6. MAINTENANCE AND LOGISTICS PROBLEMS:

a. Maintenance:

(1) QF-16:

(a) AF045 and AF046 Acceptance In Work

(2) AGE/Support Vehicles:

(a) QF-16 AGE and Support/Test Equipment

1. Procurement of AGE equipment, support/test equipment is continuing.

(b) Stock listed and commercially procured AGE maintenance equipment and tools purchasing in work.

(c) Post Hurricane Michael vehicle, equipment and GFE accountability/damage assessment continuing.

b. Logistics:

(1) Turn-in of QF-4 related AGE, support/test equipment, bench stock, operating stock and all QF-4 specific assets in work.

(2) Long lead time (MICAP) on F-16A components is negatively impacting the ability to generate aircraft.

(3) Post Hurricane Michael supply needs are being met via Tyndall AFB and Eglin AFB.

Delays in processing/receiving parts are continual.

a. The new CAD reefing line cutters continue to operate but are being damaged, and in some instances are damaging the chute bag and chute. The SPO is monitoring the situation. All the CAD RLCs had been consumed; 120 were received in April. The remainder of the

Roberts RLCs are being consumed with only a single RLC being installed in the Main chute.

b. Air Data Simulator (TT-415) failures are nearing mission impact. Only 3 of 8 are operational, with 2 replacements on order and the remainder awaiting repair. Units are failing or being NRTS’d out at PMEL.

NOTE: FSAT is experiencing the same issue with an older version of this tester (TT-205) and are down to a single operational unit. Units are being NRTS’d out at PMEL.

c. Hurricane damage to building 256’s roof continues to impact Mx activity due to the amount of water intrusion into the hangar and the time it takes to clean it up after the rain. A temp

Mx facility is in work and to be erected by mid-June.

d. Post Hurricane Michael vehicle & equipment damage repairs in work with local vendors;

process is very slow.

e. Post Hurricane Michael supply and part needs are being met via both Tyndall and Eglin

AFB supply systems. However, we are encountering delays in processing/receiving, as expected. Additionally, Base Supply is limiting the quantity of items that are to be re-filled.

Many items will be moved back to KRATOS for management and delivery to the field.

7. CORROSION CONTROL INSPECTION:

a. Launch Pad Corrosion Control Maintenance: Routine corrosion control is being accomplished on all applicable support equipment.

b. 82 ATRS and 53 WEG have engaged C.E. via a 332 submittal for the replacement of building 8531 with temporary shelter.

Performed full bench checks and oscillator calibrations on DLS-r S/N 016, 033, and 034.

b. 19 April 2019:

Established field calibration values for DLS-r S/N 016, 033, and 034 at RWE.

c. 23 April 2019:

Addressed DLS-r S/N 033 and performed wiring of PSU S/N 042 in support of GRDCS

V61 testing.

d. 30 April 2019:

Performed self-calibration on 915 DTS S/N 002 and 003.

Performed 3 Month Inspection, including 200 MHz Clock Calibration to SSLP Site

Distribution: A launches from Dugway. The 388th's contractor JT3 is drafting a response and will provide the

WEG an estimate for their support to finish their infrastructure upgrade for the host communications system. PAE supported a telecom on 11 April to discuss the 90% solution with the

388th and JT3. Another facet of the JT3 task is installing fiber (not equipment) from 625 to the

LAMS and in turn from the LAMS to the launch pad. This won't be in use until maintenance and launch operations move but it needs to be in place well in advance of that move so the equipment can be installed and tested. PAE would install communications equipment at the maintenance and launch facilities.

PAE also provided locations and quantities for NIPR and SIPR drops within building 625 to aid

JT3 with their estimates. Through previous renovation efforts, the cable and jacks for the phones and NIPR computers were installed between the communications room and each location within the building so only the range infrastructure remains to be completed. The TSS is working procurement of the computers and phone instruments.

For the initial phase, the TSS is leaning towards split operations versus consolidated operations.

For split operations, a new tower would be needed at building 625 to support antennas for radios and GPS as well. The original plan was to move the existing tower from Dugway to Wendover.

Buying and installing the new tower at 625 would be the faster and better path (keeping the capability at both control locations). The new tower would provide more height for better coverage for radios and GRDCS at a cost of ~$20K. Either way additional RF cable, mounting clamps, etc.

must be purchased for the move, a draft list of those parts was provided to the TSS, ~$6.6K. The current portable towers are not an ideal solution for permanent use at 625; they are too short and require constant pressurization to remain erect.

GRDCS hardware and software has been installed and initially tested in the control site.

On 29 April 2019, UTTR 388th personnel reported a water pipe had burst inside the wall of the mechanical room in control site building 625. The water affected several rooms in the building including console room and server/communications rooms through wet flooring and wet sheetrock up to two feet above the floor through wicking. Initial reports indicate none of the WEG owned equipment received damage due to being elevated and away from the walls. A more detailed report is in work based on a site visit from Hill personnel planned for the first week of May.

b. Launch Pad:

Compressors and power supplies must be purchased for the rails. The 82nd RAs were working this in 2018; there was a contracting hiccup last year and funds short stopped the purchase.

Gantries and hoists must be purchased for the launch pad as well as a contract let to install them.

PAE has the design complete; the narrative for the SOW needs to be written and then it can go out for bids.

PAE is working to develop a parts lists for the installation of the rails, power supplies, compressors, grounding, communications, connections for generator, etc. The items then require purchasing.

PAE is investigating the requirements for purchase and installation of fiber equipment for connectivity from building 625 to the LAMS and in turn from the LAMS to the launch pad. Once maintenance and launch operations move from Dugway, much of the hardware will come from there. However, several additional items will need to be bought due to the longer fiber cable runs.

This needs to be in place well in advance of that move so the equipment can be installed and tested.

Work continues with environmental approval contractor for the launch and maintenance areas.

The LAMS itself has been erected; however it requires repair due to wind damage. The WEG is working that effort.

d. Wendover GRDCS Sites:

The TSS is working lease efforts for the I-80 GRDCS site. This is the single most critical RF point needed to use the Wendover control whether launching from Dugway or Wendover. Site H97 is going through the environmental process. It would also be very helpful for Dugway operations with Wendover control, but it really becomes critical when launch operations move to Wendover.

a. FSAT – There were 8 FSAT ground aborts in April – 7 at Tyndall (involving 5 aircraft), and 1 at

Holloman.

(1) Two Tyndall aircraft recorded 2 ground aborts apiece this Month:

(a) AF037 aborted for FCC issues on 3 April (Reload FCC), then again on 18 April for R

Light (Performed hydraulic bleed on both systems). This aircraft’s last abort was in

February of this year, also for FCC (corrected by reprogramming the FCC). It has had no other aborts similar to the R Light write-up. It has now recorded 6 ground aborts (no air aborts) in the aerial target program.

(b) AF042 aborted for URAP issues on 4 April (Removed URAP keeper “O” ring), then on

24 April for Speedbrake Switch (In work). It now has 4 ground aborts and no air aborts.

Neither of the other 2 aborts were similar to this month’s, other than the fact it had 2 unrelated aborts in January of this year and 2 68136813again this month.

(2) Two aircraft recorded Speedbrake switch issues. AF042 aborted for Speedbrake Switch as indicated above. A week earlier, AF041 aborted for Speedbrake Thumb Switch (Found and reinstalled speedbrake switch; R2 throttle grip).

(3) April’s numerical breakouts were:

(a) Five of the aircraft involved were QF-16A’s and 1 was a QF-16C.

(b) Seven of this month’s aborts occurred on proficiency sorties; 1 was a customer flight.

(c) The weekly abort distribution was 1 on a Monday, 1 on a Tuesday, 4 on Wednesdays and

2 on Thursdays. All the aborts occurred on manned missions; 7 were on morning sorties and 1 was on an afternoon missions.

TAB 7 – RIS MAINTENANCE ANALYSIS REQUESTS

1. Electro-Magnetic Interference (EMI):

PAE Technician was alerted there was data loss to the already airborne Full Scale QF-16 during a mission on 29APR19. Tech observed there was substantial data loss after drone traveled 35-60 miles due south of TAFB. Tech called and notified 325 Spectrum Manager MSgt Christopher

Gourlie. Tech explained the airborne QF-16 would have sudden and inconsistent data loss between 35-60 miles due south of TAFB. Tech also noticed the building 9310 915 MHz receiver would show similar "interference" more than the local building 1801 receiver. Sudden "Blips" of scrambled-looking 915 MHz signal from 9310 receiver were noticed. This would suggest the

"interference" is originating slightly East of TAFB. MSgt Gourlie said he would up-channel the occurrence.

Recovery from Hurricane Michael and preparation for a sub-scale WSEP in May are the current priorities.

The lack of aircraft deliveries from Boeing is impacting our overall aircraft fleet numbers as well as our ability to manage aircraft hours. Once Boeing has worked through production issues, we expect the number of aircraft deliveries will increase past the 2 deliveries/month as called out in the PWS.
