(2) Long lead time (MICAP) on F-16A components is negatively impacting the ability to generate aircraft.

(3) Post Hurricane Michael supply needs are being met via Tyndall AFB and Eglin AFB.

a. The new CAD reefing line cutters (second lot/version) have been received. Recovery and

Drogue chutes are being packed with 2 per unit again. The remainder of the Roberts RLCs will be retained in case issues arise again.

b. Air Data Simulator (TT-415) failures are nearing mission impact. Only 3 of 8 are operational, with 2 replacements on order and the remainder awaiting repair. Units are failing or being NRTS’d out at PMEL.

NOTE: FSAT is experiencing the same issue with an older version of this tester (TT-205) and are down to a single operational unit. Units are being NRTS’d out at PMEL.

c. Hurricane damage to building 256’s roof continues to impact Mx activity and available storage space due to the amount of water intrusion into the hangar, and the time it takes to clean it up after the rain. A temp Mx facility is in work and to be erected by mid-June.

d. Post Hurricane Michael supply and parts needs are being met via both Tyndall and direct shipment from Sacramento. However, we are encountering days of delay in processing/receiving, as expected. Additionally, Base Supply is limiting the quantity of items that are to be re-filled. Many items will be moved back to KRATOS for management and delivery to the field.

7. CORROSION CONTROL INSPECTION:

a. Launch Pad Corrosion Control Maintenance: Routine corrosion control is being accomplished on all applicable support equipment.

b. 82 ATRS and 53 WEG have engaged C.E. via a 332 submittal for the replacement of building 8531 with temporary shelter.

3. Summary of Mission Maintenance Actions:

a. 07 May 2019:

Performed 3 Month Inspection on DLSr S/N 028 (Site A10).

Addressed, configured, and tested DLS S/N 115 as an ISc Spare.

b. 14 May 2019:

Full bench check performed on DLS /SN 038 after data failure in E9. Unit performed operationally, but weak. Maintenance team at E9 found RF issue in aircraft. Issue was addressed, tested, and configured DLS S/N 098 as a replacement unit.

c. 20 May 2019:

Tested, addressed, and configured DLS S/N 135 for install at new site within WEG building, then delivered for install.

d. 21 May 2019:

Performed pre-installation checks, oscillator calibrations, and bench checks on DLS-r

S/N 035 and DLS-r S/N 036 in preparation for installation at Shell Point and Carrabelle, respectively.

e. 30 May 2019:

Performed self-calibration on 915 DTS S/N 002 and 003.

5. Maintenance and Logistics Problems:

With the dissolution of the sole repair vendor for the proprietary DLS Receiver/Transmitter units, the current cache of four spare units are all that are available. Some DLSr units have been delivered, and placed at RWS (RWSR), SUBW, A10, RWE (RWER), SRB, D1C, and D3.

These are being used on a limited basis. The DLSr at PCB failed, and is being evaluated by the team at Eglin – that tower’s prior DLS has temporarily been re-installed there, until the DLSr can be returned. The remaining DLSr delivery date is a moving target, with an anticipated delivery of June 2019.

7. Wendover Status:

a. Building 625 Control Site:

PAE continues to work infrastructure requirements per TSS requests for both a consolidated Wendover only operation and the requirements for a split configuration that would have control at Wendover and drone launches at Dugway. The 388th's contractor

JT3 will provide the WEG an estimate for their support to finish their infrastructure upgrade for the host communications system.

PAE also provided locations and quantities for NIPR and SIPR drops within building

625 to aid JT3 with their estimates. Cable and jacks for phones and NIPR computers are installed between the communications room and each location within the building so only, the range infrastructure remains to be completed. The TSS is working procurement of the computers and phone instruments.

Based on the consolidated versus split operations, the tower needed at building 625 will be new or come from the current Wig Mountain site. The tower at 625 will support antennas for GRDCS, radios and GPS. The fastest path (keeping the capability at both control sites) is to purchase and install a new tower on the tower base that is already in place at Wendover through previous efforts; the new tower would provide increased height (better coverage) at a cost of ~$20K. For either solution, additional RF cable, mounting clamps, etc. must be purchased for the move; a list of those parts was provided to the TSS, ~$6.6K.

GRDCS hardware and software has been installed in the Wendover control site; however the software must be updated to the newest revision in order to be operational.

On 29 April 2019, UTTR 388th personnel reported a water pipe had burst inside the wall of the mechanical room in control site building 625. The water affected several rooms in the building including console room and server/communications room. Per a report from a SPO representative from Hill, none of the WEG owned equipment received damage and the only repairs required for the operations areas is new floor coverings. The break room received greater damage to cabinetry and carpet.

b. Launch Pad:

Compressors and power supplies must be purchased for the rails. The 82nd RAs were working this in 2018; there was a contracting hiccup last year and funds short-stopped the purchase.

Gantries and hoists must be purchased for the launch pad as well as a contract let to install them. PAE completed a design; the narrative for the SOW must to be written for the construction to go out for bids.

PAE is developing a parts lists for the installation of the rails, power supplies, compressors, grounding, communications, connections for generator, etc.

Fiber equipment must be purchased and installed to provide connectivity from building

625 to the LAMS and in turn from the LAMS to the launch pad. When maintenance and launch operations move from Dugway, much of the hardware from Dugway will be reused but several additional items will be needed due to the longer fiber cable runs.

Work continues with environmental approval contractor for the launch and maintenance areas.

The TSS is working lease efforts for the I-80 GRDCS site. This is the single most critical RF point needed to use the Wendover control, whether launching from Dugway or Wendover. Site H97 is going through the environmental process, it would also be very helpful for Dugway operations with Wendover control. It really becomes critical when launch operations move to Wendover. PAE is designing an inclusive site platform for H97.

Ground & Air Aborts

a. FSAT – There were 7 FSAT ground aborts in May (6 at Tyndall, 1 at Holloman) and 1 air abort involving a Tyndall aircraft off-station. These 8 aborts involved 6 aircraft.

(1) Two Tyndall aircraft recorded 2 ground aborts apiece this month:

(a) AF042 covers the majority of the trends for aborts in May. It aborted for FLCS

Battery issues (R2 “B” branch inverter) on 22 May, then for FLCS problems

(R2 A & B converter/regulator) on the very next day. This is the only aircraft with 2 related aborts this month and the only one with aborts for similar reasons since arriving at Tyndall. (It recorded a previous FLCS abort in

January of this year.) This month’s aborts bring AF042 to a total of 6 ground aborts in the aerial target program – 2 unrelated aborts in January of this year, 2 in April and 2 this month.

(b) This month, AF030 recorded its first 2 aborts since arriving from Boeing – for a Hydraulic Leak on 9 May (R2 pressure tube on system A pressure filter manifold), then on 22 May for FLCS (In work).

(2) There were 3 aborts in May for FLCS issues (see the previous paragraph). All 3 of these aborts occurred in a 2-day period.

(3) The numerical breakouts for May were:

(a) Five of the aborts involved QF-16C’s and 3 involved QF-16C’s.

(b) None of this month’s aborts occurred on customer flights.

(c) The weekly abort distribution was 2 on a Tuesday, 3 on a Wednesday and 3 on

Thursdays. All the aborts occurred on manned missions; 5 were on morning sorties and 3 were on afternoon sorties.

(4) One chargeable line was lost to an abort this month, at Tyndall.

b. SSAT – No SSAT aborts were recorded for May.

TAB 9 – CONTRACTOR PROGRAM MANAGEMENT CONCERNS

Recovery from Hurricane Michael and preparation for August UTTER.

The lack of aircraft deliveries from Boeing is impacting our overall aircraft fleet numbers as well as our ability to manage aircraft hours. Once Boeing has worked through production issues, we expect the number of aircraft deliveries will increase past the 2 deliveries/month as called out in the PWS.

This will impact PAE’s ability to meet Safe Flight time requirements and create a backlog of aircraft awaiting Safe Flights.

All the cleanup of failed data documentation and maintenance processes in aircraft generation from

AMARG and/or Boeing continues to fall on PAE for correction prior to SAFE flight.

Failure to receive delivery aircraft is impacting available manned flyers (Tyndall & Holloman).

Correspondingly, NULLO fleet health/quantity is becoming an issue. Expect continued movement of aircraft to and from Holloman and early De-Man of flyers to keep Tyndall’s NULLO fleet minimally populated.

Severe damage to most of our facilities is causing many workarounds and much turmoil. PAE is managing the situation the best we can. Construction of temp facilities has begun with a drone storage building at subscale launch.

A major concern is safely moving into temp facilities while still complying with all AF regulations governing the safe handling and storage of explosive items.
