CNTPO Program and Operations Support EUCOM Counter Narco-Trafficking Support

DoD Counter Narcoterrorism Technology Program Office Program and Operations Support

PERFORMANCE WORK STATEMENT

EUCOM analytical Support TORP 0214 – Revision 7 DATE 17 Feb 2014

MISSION OBJECTIVE.

The DoD Counter-Narcoterrorism Program Office (CNTPO) was established to create Counter-Narcoterrorism Technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narcoterrorist activities and organizations. The mission of the USEUCOM Joint Interagency Counter Trafficking Center (JICTC) - Counter Narco-Trafficking (CN) Division is to provide capacity building and assistance to our US and partner nation drug law enforcement agencies, thus ensuring they have the capacity to counter illicit trafficking within the EUCOM AOR and along Unified Combatant Command (COCOM) seams.

This task effort will support the War Fighter in the combating of illicit trafficking and narcoterrorism worldwide.

SCOPE.

Task Order Objective.

The Task Order (T/O) objective is to provide Analytical, Software Integration, and Interagency Coordination Advisory support to the U.S. European Command’s (USEUCOM) JICTC - Counter Narco-Trafficking (CNT) Division.

Basic Contract References.

This T/O PWS establishes the requirements for the Contractor to provide support in the Basic Contract task area(s) of: 4.3.1.7 Technical Data Management; 4.3.1.7.2 Configuration Management; 4.3.2 Training, Operations, and Logistics support; 4.3.2.2 Studies and Analyses (Other Than R&D); 4.3.3 Professional and Executive support; 4.3.3.1 Professional, Management, Administrative, and Program Support; 4.3.3.2 Information Operations and Public Affairs; 4.3.3.3 Information Technology (IT) and Communications Network Development and Deployment.

Task Order PERFORMANCE REQUIREMENTS.

Analytical Support Requirements.

Contractor shall provide analysis support to the CNT Division programs and missions. The personnel proposed shall at a minimum possess a Top Secret – SCI eligible clearance at the start of the task order. SCI eligible ONLY- (Individual may not need the SCI portion durng this contract or may be as needed per individual.

These requirements are in addition to the labor category “Military Operations Specialist” requirements of the basic contract – for purposes of this task order, the following minimum qualification requirements shall be provided, in addition to the qualification requirements set forth in the basic contract.

Experience Requirements.

Demonstrated knowledge of the rules, regulations, customs, and risks of operating under contract in the EUCOM Area of Responsibility (AOR).

Demonstrated experience and training in the counter drug area of expertise.

Experience facilitating communication of technical data to diverse audiences.

Experience developing white papers, presentations, and other informational papers.

At least five (5) years experience working with US law enforcement agencies (LEAs) and/or US counter drug agencies.

Demonstrated understanding of the EUCOM JICTC-CNT missions and roles.

At least five (5) years experience working with information gathering software and data.

Specific Support Requirements.

Interface regularly with the CNT Program Manager and CNT Interagency Information Centers (IICs), and the Consolidated Counter Drug Data Base (CCDB) when requested.

Organize and participate in CNT conferences and working groups to assist members in the development of IIC strategies and goals.

Assist the development of and participate in the presentation of CNT briefings to Command staff and senior officials from partner nations, other commands, and various US Agencies.

Provide analyses of current systems (DAMIT) against operational and technical requirements to CNT staff.

Participate in the development of evaluation plans for CNT projects to reduce risk and ensure end state requirements will be met.

Support development of data collection and analysis plans to evaluate the effectiveness and suitability of current and future state systems (DAMIT).

Attend and participate in conferences and meetings when requested, reporting back to CNT PM or CNT IIC.

Provide input to training efforts by US Drug Law Enforcement Agencies (DLEAs) or other US government departments/agencies.

Prepare quarterly program briefings with copies provided to the USEUCOM CNT Program Manager.

Provide quarterly updates and monthly reviews of the CCDB status to the JICTC CNT PM. Reviews shall be included in the monthly usage reports with copies provided to the COR and COTR (CDRL A00E). The information contained within the CCDB is classified. Reviews will be limited to number of times accessed and the number of data inputs submitted by the contractor. Perform quarterly data maintenance to review and validate all current information, ensure that all new information is updated appropriately, and archive outdated data. These reviews shall be part of the formal quarterly review with copies provided to the USEUCOM CNT Program Manager.

Provide requested Measures of Effectiveness (MOEs) to evaluate the effectiveness of the IIC program to be provided to the USEUCOM CNT Program Manager.

Program Analyst Support.

Contractor shall provide analysis support to the CNT Division programs and missions. The personnel proposed shall at a minimum possess a Top Secret – SCI eligible clearance at the start of the task order.

These requirements are in addition to the labor category “Program Analyst” requirements of the basic contract – for purposes of this task order, the following minimum qualfication requirements shall be provided, in addition to the qualification requirements set forth in the basic contract.

Experience Requirements.

Demonstrated knowledge of the rules, regulations, customs, and risks of operating under contract in Germany and/or Overseas locations within the EUCOM Area of Responsibility (AOR). For proposal purposes, plan for no more than five trips to EUCOM areas such as Naples, Italy, Turkey, Romania, JIATF-South, Key West, Florida (USA).

At least FIVE (5) years experience working with information software, data storage and data manipulation.

Experience in training multinational students in integration of software tools, to best serve counter narcotics missions.

Experience using, tailoring, and integrating Open Source collection efforts to best serve CN missions and encourage information sharing.

Experience managing, administering, and manipulating existing databases.

Specific Support Requirements.

Develop small scale tools and programs to enable analytical capabilities and date management.

Work with system users to develop customized tools to meet user analytical requirements.

Manage, administer, and manipulate existing databases, software, and systems. Exact number of and descriptions of the current state is classified. The current systems are administered by one full time professional meeting the experience required for this position.

Monitor system performance and recommend improvements to maintain system functionality.

Develop system specification documents and roadmaps for future development based on user requirements.

Test and evaluate the functionality of current and planned databases, software modifications, and hardware additions.

Research, using existing databases, software, and systems, and provide information packages on selected nominated projects to support CNT initiatives.

Work with partner nations to assist the CNT IIC in the development of training requirements for open source collections.

Interagency/Intergovernmental Advisor Support Contractor shall provide analysis support to the Counternarcotics (CN)- Division programs and missions. The personnel proposed shall at a minimum possess a Top Secret – SCI eligible clearance at the start of the task order.

These requirements are in addition to the labor category “Program Analyst, Senior” requirements of the basic contract period. For purposes of this task order, the following minimum qualfication requirements shall be provided, in addition to the qualification requirements set forth in the basic contract.

Experience Requirements

· A minimum of ten years experience with Department of State (DoS) and prior service working on one or more country teams.

· Prior experience within both DOD and at least one other CN relevant cabinet-level agency (such as DOS, DOJ, etc).

· A minimum of two years prior experience working with one of more of the following organizations: NATO, the European Union (EU) and Organization for Security & Co-operation in Europe (OSCE) or other international/regional organizations within the EUCOM area of responsibility related to counter narcotics/terrorism.

· A minimum of two years prior experience working within a Command’s ECJ9 formerly the Joint Interagency Coordination Group (JIASC).

· A minimum of two years prior experience working with a counter- narcotics /terrorism/trafficking organization.

Specific Support Requirements.

· Advise the CNT Division on strategic initiatives, and opportunities for cooperation with international/regional organizations within the EUCOM area of responsibility – e.g. the European Union (EU), the Organization for Security & Cooperation in Europe (OSCE) and the UN office of Drugs and Organized Crime (UNODC) – that conduct activities relating to the CN Division’s own programs. Maintain regular and continuous liaison with these international/regional organizations, providing them with updates of EUCOM CN activities, securing information and access to their data bases in regard to their own activities and representing the CN Division at appropriate working group meetings and conferences organized by them. It also includes, funding permitting, the initiation of joint EUCOM/IO CN projects as follow-ons to the two joint EUCOM-OSCE forged document projects previously initiated

· Advise the CNT Division on strategic initiatives and opportunities for cooperation with bureaus and offices within non-DOD agencies, in particular the Department of State, who direct CN policy or who have programs that complement the CN Division’s own programs.

· Work with the CN Division country project officers in advising the CN Division Chief on strategic initiatives and opportunities for cooperation with countries within the EUCOM area of responsibility and the interagency elements of their respective country teams.

· Act as the planning officer for the CN Division in regard to all aspects of the ECJ5 Strategy of Active Secuirty (SAS) annual planning cycle related to the CN Division’s standard CN line of Activity (LOA) and the ECJ7’s annual assessment cycle of all CN LOAs and of the overall EUCOM CN program. This includes preparation of the CN LOA Implementation Guide, input to the ECJ5 Theater and Regional Campaign Plans, negotiating the SAS Task Order and drafting and updating the CN LOA in all relevant Country Cooperation Plans within the EUCOM AOR. It also includes representing the CN Division at all SAS related conferences, including the annual ESC and ESIC, and relevant working groups.

· Assist in both training and advising the rotating CN personnel and other members of the JICTC on interagency organization, cultures and procedures, so as to maintain effective continuity of effort in Command CN programs, as required based on arriving and departing personnel.

· Expand the CN Division’s knowledge of, and contacts with, USG organizations, Inter-Governmental organization (IGOs) and Non-Governmental Organizational (NGOs) whose responsibilities touch on CNT programs.

Base Year.

The contractor shall support the following, as exercised, in FY10-FY11. Support to each requirement shall be full time support (2080 DPPH) unless otherwise noted. Options exercised during the period of performance (PoP) shall be prorated to reflect full time support (or part time support only as noted in paragraph 3.5.7 below) for the balance of the PoP when exercised.

Base Year Requirement – Analyst Position As defined in section 3.1 to work in Naples, Italy full time until March, 2011 – 1 FTE.

Option A - Analyst Position As defined in section 3.1 in Stuttgart, Germany, and work full time for the balance of the PoP.

Option B- Analyst Position As defined in section 3.1 to work full time in Stuttgart, Germany.

Option C- Program Analyst Support Position As defined in section 3.2 to work full time in Stuttgart, Germany.

Option D- Program Analyst Support Position As defined in section 3.2 to work full time in Stuttgart, Germany.

Option E- Program Analyst Support Position As defined in section 3.2 to work full time in Stuttgart, Germany.

Option F- Interagency Advisor Position As defined in section 3.3 to work part time (24 hours per week) in Stuttgart, Germany.

Option Year 1.

The contractor shall support the following, as exercised, in FY11-FY12. Support to each requirement shall be full time support (2080 DPPH) unless otherwise noted.

Option 1A - Analyst Position.

As defined in section 3.1 to work full time in Stuttgart, Germany.

Option 1B- Analyst Position.

As defined in section 3.1 to work full time in Stuttgart, Germany.

Option 1C- Program Analyst Support Position.

As defined in section 3.2 to work full time in Stuttgart, Germany.

Option 1D- Program Analyst Support Position As defined in section 3.2 to work full time in Stuttgart, Germany.

Option 1E- Program Analyst Support Position As defined in section 3.2 to work full time in Stuttgart, Germany.

Option 1F- Interagency Advisor Position.

As defined in section 3.3 to work part time (24 hours per week) in Stuttgart, Germany.

Option Year 2.

The contractor shall support the following, as exercised, from Dec 10 2012 to 1 June 2013. Support to each requirement shall be full time support (2080 DPPH) unless otherwise noted.

Option 2A - Analyst Position.

As defined in section 3.1 to work full time in Stuttgart, Germany.

Option 2B- Analyst Position.

As defined in section 3.1 to work full time in Stuttgart, Germany.

Option 2C- Analyst Position.

As defined in section 3.1 to work full time in Stuttgart, Germany.

Option 2D- Program Analyst Support Position As defined in section 3.2 to work full time in Stuttgart, Germany.

Option 2E- Program Analyst Support Position As defined in section 3.2 to work full time in Stuttgart, Germany.

Option 2F- Interagency Advisor Position.

As defined in section 3.3 to work part time (24 hours per week) in Stuttgart, Germany.

Option Period 3.

The contractor shall support the following, as exercised, from 2 June 2013 to 29 September 2013. Support to each requirement shall be full time support (2080 DPPH) unless otherwise noted.

Option 3A – Analyst Position.

As defined in section 3.1to work full time in Stuttgart, Germany.

Option 3B- Analyst Position.

As defined in section 3.1 to work full time in Stuttgart, Germany.

Option 3C- Analyst Position.

As defined in section 3.1 to work full time in Stuttgart, Germany.

Option 3D- Program Analyst Support Position.

As defined in section 3.2 to work full time in Stuttgart, Germany.

Option 3E- Program Analyst Support Position.

As defined in section 3.2 to work full time in Stuttgart, Germany.

Option 3F- Interagency Advisor Position.

As defined in section 3.3 to work part time (24 hours per week) in Stuttgart, Germany.

Option Period 4.

The contractor shall support the following, as exercised, from 30 September 2013 to 31 May 2014. Support to each requirement shall be full time support (2080 DPPH) unless otherwise noted.

Option 4A- Analyst Position.

As defined in section 3.1 to work full time in Stuttgart, Germany.

Option 4B- Analyst Position.

As defined in section 3.1 to work full time in Stuttgart, Germany.

Option 4C- Analyst Position.

As defined in section 3.1 to work full time in Stuttgart, Germany.

Option 4D- Program Analyst Support Position.

As defined in section 3.2 to work full time in Stuttgart, Germany.

Option 4E- Program Analyst Support Position.

As defined in section 3.2 to work full time in Stuttgart, Germany.

Option 4F- Interagency Advisor Position.

As defined in section 3.3 to work part time (24 hours per week) in Stuttgart, Germany.

Option Period 5.

The contractor shall support the following, as exercised, from 1 June 2014 to 31 May 2015.

Option 5A- Interagency Advisor Position.

As defined in section 3.3 to work part time (24 hours per week) in Stuttgart, Germany.

Option Period 6.

The contractor shall support the following, as exercised, from 1 June 2015 to 25 August 2015.

WORK HOURS AND LOCATION.

Duty Station.

The principal place of performance for this effort shall be in Stuttgart Germany, HQ USEUCOM Patch Barracks.

Temporary Support (TDY) Travel.

The Contractor shall perform TDY non-local travel as required in the performance of this effort. Specific locations for travel include but are not limited to CONUS and countries within the US European Command Area of Responsibility as designated by the EUCOM CN PM. All travel required and approved under this effort will be paid IAW the Basic Contract by reimbursement to the Contractor. Only required travel previously approved by the COTR will be reimbursed under this effort.

Additionally, the contractor shall travel from Stuttgart, Germany as required in one week trips to various locations in Europe and the USA. For proposal purposes, the following locations and number of one-week, one person trips should be used:

Berlin, Germany (Treptower Group): 2 Brussels Belgium (NATO): 1 The Hague, Netherlands (EUROPOL): 1 Vienna, Austria (OSCE/UNODC): 3 Ramstein, Germany: 1

GOVERNMENT FURNISHED EQUIPMENT OR MATERIAL (GFE/GFM).

The Government will provide access to the following, which shall be used solely in the performance of this task order. The items will be retained on the Government’s property books and no transfer of these items will occur under this task order:

Office space, telephones and computer systems with appropriate applications and accounts (such as email) as required to accomplish the tasks in Naples, Italy and Stuttgart, Germany.

Contractor’s Progress Report. (CDRL A002) The contractor shall provide a monthly report summarizing all tasks preformed, meetings, reports, presentations, deliverables personnel changes/rotations for the previous month. These reports shall be delivered in accordance with CDRL A002 Contractor’s Progress Report of the Basic Contract. These reports are due ten (10) business days from the end of the previous month.

Funds and Man-hour Expenditure Report. (A00F) The contractor shall provide a report detailing all current financial status of expenditures related to the cost reimbursable transportation and travel. Details shall be broken out in notes. As each month progresses, the Monthly Financial Report shall be updated with the actual expenditures of the reporting month and clearly show the previous months and cumulative totals. The report shall show estimates at completion and any related metrics associated with the task order. Other items submitted in the Monthly Financial Report and deemed necessary by the Government shall only be added with approval of the Contracting Officer. These reports shall be delivered in accordance with CDRL A00F Expenditure Report of the Basic Contract. These reports are due ten (10) business days from the end of the previous month.

TO Management Plan. (A00G) The Contractor shall provide a management plan that shall define the management approach to plan and control this task order effort. The management plan must delineate how the Contractor plans to accomplish the effort supporting the specific T/O, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, Other Direct Costs (ODC), DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds.

Operations Security (OPSEC) Plan. (A001) The Contractor shall develop and implement an OPSEC Plan for control of critical program information, classified material, and sensitive data. The plan, as updated, shall continue to conform to the requirements of the DD Form 1423, DD Form 254 (DoD Contract Security Classification Specification), and further instructions contained in the current AR 530-1 (Operations Security).

Status Meetings. (A003) The Contractor shall participate in status meetings, to be scheduled upon request of the responsible Contracting Officer or written designee, to discuss and to informally evaluate the Contractor’s efforts and accomplishments in direct relation to specific T/Os. During the meetings, the Contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The Contractor shall present and participate in technical discussions and shall inform, in a timely fashion, the COTR of any problems with contract execution and any proposed solutions. The Contractor shall attend and participate in other meetings, as scheduled by the responsible contracting officer or written designee.

Master Schedule. CDRL # A00E The Contractor shall create, maintain, and provide a Master Project Schedule for Government approval. The schedule may be incorporated in the standard monthly report deliverable with any updates specifically noted. The schedule must cover all phases of the project from kick off to task order close out. The Master Schedule must clearly show; but is not be limited to, the following information as applicable:
