PERFORMANCE WORK STATEMENT (PWS)

TORP 0388

26 June 2014

1.0 MISSION OBJECTIVE

The DoD Counter Narcotics and Global Threats (CN&GT) Division was established to create worldwide Counter Narcotics Technology (CNT) networks, infrastructures, and capabilities that are focused on the detection, identification, and disruption of narcotic activities and organizations. This task effort will support the War Fighter in combating narcotics activities globally.

2.0SCOPE
2.1Task Order (T/O) Objective

The T/O objective is to repair and upgrade the existing five (three 35 feet and two 42 feet docks) “Jet Dock”™ bladder style boat lift systems in Base Naval del Pacifico in Puerto San Jose, Guatemala used by the Fuerza Especial Naval (FEN). The FEN uses these systems to park/store both 32 feet and 37 feet Boston Whaler Justice Boats, as well as perform boat and engine maintenance, to ensure operational availability for maritime interdiction operations.

2.2 Basic Contract References

This T/O PWS establishes the requirements for the Contractor to provide support in the Basic Contract task area(s) of: 4.3.1.3 Installation; 4.3.2 Training, Operations, and Logistics support; 4.3.2.1 Operation, Maintenance, and Repair; 4.3.2.3 Incidental Construction; ; 4.3.3.4 Material and Equipment Purchase.

3.0 PERFORMANCE REQUIREMENTS

Existing boat dock conditions are shown in Appendix B. The dock specific issues, existing dock configuration, existing electrical power, air pump motor failures, bladders and inflations, exhaust lines and fittings demonstrate the known conditions.

3.1The Contractor shall identify and replace all unserviceable individual Jet Dock cubes that make up the floating docks and clean the growth off the existing docks and the adjoining common area behind the docks.
3.2The Contractor shall reconfigure the dock to accommodate and install the hoop type rollers and Flex Lane Straps.
3.2.1New Configuration

The reconfigured dock using hoop type rollers and Flex Lane Straps can be found in Appendix C, image 1. The blocks removed from the existing configuration can be reused after the local Jet Dock Dealer confirms that their condition is adequate.

3.3 Pile Hoop Type Rollers

The “hoop” type rollers that Jet Dock is currently using on other projects to maintain clearance between the cubes and the piling can be found in Appendix C, image 2.

3.4 Flex Lane Straps

A lateral tie system (Flex Lane Straps) shall be installed between each dock. An example of this strap can be found in Appendix C, image 3. This system will extend about halfway down each dock starting from the common walkway and will laterally tie the docks together. Additional information on these ties can be obtained from the local Jet Dock distributor.

3.5The Contractor shall upgrade the Electrical Power Supply so that it is safe compliant with the International Building Code.
35.1The users are currently using the in-ground electrical box adjacent to the pier wall. Power needs to be brought to the dock in the following manner (Please reference Appendix C, image 4):

· Saw cut the asphalt pavement up to the concrete pier wall in a small, narrow trench to allow for the installation of a PVC conduit from the in-ground electrical box to the vertical face of the pier wall. Drill a hole in the concrete pier wall large enough to allow the installation of the appropriate sized plastic conduit. Backfill and compact the trench, add the necessary stone, and repave in such a manner that the pavement is returned to its original condition. Proper barrier protection shall be provided while the trench is open.

· Run properly sized conductors from the in-ground electrical box through the new conduit and use a proper exterior-rated weatherproof, corrosion resistant (preferably stainless steel) splice box, minimum NEMA 4X, to connect the new conductors to the existing power cable.

· Install a corrosion resistant, preferably stainless steel, weather tight junction box, minimum NEMA 4X, on the vertical face on the pier wall and terminate the conduit in this box. The junction box needs to be large enough to allow the installation of GFI-protected circuit breakers to serve at least three duplex outlets.

· On both sides of the junction box and below the junction box, run a conduit leg of power along the pier head that terminates into a corrosion resistant, weather proof duplex outlet, Secure the conduit and outlets to the concrete pier head. Provide an extension cord properly sized to power each air pump.

3.6The Contractor shall modify the vent for all the inflatable bladders so that it vents to atmosphere and not through the air pump. Contractor shall replace all non-working motors.
3.7The Contractor shall replace all bladders and associated inflation lines, exhaust lines, and fittings. Replacement lines and fittings shall be stainless steel.
3.8The Contractor shall install additional mounting plates between the stair module and the dock similar to that installed by the user on dock number 5. The dock users installed additional mounting plates under the stair on dock 5 to keep the stair from breaking loose. This modification has been successful and shall be applied to other docks.
3.9The Contractor shall procure and deliver the spare parts listed below. All parts shall be Jet Dock parts (Brand Name Only):

3.10The Contractor shall develop preventative maintenance manuals and manuals covering the repair and/or replacement of components of the Jet Boat Dock system. This manual shall cover, but not be limited to, the replacement of all parts in the spares inventory listed in the previous section.
3.11The contractor shall propose any meetings with the USG before the initiation of installations and repairs to determine the appropriate measures of all requirements and ensure approval from appropriate in-country personnel.
4.0WORK HOURS AND LOCATION
4.1The principal place of performance for this T/O shall be in Base Naval del Pacifico in Puerto San Jose, Guatemala. The Contractor may be required to provide labor hours in excess of 40 hours per work week to include holiday and weekends, and/or during irregular times and shifts based upon operations and exercises.
5.0OTHER PERFORMANCE REQUIREMENTS
5.1Defense Base Act (DBA) Insurance

All personnel performing duties in hazardous areas OCONUS shall be included in and insured with a policy covering Defense Base Act (DBA) requirements. DBA insurance is required for all personnel performing work OCONUS under this task order.

5.2 VAT and TAXES

The Contractor shall be responsible for all associated taxes (e.g. VAT), duties and customs fees, and other related charges. Waivers or exemptions may be available to preclude the payment of a VAT tax, customs fees, duties and other related charges. VAT, and all other taxes, will be a reimbursable expense IAW the basic contract.

5.3 Export Compliance

The contractor shall be responsible for all aspects of export compliance, including compliance with the Arms Export Control Act and International Traffic in Arms Regulations (ITAR). The Contractor shall provide all export licenses to provide equipment, material, and supplies in support of this task order. The Contractor shall ensure that appropriate Technical Assistance Agreements (TAAs) and/or applicable export licenses are in place and all required documentation and approvals have been obtained before conducting any activity under the PWS that requires such approval and documentation.

5.4 Warranty

Repairs and upgrades for the docks shall be performed in such a manner that they maintan the manufacturer’s warranty on the remaining parts of the existing dock and for the new parts installed as part of the dock upgrade. All items shall be provided with standard Original Equipment Manufacturer (OEM) warranties. The terms of the warranties shall be clearly presented in the name of End User (EU). As prescribed in FAR 12.404, the contractor agrees that the supplies or services furnished under this contract shall be covered by the minimum warranties which are offered to the general public. All utilization of commercially available OEM warranty associated with the equipment shall be the responsibility of the EU upon receipt of the material from the United States Government.

6.0TEMPORARY DUTY TRAVEL (TDY)
7.1The Contractor shall perform TDY non-local travel, as required in the performance of this T/O and as directed by the COR/TM. The Contractor shall provide the performance of this task order Outside the Continental United States (OCONUS). All travel required and approved under this T/O will be paid IAW the Basic Contract by reimbursement to the Contractor. Only required travel previously approved by the COR/TM will be reimbursed under this T/O. The contractor shall ensure that all OCONUS travelers have a country approval to enter the country for this mission as well as a Letter of Authorization (LOA) approved by the KO prior to travel. Specific locations for travel include Base Naval del Pacifico in Puerto San Jose, Guatemala.
7.0GOVERNMENT FURNISHED EQUIPMENT OR SERVICES (GFE/GFS)

None

8.0 SECURITY

All work performed under this T/O shall be unclassified.

10.0DATA REQUIREMENTS
10.1Contractor’s Progress Report. (CDRL A002)

The contractor shall provide a monthly report to the COR/TM summarizing all tasks performed, meetings, reports, presentations, deliverables personnel changes/rotations for the previous month. These reports shall be delivered in accordance with CDRL A002 Contractor’s Progress Report of the Basic Contract. These reports are due monthly, ten (10) business days from the end of the previous month.

10.2 First 90 Day Planning Schedule (PS) (CDRL A00G).

Within 15 days of contract award, contractor shall prepare a schedule using a Gantt chart. The schedule shall identify tasks, timelines, milestones, logistical interactions, and deliverable dates that need to occur in the first 90 days so that the overall project can be appropriately planned and executed. The contractor shall provide updates to the PS timeline in the monthly progress reports. This schedule shall be replaced by the Master Project Planning Schedule once the project progresses to that level and the Master Project Schedule is approved. The Government shall have 7 days to review and approve the schedule.

10.3 Master Project Planning Schedule (MS) (CDRL A00G)

Within 75 days of contract award, the contractor shall prepare a schedule using a Gantt chart. The schedule shall identify all tasks, timelines milestones, logical interactions and deliverable dates need to complete the project. The contractor shall provide updates to the Master Project Schedule timeline in the monthly progress reports. The Government shall have 7 days to review and approve the schedule.

10.4 Task Order Management Plan. (A00G)

The Contractor shall provide a management plan that shall define the management approach to plan and control this task order effort. The management plan must delineate how the Contractor plans to accomplish the effort supporting the specific T/O, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, Other Direct Costs (ODC), DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds.

10.5 Task Order Quality Control Plan. (CDRL A004)

The Contractor shall provide a draft T/O Quality Control (QC) Plan with their response to the TORP. The final plan shall be provided within thirty 30 days after the date of the task order award. At a minimum, the T/O QC Plan shall address the following:

QC Execution: The plan shall not be cursory, but discuss specifically how the prime contractor shall execute its QC responsibilities. The T/O QC Plan shall include a clearly defined QC process, key performance indicators, QC schedules and QC personnel, by name, to include those that shall be performing subcontractor oversight and oversight of activities in-theater. The plan shall address how QC trend analysis and tracking of corrective actions shall be accomplished. The T/O QC Plan shall discuss the prime's management activity that shall provide oversight and involvement in the QC process. QC personnel should not be buried in the organization, but should have a direct line to upper management.

Reporting: Monthly status reports shall specifically discuss QC activities over the reporting period and planned activities for the next period. Information shall specifically address WHO conducted the QC, WHEN was the QC executed, HOW QC was executed, and WHAT the findings (if any) and corrective actions were taken. Trends over time shall be discussed.

Invoice Quality Control and Review: The contractor shall discuss how invoice reviews shall be conducted, to include discussion on how the primes, subcontractor, and supplier supporting data will be reviewed for consistency with task order requirements and the contractor's approach to execute the task order.

10.6 Funds And Man-hour Expenditure Report. (CDRL A00F)

This report shall be of sufficient detail with no Other Direct Cost (ODC) Category. If miscellaneous category used, expenditures shall be broken out in notes. All expenditures greater than $5,000 will be separately identified in the report. As each month progresses the Monthly Financial Report shall be updated with the actual expenditures of the reporting month. Reports shall include, but not limited to, aircraft expenses, fuel, per diem, travel, force protection, and labor. Other items submitted in the Monthly Financial Report and deemed necessary by the Government shall only be added with approval of the Contracting Officer. These reports are due ten (10) business days from the end of the previous month.

10.7 Status Meetings. (A003)

The Contractor shall participate in status meetings, to be scheduled upon request of the responsible Contracting Officer or written designee, to discuss and to informally evaluate the Contractor’s efforts and accomplishments in direct relation to specific T/Os. During the meetings, the Contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The Contractor shall present and participate in technical discussions and shall inform, in a timely fashion, the TM of any problems with contract execution and any proposed solutions. The Contractor shall attend and participate in other meetings, as scheduled by the responsible contracting officer or written designee.

10.8 Licenses, Export Agreements & Certifications. (CDRL A00H) The contractor shall provide export control documentation, to include a cover letter describing purpose of submission, POC, Contract/TORP #; Description of each attachment/enclosure; original document(s) and nomenclature (if revision). Attachments should be originals or certified originals and be dated, signed by cognizant authority, and indicate specific agreement terms. English translation of any foreign language document is required. This documentation is due five (5) days prior to final delivery, unless otherwise specified in task order.

10.9 Preventative Maintenance Manual. (CDRL A00E)

The preventative maintenance manual shall cover all maintenance items that need to be performed over the course of a year. The manual shall identify and describe periodic maintenance tasks and frequency of occurrence. The description shall include what steps, tools and equipment are needed to accomplish the maintenance task. A copy shall be provided in English for review and approval by the USG. The approved manual shall be submitted in Spanish.

10.10 Preventative Maintenance Schedule. (CDRL A00G)

The preventative maintenance schedule shall be in the form of a calendar and broken down on a monthly basis. Each month on the schedule shall include a list of tasks that need to be performed for that particular month. The title of each task to be performed shall refer back to a task title in the Preventative Maintenance Manual. The schedule shall be such that it is printed on an all-weather medium and can be hung up on a location to be determined by the dock user. There shall be room on the schedule where the user can place a date on when the preventative maintenance task was performed with some sort of erasable marker or wax pencil. The schedule shall have a device to hold the marking device and a marking device shall be delivered with the all-weather schedule. Contractor shall provide a draft copy of the schedule, printed reduced size on regular paper, for government approval before making a final print on all-weather paper. The schedule shall be sized so that it fits all the necessary information in aesthetic manner and not be too large that it is cumbersome to hang. A copy shall be provided in English for review and approval by the USG. The approved schedule shall be submitted in Spanish.

10.11 Repair Manual. (CDRL A00E)

The contractor shall provide manuals covering the repair and/or replacement of components of the Jet Boat Dock system. This manual shall cover, but not be limited to, the replacement of all parts in the spares inventory. A copy shall be provided in English for review and approval by the USG. Final versions of the manual shall be provided at the time of equipment delivery and shall be in Spanish.

10.12 OEM Manuals. (CDRL A00E)

The contractor shall provide Original Equipment Manufacturer (OEM) use and maintenance manuals for all equipment delivery. A copy shall be provided in English for review and approval by the USG. Final versions of the manuals shall be provided at the time of equipment delivery and shall be in Spanish.

10.13 Warranty Plan. (CDRL A00E)

The contractor shall provide a Warranty Plan within thirty (30) calendar days after task order award that clearly addresses the following:

Warranty POC;

List of items with registration/serial number, and their warranty terms (i.e., length of warranty, start date, type (limited, extended, standard)) Warranty approach;

· Customer process for warranty process

· Questions

· Registration process

· defects

· problems

· repetitive issues

10.14 Program Reviews. (CDRL A004).

The contractor shall support Program Reviews (commonly called Program Management Reviews [PMR]) in support of CNTPO, which typically occur once per calendar quarter, but may be scheduled as necessary. Formats for PMRs will be provided by the COR ahead of PMRs. In addition, the dates and locations will be announced well in advance of the meetings. In some cases, time will be allotted for the contractor to meet individually with representatives from CNTPO to discuss contractual issues.

B.2 Existing Dock Configuration The existing dock consists of five boat dock ramps (three 35 feet and two 42 feet docks) which are approximately 4 years old. This docking system, manufactured by “Jet Docks, Inc., and used by the Guatemalan Navy is an interlocking cube system that creates a submersible boat ramp/dock utilizing an inflatable bladder system to lift the boats out of the water when in port. These five boat docks are connected together via a common walkway fabricated with the same interlocking Jet Dock cubes. This system is installed next to a concrete sea wall along the ocean inlet and is access via a vertical ladder which is fixed to the concrete wall. (Please reference Appendix B, image 1).

B.3 Existing Electrical Power The electrical installation has evolved over time and was put together by the dock users to operate the Jet Boat Dock.

B.4 Air Pump Motor Failures Air is released from the inflatable bladders in order to lower the end of the dock for both launch and recovery. Moist air venting back from these bladders is forced through the pump causing premature failure of the air pump. Jet Dock has developed a system that vents the air from these bladders directly to the atmosphere without exiting through the air pump. Additional information on this system can be attained from the local Jet Dock distributor.

B.5 Bladders, Inflation/Exhaust Lines, and Fittings Due to the age of the system the bladder systems need to be replaced along with the associated inflation lines, exhaust lines and fittings. The existing lines and fittings are plain-coated steel and need to be replaced with stainless steel lines and fittings.
