PERFORMANCE WORK STATEMENT

MISSION OBJECTIVE
The Department of Defense (DoD) Counter Narcoterrorism Program Office (CNTPO) was established to create Counter Narcoterrorism (CN) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narcoterrorist activities and organizations. This task effort will support the War Fighter in the combating of Narcoterrorism worldwide.
2.0
SCOPE
2.1 Task Order (T/O) Objectives The objective is to procure and deliver radio communication technology to the Mexican Federal Police to augment the communications footprint of Infraestructura de la Red de Radiocomunicación, (IRIS) so that its radio coverage is increased within the Juarez-Chihuahua highway axis. The desired end state is that this area is connected with secure radio communications enabling a higher state of responsiveness from the Federal Police elements. The chief capabilities being sought are secure digital communications, system compatibility and integration within the current operational police trunked radio network, and an increase in network capacity within federal, state, and local law enforcement organizations using this trunked radio system.
2.2 Basic Contract References This T/O Performance Work Statement (PWS) establishes the requirements for the Contractor to provide support in the Basic Contract task area of: 4.3.2.7 Logistics Support and Equipment; 4.3.3.3 Information Technology (IT) and Communications Network Development and Deployment; 4.3.3.4 Material and Equipment Purchase.
3.0
BACKGROUND
The Secretaría de Seguridad Pública (SSP) is expanding the national Mexican Federal Police radio communications network IRIS in an effort to increase public security. The SSP is augmenting the current network coverage by providing additional radio communication technology that is compatible with an existing network that employs the TETRAPOL® communication standard and FDMA (Frequency Division Multiple Access) for desired spectrum efficiency. This equipment will function within a bandwidth of frequencies provided by the Mexican Secretary of Communications and Transportation for the exclusive end goal of enhancing public security and will ensure system compatibility.
USNORTHCOM, as part of its theater security cooperation strategy and the “Building Partnerships” Joint Capability Area and the US Embassy Narcotics Affairs Section (NAS), Mexico, have determined that supporting the SSP’s intent to increase coverage of their national communications radio network is mutually beneficial to both Mexico and the US. This effort will assist counter narcoterrorism efforts in both countries.
4.0 PERFORMANCE REQUIREMENTS
4.1 Kickoff Meeting The contractor shall prepare for and conduct a kick-off meeting no later than fifteen (15) business days after contract award. For proposing purposes, assume the kick off meeting will be held in Colorado Springs, CO The agenda of the kickofff meeting shall include, but not be limited to, the following programmatic topics:
· Master Schedule.
· Management Plan.
· Task Order Quality Control Plan.
· Risk Identification.
The contractor shall document all discussions and transactions of the meeting in a kick-off meeting minutes document (CDRL A0031). As part of kick-off meeting minutes, the contractor shall include any materials presented at the meeting, and a record of all action items resulting from the meeting. The contractor shall submit the kick-off meeting minutes document to the USG no later than ten (10) calendar days after the kick-off mmeeting has been completed.
4.2 Equipment The contractor shall procure, ship, and deliver all BRAND NAME ONLY equipment as described in Table 1. The contractor shall be responsible for acquiring export licenses and any/all associated technology transfer agreements as needed, even though the equipment is being delivered to a freight forwarder in the United States. The contractor is responsible for International Traffic in Arms Regulation (ITAR) compliance, custom clearance, value added tax (VAT), and any other associated taxes and fees that are relevant to satisfaction of this task order.
There are eighty-four (84) pairs of transmit/receive frequencies for the repeater systems and the necessary pairs for the microwave systems for use in the State of Chihuahua. The repeaters will operate in the range of 380-400MHz and the microwave systems will operate in the range of 7 GHz. The Government of Mexico (GoM) considers the specific frequencies to be sensitive information. This information will be provided after contract award for proper tuning prior to shipment. The contractor shall tune the equipment to the appropriate frequencies upon receipt of the information.

4.3 Original Equipment Manufacturer (OEM) Manuals The contractor shall provide all OEM manuals and related documentation (CDRL A00D2) for each piece of equipment delivered under this T/O. These manuals and documents shall be written in Latin American Spanish. The contractor shall include hardcopies of these documents with each piece of equipment.
4.4 Maintenance Information Guide (MIG) The contractor shall develop and deliver a Maintenance Information Guide (MIG) (CDRL A00D), for the equipment delivered under this T/O. The MIG shall summarize the warranties and repair procedures. The MIG shall be written in Latin American Spanish and delivered in both hard copy and electronic versions. The MIG shall be submitted to the USG when the equipment is shipped from the contractor’s facility. All of the necessary rights and permissions to duplicate this material must be passed on to the GoM. Any duplication will be used solely by GoM personnel in the execution of their official duties.
4.5 Equipment Warranty & Licensing The contractor shall provide existing commercial warranties for components, parts, subassemblies and software furnished by the contractor as part of the deliverables made under this T/O. There shall be no separate charge for this warranty. The warranty shall cover a continuous twelve (12) calendar month period starting on U.S. Government acceptance of the equipment. The contractor shall provide any existing End User License Agreements (EULAs) or any other related licenses for any hardware and software that is delivered under this T/O.
5.0
WORK HOURS AND LOCATION
The principle place of performance for this T/O shall be in the contractor’s workplace.
6.0
OTHER PERFORMANCE REQUIREMENTS
The contractor shall be required to support periodic status meetings at the request of the USG. These meetings will typically consist of teleconferences that permit the contractor and USG to provide updates or discuss specific topics of interest. The periodic status meetings will occur on an ad-hoc basis. The USG may require a weekly telephone status meeting for this project.
The contractor shall document the discussions and transactions of these meetings and provide a copy of that record as an informal deliverable (e.g., email, Microsoft® Word document, etc.) to the USG (CDRL A003). The contractor shall record all action items resulting from the meetings. These action items shall be added to a running record of action items and included in the informal deliverable. These minutes and action item list shall be submitted to the USG no later than three (3) business days after the conclusion of the meeting.
7.0
TEMPORARY DUTY (TDY) TRAVEL
The contractor shall perform TDY non-local travel, as required in the performance of this T/O, as authorized by the Technical Monitor, COR, or Contracting Officer. The contractor shall provide the performance of this T/O inside the Continental United States (CONUS). All travel required and approved under this T/O will be paid in accordance with the Basic Contract by reimbursement to the contractor. Only required travel previously approved will be reimbursed under this T/O.
9.0 SECURITY
All work performed under this T/O shall be unclassified.

Unless otherwise indicated, all contractor deliverables shall be submitted in electronic/softcopy format using Microsoft® Office products. As applicable, all deliverables shall be unlocked, editable, and in originating software.
Deliverables shall be submitted to the Contracting Officer (KO), Contracting Officer’s Representative (COR), Technical Monitor (TM) and requirements owner (USNORTHCOM).
10.1 Master Schedule. (CDRL A00G)
The contractor shall provide a Master Project Schedule for Government approval. The contractor shall create, maintain and report the schedule in conjunction with the progress report after initial delivery. The schedule shall cover all phases of the project from kick off to T/O close out. The contractor’s Master Schedule shall include, but not be limited to, the following information:
· Timeline for procurement of equipment.
· Milestones for T/O deliverables.
10.2 Contractor’s Progress Report (CDRL A002) A comprehensive progress report shall be delivered monthly to the TM and COR. The report shall, at a minimum, contain an overall schedule, the current status of funding on the task order, accomplishments completed, any potential problems, and any lessons learned. These reports shall be delivered in accordance with CDRL A002 Expenditure Report of the Basic Contract. These reports are due ten (10) business days from the end of the previous month.
10.3 T/O Management Plan (CDRL A00G) The contractor shall provide a management plan that shall define a management system to plan and control this T/O effort. The management plan must delineate how the contractor plans to accomplish the effort supporting the specific task order, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, ODC, DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds.
10.4 Task Order Quality Control Plan (CDRL A005) The contractor shall provide a draft Task Order Quality Control (QC) Plan with its response to the TORP. The final plan shall be provided within thirty (30) calendar days after the date of the T/O award. At a minimum, the Task Order QC Plan shall address the following:
· QC Execution: The plan shall not be cursory, but discuss specifically how the prime contractor shall execute its QC responsibilities. The Task Order QC Plan shall include a clearly defined QC process, key performance indicators, QC schedules and QC personnel, by name, to include those that will be performing sub-contractor oversight and oversight of activities in-theater. The plan shall address how QC trend analysis and tracking of corrective actions will be accomplished. The Task Order QC Plan shall discuss the prime's management activity that will provide oversight and involvement in the QC process. QC personnel should not be buried in the organization, but should have a direct line to upper management.
· Reporting: Monthly status reports shall specifically discuss QC activities over the reporting period and planned activities for the next period. Information shall specifically address WHO conducted the QC, WHEN was the QC executed, HOW was the QC executed and WHAT the findings and corrective actions were. Trends overtime shall be discussed.
· Invoice Quality Control and Review: The contractor shall discuss how invoice reviews will be conducted, to include discussion on how the primes, sub-contractor and supplier supporting data will be reviewed for consistency with T/O requirements and the Contractor's approach to execute the task order.
10.5 Kickoff Meeting Minutes (CDRL A003)
The contractor shall document all discussions and transactions of the meeting in a kickoff meeting minutes document. As part of kickoff meeting minutes, the contractor shall include any materials presented at the meeting, and a record of all action items resulting from the meeting. The contractor shall submit the kickoff meeting minutes document to the USG no later than ten (10) calendar days after the kickoff meeting has been completed.
10.6 OEM Manuals (CDRL A00D) The contractor shall provide all OEM manuals and related documentation for each piece of equipment delivered under this T/O.
