SOLICITATION No. FA4890-14-R-0023
CN & GT Operations and Logistics
26 March 2015
No REFERENCE COMMENT/QUESTION GOVERNMENT RESPONSE
1 Amendment
0002, L-5.3.2
Amendment 0002, CN & GT Operations and Logistics Support Services Solicitation Number: FA4890-
14-R-0023 now states in Section L-5.3.2 Electronic Copies “Offerors shall NOT submit any documents in PDF that are copied as images.” The requirement continues with “Each volume shall be in a single searchable file (all pages (to include charts, tables, diagrams) shall be searchable), with copy/paste capability, and stored in a folder that corresponds to the proposal volume it represents (exception for searchable file: signature page of any documents requiring signature; i.e., SF33).”
Submitting a proposal in a searchable document, either Word or PDF, allows all text, tables, figure captions and headings to be located with standard search capability. Examples of process flow graphics, screen shots of information technology systems and applications used to support the tasks being proposed, and copies of certificates and certifications normally inserted into the document using JPG or similar formats, are generally not searchable inside the image.
In the example above, a process flow shows T/O release to award. The caption is clearly searchable.
The information inside each of the boxes is not. This particular example also has alternate text included to demonstrate Section 508 capability. Using the standard search capability of MS Word to look for
“example” in this document yields six results, including the word “example” in the Figure 1 caption above.
Question: Charts and diagrams can be located through captions and headings, and are searchable. Is this approach acceptable and is that the intent of the Amendment?
The example provides a chart that is not searchable. For example, if you search for the word “Awarded” it does not come up in the search results.
2 Amendment
0002, L-5.3.2
In Amendment 2, the government states that jpegs shall not be used in the proposal, due to the lacking capability to search a .jpeg. The statement in L-5.3.2, “Offerors may use .jpeg images for charts.” has been removed. See RFP Amendment 0002.
Given this new requirement, would the government allow contractors to use embedded MS Project files for Scenarios 1 & 2?
Only if they are searchable. See Question #1 for an example.
