About this file
This monthly summary report describes maintenance and operations for aerial targets and range instrumentation systems. It provides details on full-scale and sub-scale aerial targets at Tyndall AFB and Holloman AFB, including sorties, missions, hours flown, aborts, maintenance issues, wash schedules, and quality inspections. It also reports on range instrumentation system operations and maintenance, engineering tasks, quality metrics, maintenance analysis requests, and facilities work orders. Contractor program management concerns include recovery from Hurricane Michael, preparation for an upcoming sub-scale exercise, and impacts from delays in aircraft deliveries from the incumbent.

a. The new CAD reefing line cutters continue to operate but are being damaged and in some instances damaging the chute bag and chute. The SPO is monitoring the situation.
b. Air Data Simulator (TT-415) failures are nearing mission impact. Only 2 of 8 are operational, with 2 replacements on order and the remainder awaiting repair. Units are failing or being NRTS’ed out at PMEL.
NOTE: FSAT is experiencing the same issue with an older version of this tester (TT-205) and are down to a single operational unit. Units are being NRTS’ed out at PMEL.
c. Hurricane damage to building 256’s roof continues to impact Mx activity due to the amount of water intrusion into the hangar and the time it takes to clean it up after the rain. A temp
Mx facility is in work.

3. Narratives:
Ground & Air Aborts
a. FSAT – During December, there were 3 ground (involving 2 aircraft) recorded at
Holloman, and 2 at Tyndall.
(1) AF021 recorded an abort on 3 December for No HUD (Loaded OFP into FCC and
DEEU), then another on 10 December for UHF/HUD (R2 CDEEU). This aircraft has now ground aborted 17 times as a QF-16 (no air aborts), making it the fifth highest aborting aircraft in the fleet. Its last abort (unrelated) occurred in October
2018. Although AF021 had no previous HUD-related aborts, this is the fifth time since June 2017 this aircraft has aborted twice in the same month.
(2) AF037 also aborted for HUD issues this month, a week after AF021’s second abort. Unlike AF021, this was AF037’s first abort as an aerial target.
(3) AF041 also experienced its first abort as an aerial target (RPM Indicator Dropped to Zero after Start; R2 RPM Indicator). AF024 was the other aborting aircraft
(Engine MFL’s; R2 SDC). This was its 8th abort; its only other engine abort occurred last month.
(4) The numerical breakouts for December were:
(a) Two of the aircraft involved were QF-16A’s, 2 were QF-16C’s.
(b) Two aborts occurred on WITS missions, the other 3 were CT’s.
Unclassified Page 21 of 39
Distribution: A
(c) The weekly abort distribution was 4 on Mondays and 1 on a Wednesday. All 5 aborts occurred on manned missions; 4 were on scheduled morning sorties, 1 was an afternoon sortie.
(d) One WITS line was lost to an aborts this month.
b. SSAT – No SSAT aborts were recorded for December.

TAB 9 – CONTRACTOR PROGRAM MANAGEMENT CONCERNS
Recovery from Hurricane Michael and preparation for a sub-scale WSEP in January are the current priorities.
The lack of aircraft deliveries from Boeing is impacting our overall aircraft fleet numbers as well as our ability to manage aircraft hours. Once Boeing has worked through production issues, we expect the number of aircraft deliveries will increase past the 2 deliveries/month as called out in the PWS.
This will impact PAE’s ability to meet Safe Flight time requirements and create a backlog of aircraft awaiting Safe Flights.
All the cleanup of failed data documentation and maintenance processes in aircraft generation from
AMARG and/or Boeing continues to fall on PAE for correction prior to SAFE flight.
Failure to receive delivery aircraft is impacting available Manned flyers (Tyndall & Holloman).
Correspondingly, NULLO fleet health/quantity is becoming an issue. Expect continued movement of aircraft to and from Holloman and early De-Man of flyers to keep Tyndall’s NULLO fleet minimally populated.
