the 5 Mod/10 Function Caution Light Assembly.
(c) On 20 May, it aborted for Engine Warning Light, corrected by replacing the
EWCU.
(d) AF049 had only recorded 2 other aborts previously – one unrelated ground abort in October 2019 and one air abort in September 2019 for Engine Caution
Light (R2 DEC). This makes it the 35th highest aborting aircraft of the 57 QF-
16s we thus far received.
(2) There were 2 ground aborts for Aircraft Battery Fail, one on AF022 at Tyndall on
11 May and one 10 days later on AF026 at Holloman. Both were corrected by replacing the battery. Neither aircraft has had a similar abort previously. This brings AF026 to a total of 7 ground aborts and 2 air aborts, just 20th in the QF-16

(3) There were no other trends noted this month.
(4) The numerical breakouts for May were:
(a) The 6 aborts involved 2 QF-16Cs at Tyndall and 2 at Holloman.
(b) Five aborts occurred on O&M flights and 1 on a customer sorties. All were manned sorties.
(c) The weekly abort distribution was 2 on a Monday, 1 on a Wednesday, 1 on a
Thursday, and 2 on Fridays. Five aborts occurred on scheduled morning sorties and 1 an afternoon sortie.

The lack of aircraft deliveries from Boeing is impacting our overall aircraft fleet numbers as well as our ability to manage aircraft hours. Once Boeing has worked through production issues, we expect the number of aircraft deliveries will increase past the 2 deliveries/month as called out in the PWS.
This will impact PAE’s ability to meet Safe Flight time requirements and create a backlog of aircraft awaiting Safe Flights.

All the cleanup of failed data documentation and maintenance processes in aircraft generation from
AMARG and/or Boeing continues to fall on PAE for correction prior to SAFE flight.
Failure to receive delivery aircraft is impacting available manned flyers (Tyndall & Holloman).
Correspondingly, NULLO fleet health/quantity is becoming an issue. Expect continued movement of aircraft to and from Holloman and early De-Man of flyers to keep Tyndall’s NULLO fleet minimally populated.
Severe damage to most of our facilities is causing many workarounds and much turmoil. PAE is managing the situation the best we can. Construction of temporary facilities is almost complete and for the most part the facilities are adequate with a few workarounds.
A major concern is safely moving into temporary facilities while still complying with all AF regulations governing the safe handling and storage of explosive items. Also, we are being told all 5 of the temporary facilities (chute shop & SSAT Mx tents) will have to move. There is a major concern of meeting mission support while moving all 5 tents.
