1.0 MISSION OBJECTIVE.

The Department of Defense (DoD) CNTPO, currently being managed by the CN&GT Division was established to create worldwide Counter Narcotics (CN) Technology networks, infrastructures, and capabilities that are focused on the detection, identification, and disruption of narcotics activities and organizations. This task effort will support the War Fighter in combating narcotics activities globally.

2.0 SCOPE.

2.1 Objective.

This task order (T/O) objective is to provide a new, fully furnished and fully functional fixed facility for the Committee on Combating Drug Business (CCD) and law enforcement units in the Taraz District of Kazakhstan where they will teach illicit activity identification, arrest procedures, marksmanship, and conduct other tactical training. This facility will also provide work space and lodging for CN operatives conducting drug interdiction and counter-trafficking operations in support of the USCENTCOM Theater Campaign Plan/Counterinsurgency Strategy. See Appendix B for Site Current State Photos.

2.2 Basic Contract References.

This T/O Performance Work Schedule (PWS) establishes the requirements for the contractor to provide support in the basic contract task area(s) of Incidental Construction (4.3.2.3) and Material and Equipment Purchase (4.3.3.4).

3.0 PERFORMANCE REQUIREMENTS.

3.1 Base Requirement – Kazakhstan (Taraz) CCD Police Field Training Center.

The contractor shall design and construct in a turnkey solution one (1) fixed facility with equipment and furnishings to house 50 Kazakhstan CCD personnel. The facility shall be designed in accordance with (IAW) the requirements contained in the PWS to include the rooms and equipment listed in Appendix C.

3.1.1 Local Restrictions.

3.1.1.1 Kazakhstan restricts the use of modified shipping containers for habitation. Facilities made of sandwich panels, shipping containers or their parts will not be accepted by the United States Government (USG). This facility shall be a fixed facility (not modular).

3.1.1.2 To ensure local support for future maintenance, and to support USG policy to assist the Kazakhstan economy, the contractor is encouraged to seek opportunities to locally procure required labor, materials, and support for the building project. However, the contractor shall partner with properly licensed and insured local partners for the purpose of ensuring compliance with the Republic of Kazakhstan business and building/fabrication codes and laws.

3.1.2 Administrative Requirements.

3.1.2.1 Project Management and Coordination.

3.1.2.1.1 The contractor shall provide a bi-lingual on-site manager that speaks English and Russian to provide management and supervision as required to meet the minimum requirements of the PWS.

3.1.2.1.2 The contractor’s design team shall provide construction administration oversight. On at least a monthly basis, the design team shall inspect the site and review any work performed on-site.

3.1.2.2 Construction Project Documentation.

The contractor shall prepare and keep accurate and up-to-date all necessary working (on-site) drawings for building construction, site construction and utilities. The drawings shall include accurate and current details for floor plan drawings, elevation drawings, mechanical drawings, plumbing drawings, electrical drawings, structural drawings, and civil drawings. An accurate, updated construction plan (updated weekly) shall be maintained on the work-site for review by Government of Kazakhstan code enforcement officials and USG at any time (CDRL A00E).

3.1.2.3 Submittal Procedures.

3.1.2.3.1 The contractor shall submit catalog cuts on all furnishings, fixtures and equipment (FF&E) during the design phase of this project. Any furnishings shall be sized to fit the building spaces, sized per standard Kazakhstan construction requirements, and allow unhindered mobility. The furnishings descriptions shall be submitted for approval by the USG for quality and functionality prior to procurement as required in paragraph 10.4. The Contractor shall submit all catalog cuts in adobe portable document format (PDF). If during construction, the contractor decides to propose revisions to the previous submittals, then contractor shall resubmit new catalog cuts to the Contracting Officer’s Representative (COR)/Program Manager (PM) for approval.

3.1.2.3.2 The contractor shall submit results of any field or laboratory tests performed to the COR/PM IAW paragraph 10.7.

3.1.2.3.3 The contractor shall ensure the manufacturers’ installation instructions have been followed for the correct installation of Original Equipment Manufacturer (OEM) procured equipment and ensure all electronic items and major appliances are provided with standard OEM warranties as stated in paragraph 10.2.

3.1.2.4 Temporary Facilities.

3.1.2.4.1 The contractor shall work with the utility provider to arrange for temporary electricity is provided to the site in sufficient quantity to support construction.

3.1.2.4.2 The contractor shall provide an on-site field office and sanitary facility for their personnel. The contractor shall determine the size and type of facility that meets their needs.

3.1.2.4.3 The contractor shall provide temporary fencing, barricades, traffic control, staging areas on-site, and erosion controls as necessary to protect the worksite.

3.1.2.5 Execution and Closeout Requirements.

All proposed work scheduling for the facility, including mobilization and de-mobilization, and final clean up, shall be completed within the period of performance (PoP) of 365 calendar days from T/O award. The contractor shall provide updated schedules IAW paragraph 10.3.

3.1.3 Safety. The contractor shall ensure that:

3.1.3.1 The contractor shall ensure that all building materials are heat resistant, fire resistant, and resist environmentally induced corrosion IAW applicable local requirements.

3.1.3.2 The facility shall be equipped with a fire and life safety system (for example fire alarms, smoke detectors, emergency lighting, sprinkler, all as appropriate) that complies with the Kazakhstan fire safety requirements to include the appropriate number of fire extinguishers in each room.

3.1.3.3 All furnishings are sized to fit the building spaces, sized per standard Kazakhstan construction requirements, and allow unhindered mobility. The furnishings descriptions shall be submitted for approval by the USG for quality and functionality prior to procurement.

3.1.4 Minimum Basic Construction Requirements.

· General Construction Requirements

· Minimum Electrical Requirements

· Minimum Heating, Ventilation and Air Conditioning (HVAC) Requirement

· Plumbing/Sewer Requirements

· Window Requirements

· Door Requirements

3.1.4.1 General Construction Requirements.

3.1.4.1.1 The contractor shall design and construct the facility IAW Government of Kazakhstan standards or, in the absence of local building codes, the most current version of IBC standards.

3.1.4.1.2 The contractor shall ensure the facility is designed by approved persons with the appropriate Kazakhstan Government and Local Government registrations, certifications, and/or licenses, as required.

3.1.4.1.3 The contractor shall ensure the facility is built IAW all applicable local permitting and construction inspection requirements, and codes approved by persons or companies with the appropriate registrations, certifications, and/or licenses.

3.1.4.1.4 The contractor shall ensure all required equipment and electrical/utility connections are installed, tested, and fully functional so that the building is fully operational (turnkey solution) upon turnover to the USG.

3.1.4.1.5 The contractor shall be responsible for determining if a fire reservoir is required per local code and providing the fire reservoirs for the site (if required) that satisfies local fire safety codes and are the proper dimensions for the facility.

3.1.4.1.6 External prime coating and painting shall be ivory colored with brown colored trim/edging.

3.1.4.1.7 The contractor shall determine the preparation required to prepare the ground for construction.

3.1.4.1.8 The contractor shall perform and provide test results for a seven (7) calendar-day and 28 calendar -day break test IAW paragraph 10.7. Concrete break test cylinders shall be required for each day of the pours.

3.1.4.2 Minimum Electrical Requirements.

3.1.4.2.1 All electrical components shall be able to function using the 220V/50Hz power system common in Kazakhstan.

3.1.4.2.2 The building shall be grounded IAW SNIP 3.05.06-85 and other required standards and norms of the Republic of Kazakhstan (SNIP is translation of Russian for “standartniye normy i pravila” which is translated as Construction Norms and Regulations).

3.1.4.2.3 The contractor shall verify final electrical loads with user and coordinate requirements with the local electricity authority.

3.1.4.2.4 All electrical equipment and cabling shall have Kazakhstan standard electrical connections and be IAW the requirements of the Republic of Kazakhstan’s fire and electrical safety regulations.

3.1.4.2.5 Internal electrical wiring shall be Type NyM-J Kazakhstan electrical code compliant. Wiring shall be concealed and have an appropriate profile IAW the electrical requirements of the Republic of Kazakhstan.

3.1.4.2.6 The contractor shall provide all resources to connect the facility power to the existing transformer approximately 213 m from the site location (Site Transformer).

3.1.4.2.7 The Contractor shall provide a backup generator sufficient to maintain minimum safety needs (fire alarm, boiler pump, and minimum heat to prevent freezing of water lines) and the operation of the duty officer office and bedroom. The backup is NOT intended for full scale use as required in Option A.

3.1.4.2.8 The contractor shall install internal electrical circuits to supply power to all of the building spaces and to have a sufficient number of sockets and lighting (to include bulbs/tubes) standard for the purpose of each room layout.

3.1.4.2.9 The in-cable trunking channels shall be designed to allow 50% additional space for future electrical wiring and other cables.

3.1.4.2.10 All wiring will be copper, double-insulated and sized appropriately to the Government of Kazakhstan standards or, in the absence of local building codes, the most current version of IBC standards.

3.1.4.2.11 All switches and sockets shall be grounded.

3.1.4.2.12 External entry lights on every door that are circular dome plafonds with energy saving lamp bulbs.

3.1.4.2.13 Internal ceiling lamps/internal lighting shall be properly designed by the design team but at a minimum, ceiling fixtures of 60 W minimum shall be included as follows:

· Two (2) per room unless specified below

· Four (4) per community bathrooms and kitchen

· Eight (8) in brief room and dining room

3.1.4.3 Minimum Heating, Ventilation and Air Conditioning (HVAC) Requirements.

3.1.4.3.1 The contractor shall propose an air conditioning (AC) system (“winter-summer” units) that meets IBC standards for the facility design and allows the user to maintain a 20 degree Celsius internal temperature in each room of the facility.

3.1.4.3.2 The heating system for all rooms (except wet areas highlighted in the next paragraph) can be a combination of autonomous, electrical system floor heating, oil radiator units, and/or a properly rated traditional coal fired hot water system. The heating system shall maintain an interior temperature of 20 degrees Celsius in each room.

3.1.4.3.3 The electrical heating system in all wet areas (i.e., bathrooms, showers, kitchen and dining room) shall be supplied from stationary electrically heated floor tiles in combination with electrical convectors (space heaters) that are capable of maintaining an interior temperature of 20 degrees Celsius in each room.

3.1.4.4 Plumbing and Sewer Requirements.

3.1.4.4.1 The contractor shall design and provide a plumbing system that provides adequate water pressure and hot and cold water to all fixtures at peak usage.

3.1.4.4.2 The contractor shall excavate the existing water line and replace it with a water line that meets the needs of a 50 man facility. See photo in Appendix B.

3.1.4.4.3 Internal/External water and sewage plumbing and drainage system shall be IAW the water and sewage requirements of the Republic of Kazakhstan. All water and sewage plumbing and drainage systems and pipes shall be buried below the frost line or, if exposed, properly insulated to avoid freezing and bursting of pipes in the winter. All bathrooms, toilets, and showers shall have floor drainage systems.

3.1.4.4.4 The contractor shall calculate for size and build adequate number of septic tanks based on the calculated daily water consumption of a 50 man facility. The contractor shall provide a 3 m wide paved surface adjacent to the septic tank(s) to allow access for periodic maintenance/cleaning.

3.1.4.5 Window Requirements.

All windows shall be 60 cm H x 60 cm W, metal framed, double-paned, insulated, glass windows with mosquito screens that open from the inside. All windows shall have externally mounted rail bar guards for security. The rail bar guards shall be designed to allow emergency egress from inside the building through the window. Windows in shower and bathroom premises must be nontransparent. All windows shall be equipped with hard-frame horizontal blinds or rolling curtains.

3.1.4.6 Door Requirements.

3.1.4.6.1 Exterior doors shall be at least 90 cm wide with a 2 mm steel plate, lock type mortise, type 2 frame, and a thermal insulation U-factor consistent with maintaining required ambient interior temperature, and shall open out.

3.1.4.6.2 Three keys shall be provided for each door. All doors shall include the following:

· All doors shall be numbered and

· All keys shall be individually tagged with door numbers and secured in the key box.

3.1.4.6.3 The number of facility entry/exit doors shall be compliant with Kazakhstan fire code except as follows:

· One (1) Main Entrance located adjacent to the Duty Officer Room:

· The entry door shall have a ‘tambur’ which is a common design criterion in the local area. The tambur is a complete open enclosure extending out over the width of the door and covering any stairs approximately one (1) meter away from the structure to prevent build up or drifting of snow in front of the door.

· One (1) Alternate Entrance located by the briefing room.

3.1.4.6.4 Each room shall be equipped with a solid core wooden interior door that (unless otherwise noted in the PWS) with keyed door hardware that is IAW Kazakhstan building codes. Three keys shall be provided for each room.

3.2 Option A – 100kw Commercial Generator Kazakhstan (Taraz) CCD Police Field Training Center.

The contractor shall propose an alternative power source that shall be placed in a lockable container in the event the existing transformer proves inadequate. The alternate power source shall be rated for all of the electrical equipment listed in the base requirement operating simultaneously with at least 5-10 kW spare capacity; design voltage 230/400 V, and an initiation system starter.

3.3 General Delivery.

3.3.1 Delivery Points of Contact (POC). The POCs for delivery coordination shall be provided at the kick-off meeting.

3.3.2 Life Support during Delivery. The contractor shall be responsible for providing logistics support services (lodging and air/ground transportation) while in country for delivery.

3.3.3 Final Delivery

3.3.3.1 Final delivery of equipment and material shall be free on board destination. All equipment and material shall clear customs prior to delivery. Use of an in-country broker is encouraged to aide in proper customs clearance and delivery.

3.3.3.2 The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment and materials required by this T/O no later than 365 days after T/O award.

3.3.4 Diplomatic Notice (DIP Note). To coordinate with Kazakhstan agencies, the CN PM/Program Advisor must deliver the coordination in a DIP Note. The process requires 30 days. For instruction on the process see paragraph 10.9.

4.0 WORK HOURS AND LOCATION.

The principal places of performance for this T/O shall be the contractor’s discretion for successful performance and delivery to the Republic of Kazakhstan. The contractor may be required to provide labor hours in excess of 40 hours per work week to include holiday and weekends, and/or during irregular times and shifts based upon Kazakhstan operations and exercises.

5.0 OTHER PERFORMANCE REQUIREMENTS.

5.1 Defense Base Act (DBA) Insurance. The contractor shall provide DBA insurance for all personnel performing duties outside the continental United States (OCONUS).

5.2 Taxes, Fees, Agreements.

5.2.1 Value Added Tax (VAT), Customs, Duties. The contractor shall be responsible for all associated taxes (e.g. Value Added Tax (VAT)), duties and customs fees, and other related charges. Historically Kazakhstan has had very high (est. 20%) customs fees and taxes for the importation and delivery of material that is not accepted as locally or regionally produced. At this time, waivers or exemptions are not available to preclude the payment of the VAT tax. Waivers or exemptions shall be documented before shipment if it becomes available.

5.2.2 Arms Export Control Act and International Traffic in Arms Regulations (ITAR). The contractor shall also be responsible for all aspects of export compliance, including compliance with the Arms Export Control Act and ITAR.

5.2.3 Technical Assistance Agreements (TAA). The contractor shall ensure the appropriate Technical Assistance Agreements (TAAs) and/or applicable export licenses are in place before conducting any activity under this task order that requires such approval and documentation.

5.3 Equipment. All equipment and materials shall be new and of good quality and durability according to commercially accepted quality standards for similar products. All electrical components associated with this effort shall function using the 220V/50Hz power system regularly used in Kazakhstan.

5.4 Kick-off Meetings. The contractor shall participate in a kick-off meeting to be coordinated by the USG after contract award.

5.5 Human Rights Vetting. Before any services are provided to foreign counterdrug personnel, the contractor shall ensure that any personnel who will or may interact with USG personnel are as follows:

5.5.1 Vetted for human rights violations through the Department of State (DoS) IAW the Leahy Vetting Process;

5.5.2 Documentation shall be maintained by the contractor and made available to the USG upon request.

6.0 TEMPORARY DUTY TRAVEL (TDY).

The contractor shall coordinate all travel with the PM or COR per CN&GT procedures. Only travel pre-approved by the COR/PM will be reimbursed under this T/O. See Appendix D. All approved travel will be paid IAW the basic contract by reimbursement to the contractor.

7.0 GOVERNMENT FURNISHED EQUIPMENT, MATERIAL OR SERVICES (GFE/GFM/GFS).

The Government will not provide equipment, material or services in support of this effort.

8.0 SECURITY.

All work performed under this T/O shall be unclassified.

9.0 T/O CONTRACT DATA REQUIREMENTS LIST (CDRL).

3. Unless specified otherwise, calendar days will be used.

9.1 Contractor’s Progress, Status and Management Report. (CDRL A002) The contractor shall provide a monthly report summarizing all tasks performed, projected tasks scheduled (to include procurement and delivery) and any issues encountered. The report shall, at a minimum, contain an overall schedule, the current status of funding on the T/O, accomplishments completed, any potential problems, and any lessons learned. These reports shall be delivered IAW CDRL A002 Expenditure Report of the basic contract and Data Item Description DI-MGMT-80227.

9.2 Licenses, Export Agreements & Certifications. (CDRL A00H) The contractor shall provide licenses, export agreements and certifications in response to the T/O Requirement Plan (TORP). These documents shall be provided prior to final delivery unless otherwise directed by the Contracting Officer. At a minimum, the licenses, export agreements and certifications shall include the following:

· Cover letter describing purpose or submission, POC, contract/TORP number#; description of each attachment/enclosure; original documents(s) nomenclature (if revision);

· Attachment should be originals or certified originals and be dated, signed by cognizant authority, and indicate specific agreement terms; and,

· English translation of foreign language documents is required.

3. Unless specified otherwise, calendar days will be used.

10.1 Task Order Quality Control Plan (QCP) (CDRL A00G). The contractor shall provide a draft T/O QCP with its response to the TORP. The final plan delivery as stated in the above table. At a minimum, the T/O QCP shall address the following:

· Quality Control (QC) Execution: The plan shall not be cursory, but discuss specifically how the prime contractor shall execute its QC responsibilities with respect to this T/O. The T/O QCP shall include a clearly defined QC process, key performance indicators, QC schedules, and QC personnel (by name), to include those that shall be performing sub-contractor oversight and oversight of activities in-theater. The plan shall address how QC trend analysis and tracking of corrective actions shall be accomplished. The T/O QCP shall discuss the prime contractor’s management activity that shall provide oversight and involvement in the QC process. QC personnel should not be buried in the organization, but should have a direct line to upper management; and,

· Reporting: Monthly status reports shall specifically discuss QC activities over the reporting period and planned activities for the next period. Information shall specifically address WHO conducted the QC, WHEN was the QC executed, HOW was the QC executed and WHAT the findings and corrective actions were. Trends over time shall be identified and discussed thoroughly.

· Invoice QC and Review: The contractor shall discuss how invoice reviews shall be conducted, to include discussion on how the prime contractor, sub-contractor, and supporting data will be reviewed for consistency with T/O requirements and the Contractor’s approach to execute the T/O.

10.2 Warranty Plan (CDRL A00G). The contractor shall provide a warranty plan for each delivery to each End User (EU) that clearly addresses the following:

· All items procured IAW this T/O that are normally provided with a warranty shall be provided with standard OEM warranties (nothing above or beyond the warranties that come with the initial purchase). Warranties issued shall be the same warranty offered to the general public. The warranty shall be valid within the country of Kazakhstan. The terms of the warranties shall be clearly presented in the name of the EU, the Government of Kazakhstan. Warranties shall become effective upon USG acceptance.

· All utilization of standard OEM warranties associated with the equipment shall be the responsibility of the EU upon receipt of the material from the USG. This includes, but is not limited to, warranty registration and warranty analysis or repair. Upon delivery and acceptance, it is the responsibility of the Government of Kazakhstan EU to register all warranties and follow the warranty process for communication, servicing, and/or exchange. All requirements for shipping a product to the OEM for warranty analysis or repair will be the responsibility of the Government of Kazakhstan EU.

· All Warranty Plans shall be in Russian, English and the OEMs language for clarity.

· Warranty Plan shall contain (as a minimum) a list of applicable items using Appendix G format as an example and copies of warranty agreements (terms included).

10.3 Master Schedule (CDRL A00E). Contractor shall prepare a draft project schedule using a GANTT chart. The schedule shall identify tasks, timelines, milestones, logical interactions, and deliverables dates. The Master Schedule shall, at a minimum, include the following information:

· Required designs

· Permitting

· All construction tasks and milestones

· Planning tasks and milestones

· Training in operations and maintenance tasks

· Final inspection and turnover tasks

· Project closeout tasks

The contractor shall prepare a final schedule, IAW Table 2, after receipt of USG comments. The final schedule shall incorporate all USG comments. The schedule will be updated with actual information monthly and provided with the Contractor’s Monthly Progress Report CDRL A002.

10.4 Construction Documents (CD) (CDRL A00E). The contractor shall not proceed with any design activities without prior approval of the KO.

CD shall be submitted for COR/PM approval at 35% complete, 65% complete, and 95% complete. Contractor shall ensure ALL drawings are coordinated within all disciplines for constructability and functionality and shall include the following (if applicable):

· Civil drawings for site plan and utilities

· Floor plans drawings

· Elevations and sections drawings

· Mechanical drawings

· Plumbing drawings

· Electrical drawings

· Structural drawings

· Erosion control

In addition to these drawings, the contractor shall provide additional drawings, as required by the local, regional, or Government of Kazakhstan agencies needed to obtain a building permit. USG approval of documents does not replace local government approval. The contractor shall obtain local government approval and inform the USG of any changes that affect cost or schedule.

As applicable, the drawings shall include as a minimum: engineering calculations, written data and notes to sufficiently describe the system and to explain the design. The Government shall approve all plans, design documents, and drawings before work begins.

As part of the 65% design phase level deliverable, the contractor shall submit a color board for the wall, ceiling, and flooring finishes for the various rooms. The color board shall be capable of being delivered electronically. Also as part of the 65% design phase, the contractor shall submit cut sheets for all FF&E for USG approval. Whether it is an item to be manufactured “by hand” or an “off the shelf” item, cut sheets shall provide, at a minimum, technical specifications, manufacturer, dimensions, material, finishes, colors, operation requirements, and representative image(s) of the product.

The 95% complete drawings shall be considered CDs. The 95% CDs shall be maintained and updated on site to reflect changes and corrections made during construction, to become the “As-built” drawings upon completion of construction. Upon completion of construction, these changes and corrections made during construction shall be formally edited to the 95% construction documents to become the 100% drawings. The 100% “As-built” drawings shall be submitted for approval by the COR/PM as part of project close-out and to receive final payment.

10.5 Contractor’s Weekly Progress Reports and Schedule Update (CDRL A003). Once construction begins the contractor will provide a weekly progress report and/or conduct a weekly progress teleconference, based on the discretion of the COR/PM. Written reports will be due on the Monday following the previous week (unless the Monday is a holiday, then Tuesday). If weekly calls are held, they will cover the previous week. These reports/calls will include, at a minimum, a description of work executed the previous week, number and type of laborers on site the previous week, weather for the previous week, any issues/problems, any special occurrence such as inspections or visitors on site, a two-week look-ahead schedule.

10.6Inventory Listings (CDRL A00E). The contractor shall provide an inventory listing, per example sheet in Appendix F, to COR/PM for each delivery. The inventory sheet is mandatory for the Republic of Kazakhstan and shall contain a detailed item description, quantity, model number, serial number, and cost in countries currency per item and by total cost per item. These documents shall be provided in both Russian and English. For all other countries, check with the PM/COR.
10.7Concrete Test Report (CDRLA00E). The contractor shall also provide a concrete test report that provides documentation that random samples of fresh concrete were taken as required by local requirements or American Society for Testing and Materials (ASTM) C172, and that a prescribed series of tests were conducted IAW local requirements or ASTM C31 and C39. The contractor shall submit results of any field or laboratory tests performed to the COR/PM.

10.8OEM Use and Maintenance Manuals. The contractor shall provide OEM use and maintenance manuals for all equipment when available. Manuals shall be delivered in the Russian language.
10.9DIP Note. The contractor shall provide delivery coordination notices, for each delivery if not available as one notice, to the PM/COR to be used to execute a DIP note for the Republic of Kazakhstan. All official coordination must be executed with a DIP Note in the timeline listed in the above table 2.

10.10 Project Close-Out (CDRL A00E).

Project close-out shall commence upon USG acceptance of the facility and transfer of the facility to the Republic of Kazakhstan. Project close-out shall include all operations and maintenance documents, warranties, manuals, and as-built drawings. Two sets of project close-out documents shall be submitted, one in English to be delivered to the USG and one in the local dialect to be provided to the Republic of Kazakhstan. Submission and acceptance of closeout documentation will be the basis for release of final payment.

A. 25 each - two (2) Person Bedrooms. The bedrooms shall each fit two (2) personnel (total 50 personnel). Each bedroom shall contain the following minimum items:

The Interior was shall have one (1) impact resistant, tinted, vertical sliding window to allow for maximum observation of the interior of the facility.

Door shall be solid core metal with 203 cm x 91 cm wire mesh, impact resistant window, with deadbolt and keyed lock from the exterior.

CONTRACTOR TRAVEL REQUEST

Travel requires COR/PM approval prior to country clearance and SPOT submittal (OCONUS). Contractor shall have COR/PM approval on formatting prior to submitting. All travel requests must include the information below:
