AERIAL TARGETS O&M RECOMPETE FA4890-21-R-0012

PRE-PROPOSAL CONFERENCE/SITE VISIT (PPC/Site Visit)

WEDNESDAY / 25 AUGUST 2021

The PPC/Site Visit for the Aerial Targets O&M Recompete FA4890-21-R-0012 will be held on Wednesday, 25 August 2021 at Tyndall AFB, Florida. Due to time constraints, the government is the providing PPC/Site visit instructions and requesting attendee information prior to the posting of the Official RFP. See instructions in paragraphs (1) and (2) below.

(1) All offeror participants shall submit a site visit request in the Defense Information System for Security (DISS) to SMO Code: TX1CF3026 no later than 10 August 2021. This SMO Code is specific to the 82 Aerial Target Squadron. In DISS for location address use: 82 ATRS, 1311 Florida Ave, Tyndall AFB, Florida, zip code: 32403. Use the following information for your submittal:

List all offeror participants for each company, joint venture, teaming arrangement, etc., in one visit request for each group.

Due to space limitations, the number of offeror participants for each group shall be limited to a maximum of three (3) individuals, to include teaming partners/joint venture/subcontractors.

Changes to participants will not be allowed after 10 August 2021.

All offeror participants shall meet the AMIC government representative escorts at the Tyndall Visitor Center at 0830 hours on 25 August 2021 for initial in-processing/identification verification. The local address for the Tyndall Visitor Center is 2359 Roosevelt Blvd, Tyndall AFB, FL 32403 (Building 2880), telephone: (850) 283-2042. Personal identification such as U.S. state driver’s license, or U.S. state non-driver’s ID card, or U.S. passport will be necessary at the Tyndall Visitor Center to verify individual identification with each contractor-provided site visit documentation previously submitted in DISS.

All offeror participants shall be transported via government bus to the briefing conference building and site locations. At the conclusion of the conference and bus tour, the participants will be transported back to their vehicles located in the Tyndall Visitor's Center parking lot.

(2) In a separate action, confirm your group’s attendance by forwarding the following information A-K below for each individual offeror participant in your group to:

Title your email “PPC/Site Visit – Company Name” (example: “PPC/Site Visit – ABC Company”). Each offeror participant’s company should submit one email containing information for all attendees utilizing the attached Sign-Up Sheet below.

Personal information of offeror participants will not be shared at the PPC/Site Visit or on Sam.gov. This information will only be used by government personnel to contact participants in the event of a last minute cancellation or emergency situation and for Base Entry Authorization List (EAL). Bring the same ID information as submitted in I. above.

This solicitation will not permit foreign contractor participation. This requirement involves direct support for test and evaluation of USAF air-to-air weapons and weapons systems which are subject to export restrictions IAW International Traffic in Arms Regulations and the Arms Export Control Act that restrict access to certain aspects of the weapons systems. The procurement will require the disclosure of classified military information and controlled unclassified information in which foreign Contractors are considered non-qualified suppliers and thus are prohibited from submitting proposals and/or participating in the PPC/Site Visit.

The government will not be liable for expenses incurred by offerors to participate in the PPC/Site Visit.

There will be NO photography, filming, tape recording, or electronic surveillance of any type allowed at Tyndall AFB during the PPC/Site Visit or at any of the site locations.

Florida weather is expected to be very hot and humid in August. Dress code for this site visit is business casual. Ties and jackets are not required. We will be walking in dusty field areas or inside buildings without air conditioning or climbing stairs, etc. The conference room/meeting room is air conditioned; however, other buildings/areas are not air conditioned. As of 1 July 2021 masks are optional.
