FLIGHT TRAINING SYSTEM
FOR UH-60L AND UH-60M BLACK HAWK HELICOPTERS
FOR THE MEXICAN FEDERAL POLICE (SSP)
TORP 0280
PERFORMANCE WORK STATEMENT
06 FEBRUARY 2013
1.0 MISSION OBJECTIVE.
The Department of Defense (DoD) Counter Narcoterrorism Program Office (CNTPO) was established to create Counter Narcoterrorism Technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narcoterrorist activities and organizations. This task effort will support the War Fighter in the combating of Narcoterrorism worldwide.
2.0 SCOPE.
2.1. Task Order Objective.
The objective is to provide a Flight Training System for UH-60L and UH-60M Black Hawk Helicopters to the Government of Mexico (GOM). This satisfies a critical training shortfall in the Mexican Federal Police (SSP) associated with equipment previously transferred by the United States Government (USG) under the Bilateral Merida Initiative to the GOM. This training system will be used to conduct institutional and new equipment training to include UH-60L/M Aircrew Training Manual (ATM) standard tasks allowing UH-60L/M aircrews to maintain aircrew operational proficiency, provide a realistic environment for training mission readiness skills, and operational mission rehearsals.
2.2. Basic Contract Reference.
This PWS establishes the requirements for the contractor to provide support in the Basic Contract task area(s) of: 4.3.2 Training, Operations, and Logistics support; 4.3.2.7 Logistics Support and Equipment; and 4.3.3.4 Material and Equipment Purchase.
2.3. Basic Performance Requirements.
The contractor shall provide all the labor and materials necessary to procure, install, and provide instruction on a Flight Training System for the UH-60L and UH-60M Black Hawk Helicopters.
· The equipment and operating software shall be transferred to the GOM in accordance with U.S. Foreign Assistance Act Regulations.
· All deliverables shall be export compliant and all customs, licensing, and ITAR requirements are the sole responsibility of the contractor.
· The Flight Training System shall be delivered to the U.S. Embassy Narcotics Affairs Section Mexico at the Federal Police Primary Training Center in Mexico City, Mexico.
3.0 PERFORMANCE REQUIREMENTS.
3.1. Procurement and Installation.
The Flight Training System shall be procured in accordance with the attached Flight Training System Detailed Specifications (D-SPEC) identified in Attachment A. The contractor shall install and provide proposed spare parts for delivery to the US Embassy Mexico Narcotics Affairs Section for further transfer to the SSP. Proposed spare parts shall be based on the contractor’s knowledge of the system. In addition to the Attachment A specifications the system shall include:
· A reconfigurable student station replicating either the UH-60L or UH-60M cockpits that shall take no longer than eight (8) hours to reconfigure.
· An acceptance evaluation in accordance with Federal Aviation Regulations Part 60 Appendix C (Qualification Performance Standards for Helicopter Full Flight Simulators).
· Installation in a GOM structure at the SSP Primary Training Center in Mexico City, Mexico.
3.2. Training and Logistics Support.
3.2.1. Instructor and Operator Orientation Course.
The contractor shall provide Flight Training System Instruction, Operation Orientation Instruction, and Simulator Maintenance Instruction through a combination of classroom, written instructions, and hands-on experience. Timeframe and location of training will be determined in conjunction with the USG and its end user. Assume the instruction will occur at the facility in Mexico City after the system has passed certification.
The training and course materials will be provided in Latin American Spanish, OEM or other Department of State (DoS) approved format, and will consist of an outline, syllabus, schedule, student guide, instructor guide (Program of Instruction), PowerPoint presentation, and test package.
The course shall be approximately forty (40) instructional hours in length and accommodate up to ten (10) students. As a minimum, the Instructor and Operator Orientation shall include the following:
· Provide familiarization training for instructors already qualified in the UH-60L/M aircraft to include the concepts, skills, and aptitude to efficiently operate the system.
· Provide familiarization with simulator operating techniques and emphasize the utilization of the Flight Training System’s instructional systems, functions, and controls.
· Address the physical and functional descriptions and operation of the equipment including features, advantages, and configurations.
· The contractor shall utilize a criterion-referenced performance test to measure the student’s ability to perform all job-related competencies.
3.2.2. Logistic Support.
The contractor shall provide one (1) year of Contractor Logistics Support (CLS), including a detailed work plan to be executed during the CLS period of performance to transition the logistics responsibility to the SSP after adequate personnel are fully trained. The Contracting Officer will notify the contractor when this effort officially commences.
3.3. Option A: System Enhancements.
The contractor shall provide enhancements based on “real world” mission experiences. Additional enhancements may be added as mutually agreed by the USG and contractor. Potential enhancements may include:
· Geo-specific databases for three (3) selected areas of Mexico. The databases shall be detailed representations of selected areas of Mexico. Actual scene detail and content shall be determined during database development user conferences.
· A networkable Computer Generated Battlefield environment linked to existing simulators to provide a realistic mission rehearsal and planning (example: the possibility of future linking with U.S. Army and USAF UH-60 Simulators).
· Sensor and/or weapons and countermeasures to provide training for self-protection and mission rehearsal.
This option may be incrementally exercised at the discretion of the Government. For proposal preparation and contract ceiling establishment, assume $2M for system enhancements, inclusive of fee. Assume 20/80 split between labor and ODCs/materials. Travel is not envisioned, but will be adjusted once a requirement is identified. The Government anticipates identifying specific scenarios for the contractor to develop based on emerging field requirements. If the Government validates the requirement and decides to take action, the Contracting Officer will incrementally exercise this option and provide a Technical Directive (TD) defining the specific requirement. The contractor shall review the TD to ensure requirement clarity and shall provide a brief execution approach that includes the definition of labor, materials, ODCs, travel, and all other costs necessary to satisfy the requirement. Once agreed to, the option will be exercised and the TD incorporated into the contract. TDs shall be individually tracked and the status reported in the monthly Contractor Progress Report (CDRL A003). The contractor shall track the start date, completion date, awarded price, actual costs to date, and other information relevant to the TD that may impact the execution of the proposed approach or price awarded for the TD. The execution of TDs shall not result in a change to scope, intent, or the estimated price set forth in the contract.
4.0 OTHER PERFORMANCE REQUIREMENTS.
4.1. Meetings, Briefings, and Publications.
The contractor shall participate in a kick off meeting and program reviews, to be scheduled upon request of the Contracting Officer or written designee, to discuss and to informally evaluate the contractor’s efforts and accomplishments. During the meeting, the contractor shall present necessary data to enable a joint review of its various assigned tasks, schedules, and resource expenditures. The contractor shall present and participate in technical discussions and shall inform, in a timely fashion, the Contracting Officer, the Contracting Officer’s Representative, and the Technical Monitor of any problems with execution and proposed solutions. The contractor shall attend and participate in any other meetings, as scheduled by the responsible contracting officials. No formal design reviews will be conducted.
4.2. Program Management Reviews (PMRs).
The contractor shall conduct quarterly PMRs/Interim Program Reviews (IPRs) that address schedule, technical progress, and program progress assessments. Location of the reviews shall be at the contractor’s facility. The initial PMR/IPR shall be conducted within ninety (90) days after award and each subsequent PMR/IPR shall be held on a quarterly basis. The contractor shall prepare and deliver a monthly status report to document the progress of the work and the plan for the coming work. This report shall be in contractor format.
4.3. Configuration Management Program.
The contractor shall provide a Configuration Management (CM) effort for this contract. All deliverable items shall be maintained under this CM effort and to ensure proper export control is maintained. The contractor shall perform configuration management services IAW their current Configuration Management Plan (CMP) or use MIL-HDBK-61 as guidance for the configuration identification, documentation, control, status accounting and audit of the documentation baselines for the specified UH-60 series utility helicopter configuration item engineering change, modification or addition.
5.0 WORK HOURS AND LOCATION.
The principle place of performance shall be the contractor’s facility. Installation and training shall be conducted at the Mexico City location.
5.1. Temporary Duty (TDY) Travel.
The contractor shall perform TDY non-local travel as required and authorized by the Technical Monitor, Contracting Officer’s Representative, or Contracting Officer. All approved travel will be paid in accordance with the Basic Contract by reimbursement to the contractor. Only travel previously approved will be reimbursed.
5.2. Defense Base Act (DBA) Insurance.
All personnel performing duties in hazardous areas OCONUS shall be included in and insured with a policy covering DBA requirements. DBA insurance for all US personnel performing work OCONUS is required.
6.0 GOVERNMENT FURNISHED EQUIPMENT.
The SSP will provide an appropriate facility in which to install the system prior to the agreed upon scheduled delivery date. All facility power; heating, ventilation and air conditioning (HVAC); and building(s) shall be the responsibility of the US Embassy Mexico Narcotics Affairs Section or the SSP.
The contractor shall coordinate with the Narcotics Affairs Section and the end user on the facility requirements for housing/operating the Flight Training System.
7.0 SECURITY.
All work performed under this tasking is considered unclassified. Enhancements may be developed to emulate a potential mission. The system shall operate at levels of operational security as defined by the Government of Mexico needed to support Federal Police operational requirements such as system/facility isolation during tactical mission rehearsals. The simulator must be capable of self-contained functionality utilizing equipment and data installed at the Mexico City simulator facility without a continuous dependence on external communications connectivity for operating data or system support. No impacts to the system are anticipated.

*Copies are to be submitted electronically whenever possible. If electronic copies are not feasible, one hardcopy each should be provided to the recipients. Recipients at a minimum should include the Contracting Officer, Contracting Officer’s Representative, and Technical Monitor.
9.0 DOCUMENTATION REQUIREMENTS.
9.1. Master Schedule (A001): The contractor shall provide a Master Schedule. The contractor shall create, maintain, and report the schedule monthly after initial delivery.
9.2. Management Plan (A002): The contractor shall provide a management plan that shall define a management system to support this effort. The management plan must delineate how the contractor plans to accomplish the effort, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, ODC, and a schedule for the planned expenditure of funds. At a minimum, the plan shall include: Project Team Organization, Roles and Responsibilities, Property Management, Risk Management, and Configuration and Data Management.
9.3. Contractor’s Progress Report (A003): A comprehensive progress report shall be delivered monthly. The report shall, at a minimum, contain an overall schedule, the current status of funding, accomplishments completed, any potential issues, and any lessons learned. In addition to the contractor’s Progress Report, the contractor shall identify issues or potential issues as soon as possible. Verbal reports shall be followed up with written reports. Weekly status meetings shall be conducted as requested by the Technical Monitor.
9.4. Funds and Man-Hour Expenditure Report (A004): This report shall be of sufficient detail to clearly identify expenditures. All non-labor expenditures greater than $5,000 will be separately identified in the report. As each month progresses the Monthly Financial Report shall be updated with the actual expenditures of the reporting month.
9.5. Kick Off Meeting Minutes (A005): A comprehensive accounting of the kick off meeting shall be documented to include the agenda, attendees (with contact information), presentation materials, and a synopsis of presentations and discussions.
9.6. Program Management Review (A006): A comprehensive accounting of the program management review shall be documented to include the agenda, attendees (with contact information), presentation materials, and a synopsis of presentations and discussions.
9.7. Quality Control Plan (A007): The contractor shall provide a draft Quality Control Plan with their proposal. The final plan shall be provided within thirty (30) calendar days after award. At a minimum, the plan shall address: how the contractor will execute its quality control responsibilities as they pertain to: process, key performance indicators, schedules, and personnel. The plan shall address how trend analysis and tracking of corrective actions will be accomplished.
9.8. Facility Requirements Report (A008): The SSP will provide an appropriate facility in which to install the system. All facility power; heating, ventilation and air conditioning (HVAC); and building(s) shall be the responsibility of the US Embassy Mexico Narcotics Affairs Section or the SSP. The contractor shall provide a draft report with their proposal outlining the Flight Training System requirements. The final report will define the system requirements and cross reference them with the GFE facility requirements identifying any potential risks and mitigation factors.
9.9. Acceptance Test Report (A009): The contractor shall provide a report showing they have performed due diligence to meet or exceed the FAA certification requirements prior to the certification being performed.
9.10. Instructor and Operator Course Materials (CDRL A010): The contractor shall submit instructor and operator course materials for USG approval in English. The contractor shall prepare and deliver a set of approved instructional materials for each student in Latin American Spanish. All classroom presentations and Student Guides will be delivered in electronic, Adobe Acrobat PDF format in Latin American Spanish.
9.11. Instructor and Operator Manual(s) (CDRL A011): The contractor shall prepare an Instructor and Operator Manual(s) in contractor format for USG approval in English. The contractor shall prepare and deliver a set of manual(s) in Latin American Spanish. The contractor shall describe each operational task in detail and in logical steps.
9.12. Maintenance Training Course Materials (CDRL A012): The contractor shall submit maintenance training course materials for USG approval in English. The contractor shall prepare and deliver a set of approved course materials for each student in Latin American Spanish. All classroom presentations and Student Guides will be delivered in electronic, Adobe Acrobat PDF format in Latin American Spanish. The maintenance training course shall be conducted post FAA certification and shall include preliminary instruction in the reconfiguration, troubleshooting, maintenance, diagnostics to fault isolation, calibration, adjustments, remove and replace procedures, use of Built-In Test (BIT), and repair that is beyond operator level maintenance.
9.13. Technical Manuals (CDRL A013): The contractor shall prepare technical manuals for maintenance tasks in contractor format for USG approval in English. The contractor shall prepare and deliver a set of technical maintenance manuals in Latin American Spanish. The contractor shall describe each task in detail and in logical, systematic steps for the work to be accomplished. The instructions shall accurately provide the technician with all the information needed to keep the equipment operational. It shall provide system and subsystem oriented instructions for installation, operation, maintenance, and testing.
