PERFORMANCE WORK STATEMENT (PWS)
Tajikistan Interagency Communication system TORP 0216 Rev 04 september 24, 2014
1.0 MISSION OBJECTIVE.
The DoD Counter Narco-terrorism Program Office (CNTPO) was established to create worldwide Counter Narco-terrorism Technology (CNT) networks, infrastructure, and capabilities that are focused on the detection, identification, and disruption of narco-terrorist activities and organizations. This task effort will support the War Fighter in combating of Narco-terrorism globally.
2.0 SCOPE.
1.0 2.0 Task Order Objective.
The Task Order (T/O) objective is to procure and deliver additional units and equipment as part of the development of an Interagency Communication Network to enhance the Tajikistan Communications Network. Along with providing services and additional equipment as required outlined in Section 3, this T/O will focus on developing an architecture and integration plan for all equipment within the scope of this T/O. The ultimate objective of this project is to increase the effectiveness and efficiency of the current Tajikistan Communications Network. Efforts regarding procurement, training, administration, logistical, and maintenance activities under this T/O will hereafter be referred to as Phase I of the Interagency Communication Network (IACN) Project. Activities under this T/O will support the Tajikistan Border Guards and other agencies specified in the PWS that perform Counter Narco-terrorism duties.
Previous efforts by the U.S. Government in counter-narcotics and Foreign Military Sales (FMS) have deployed internal communication networks for the Tajikistan Border Guards, Drug Control Agency, and the Ministry of Defense. Each of the agencies’ communication networks was developed independently to the requirements of each organization. IACN is the approach to link all the agencies within a geographical location to communicate via encryption-capable means during peacetime operations and/or during security incidents. The IACN is a “stand alone” communications system separate and independent of existing communications network systems historically existing in each of the agencies listed in Section 3.0 of the PWS. Unless otherwise stated; all references in the PWS to Government shall be the United States Government.
For the purpose of this PWS the term “End User” will be the radio systems operator of the respective agency(s): see Section 3.0.
Basic Contract References.
This T/O PWS establishes the requirements for the Contractor to provide support in the Basic Contract task area of 4.3.1.2 Technology Insertion, Systems Integration & Systems Engineering; 4.3.1.3 Installation; 4.3.2 Training, Operations, and Logistics support; 4.3.2.9 Training; 4.3.3.3 Information Technology (IT) and Communications Network Development and Deployment; and 4.3.3.4 Material and Equipment Purchase.
3.0 GENERAL PERFORMANCE REQUIREMENT.
The Contractor shall design and deliver an encryptable voice and data communication system that provides at a minimum voice, email and pictures for the submission of basic SALT/incident reports, as well as a the capability to support an interagency communications network between agencies at various levels; (to include local, city and district levels.) This communication capability shall be called the IACN throughout this document. The enhanced horizontal communications capability between organizations shall support fixed, vehicle transportable and manpack/handheld configurations in support of Voice and Data Capable services. The Contractor shall provide the IACN that meets the performance requirements identified herein. Contractor shall be responsible for all required documents, customs fees, and taxes required in the delivery of all communications equipment/system components to Tajikistan.
Note: Contractor proposed solutions that include encryptable voice and data communication capability will be considered highly valuable to the United States Government and acceptable if the technical solution meets the IACN performance requirement.
Please note the example of the IACN included in the PWS is: for reference purposes only. [For Example, the IACN such as the one in the New York City (NYC) Area of Operations (AO) would have the ability to provide the first responder agencies a means to seamlessly communicate at the local HQ (Head Quarters) levels. The IACN, in this example, provides the NYC Police, NYC Fire Departments, NY Transportation police, Port Authority Police and FBI the ability to use their current radios, switch to a specific frequency and receive/provide input as needed. The agencies that do not have compatible radios or communication devices would be given new devices to provide the ability to receive/provide information as needed. At the same time, also allow for connectivity back to the State Capital. This would be the same concept being provided to the agencies of Tajikistan.] As stated in Section 2.1, some agencies currently have communication equipment in place to provide connectivity to their local Headquarters. The Contractor will determine if an agency requires this capability, as outlined within this document, and if it has existing radios/communication devices to do so (i.e., compatible with the IACN), will include this in their design if possible. If the same agency does not have any compatible radio/communications equipment, then such would be provided for IACN integration. Existing equipment that could be integrated into the IACN should be capable of monitoring various frequencies and determine traffic. When there is dialogue (break in squelch) the device should be able to jump to that frequency. Also, this frequency “hopping” should not compromise or interrupt the primary function of the existing communications device for that agency. If the radio or communications device does not have this capability, then a standalone radio or communications device dedicated to the IACN should be considered in the Contractor’s plan. The Contractor shall provide training and recommended Standard Operations Procedures (SOP) to these agencies. Appendix B (Equipment in Appendix B can be considered GFE) contains the agencies and radio types currently in use which the Contractor can leverage. If an agency is designated to be part of the IACN and no radios are available, the Contractor shall provide a capability for the agency to be integrated into the IACN.
The Tajikistan agencies that will participate in the IACN are as follows:
A. Border Guard B. Customs C. Ministry of Defense (MOD): MOI, Border Guard, Police, and National Guard Coordination.
D. Ministry of Interior (MOI) Internal Forces E. Ministry of Interior (MOI) Local Traffic Police F. Ministry of Interior (MOI) Detachment of Special Police OMON G. Emergency Operations Center: Police and National Guard Coordination.
H. Drug Control Agency (DCA) I. National Guard J. Committee for Emergency Situations (CES): Police and National Guard Coordination Although there are ten agencies participating, not all ten agencies will be present at each geographical location. The Agencies required to communicate at various echelon levels (Dushanbe, Region, District, Border Crossing or Remote Site Border Check Points) in a Horizontal manner are identified in the Base Year and within the Option Year Sections in this PWS.
T/O Break Down The current priority and installation plan for the T/O is as follows:

The Contractor shall develop an interagency communication capability solution that meets the requirement identified in Section3.2; by the Tajikistan agencies listed in Section 3.0. Each agency expected to participate in the IACN, along with their geographical locations, and bordering countries can be found in Table 1. These agencies are designated by “BnMn” (see Table 1, notation) in the table row. For example, in the Kulyab Area of Operations (AO), this area is considered a city and contains five (5) agencies that will need to communicate with each other. This schema continues to the other five locations within the initial phase.
The Contractor shall provide a best solution to meet the IACN requirements. Each agency belonging to the IACN shall have a base station setup(s) and vehicular setup(s), with all ancillary equipment for operations. The Contractor shall ensure each agency located within the operational area, or city, have an encryptable voice and data communication capability to all other agencies within the operational area. These operational areas are called out in Table 1 by the “agency locations”, and the agencies identified by the ‘BnMn’ (see Table 1, notation) shall have connectivity.
Period of Performance for the Base period is 12 months from time of award. The Option Periods are subject to change upon award/execution and availability of funds.

3.1.1 IACN Requirements.
The Contractor shall provide a horizontal communication capability to the Tajikistan Agencies that is called the IACN. .
· The IACN shall provide encryptable voice and data communication capability between agencies within each designated AO. These AO are identified in Tables 1 through 5.
· The IACN shall use existing fielded radio system whenever possible to reduce program costs. Appendix B contains a list of the equipment and the agencies that currently have the fielded radios along with the radio part numbers.
· The IACN shall be capable of use in the stationary (desktop setup) modes. Each location in Table 1 through 5 shall have one of these setups. Each setup shall be equipped with the appropriate ancillary equipment to make each setup operational to meet the requirements.
· The IACN shall be capable of use in a mobile (vehicular) setup. This setup shall be capable of operation in a Toyota Land Rover, with a 12 VDC vehicle power. Shock mounts are also recommended due to mountainous terrain. Each location identified in Tables 1 through 5 shall have one of these setups. Each setup shall be equipped with the appropriate ancillary equipment to make each setup operational to meet the requirements.
· The IACN shall provide an alternate power solution at stationary locations. There is no need for alternate power solutions for the agencies in the Dushanbe area. Solar, wind, manual or hydro power supply generation is preferable to generator backup.
· Each agency (Border Guards Customs, DCA, MOD , MOI, Local Police, CES, National Guard) location shall be equipped with an Uninterruptable Power Supply (UPS), capable of providing power to the base station radios provided under this TORP, for a minimum of 6 hours, capable of receiving power from the line AC power and alternate power sources.
3.1.2 Equipment Procurement.
The Contractor shall provide all equipment, material, logistics, transportation, training, and security necessary to perform all services under this T/O, including options.
The Contractor shall deliver all equipment into Tajikistan, using the shipping address of the U.S. Embassy in Tajikistan, and provide further deliver to the Tajik Border Guards warehouse facility for distribution to the final installation locations .The Contractor will determine a suitable storage location to be utilized for training and distribution of the equipment (purchased as part of this T/O) once received by the US Embassy. The contractor will coordinate movement of equipment from the Embassy Compound to the Storage/Training location of their choosing. Partial shipments are acceptable with the last article being delivered NLT than nine (9) months after task order award, or option exercise, as applicable. All equipment shall be new (see FAR 52.211-5). .The Contractor shall be responsible for all licensing, export, taxes, custom fees, ITAR requirements, and shipping requirements (including assisting the Government in obtaining end use certificates). The Contractor shall resolve all manufacturer warranty issues on any equipment purchased as part of this T/O for the duration of the period of performance of the task order. All warrantees shall be documented by the Contractor and shall be transferred in whole to the Government (Government Task Lead or US Embassy Military Office of Security Cooperation designated representative. This does not mean “Contractor” supporting this program).

· Inspection and acceptance will take place at the aforementioned address.
Upon delivery of the items: The Contractor shall provide Commercial-Off-The-Shelf (COTS) OEM manuals, to include but not be limited to, operator technical manuals, maintenance manuals, training documentation, and the most current/updated manufacturer provided documentation. All documentation shall be written in English and pertinent documentation shall be translated to Russian as determined by the US Government. The use of graphic illustrations and pictures is desired within all documentation whenever possible. A system “quick start” laminated graphic card, explaining how to operate the equipment (purchased as part of this T/O), shall also be provided and translated in Russian.
3.1.3 Fielding and Installation.
The Contractor shall deliver all equipment into Tajikistan, using the shipping address of the to the U.S. Embassy in Tajikistan, and provide further deliver to the Tajik Border Guards warehouse facility for distribution to the final installation locations. The Contractor shall be responsible for all costs associated with delivery, storage, and installation of the equipment (purchased as part of this T/O). The equipment (purchased as part of this T/O) shall be delivered and made operational to the receiving agency at least 10 days prior to the Contractor’s departure from Tajikistan. Minimum operational requirements include, but are not limited to: sufficient power, grounding, interoperability, software options, functional configurations and ancillary hardware. All defects and deficiencies identified during inspection shall be resolved to the Government’s (COTR, or US Embassy Military Office of Security Cooperation designated representative. This does not mean “Contractor” supporting this program) satisfaction prior to the Contractor departing the area of operations. The Contractor shall ensure and maintain an equipment inventory database that shows all equipment accountability to be verified Monthly (CDRL A00G). The database should delineate what equipment is within the Continental United States (CONUS)/Outside the Continental United States (OCONUS). This database shall show equipment quantities of Contractor-held equipment, equipment that has been signed off to the Government (with dates released to the Government) {Government Representatives are the COTR or the Military Office of Security Cooperation designated representative. This does not mean “contractor” supporting this program}, equipment that has been shipped, the quantities of equipment that has been securely stored for installation OCONUS, and the equipment (purchased as part of this T/O) that has been installed and released to the Tajikistan agencies.
3.1.4 Implementation and Integration Plan (CDRL A003)
The Contractor shall prepare and present a proposed solution to provide specified equipment and training as required by this T/O. The plan shall include, at a minimum, a detailed project plan identifying all milestones associated with the program for the contractual period of performance. The plan shall, at a minimum, indicate delivery locations, quantities at each location, technical oversight issues, and schedule of delivery for equipment indicating milestones and critical points/issues within that schedule. The Contractor shall be responsible for coordinating with the site point of contact (provided at the kick off meeting) to ensure the necessary facilities, power, and temperature control equipment issues are resolved prior to requesting approval of the equipment (purchased as part of this T/O) installation.
3.1.5 Training.
The Contractor shall employ a “Train the Trainer” training approach. Training shall consist of operator and maintenance/administrator courses. The Contractor shall propose the training schedule in the master schedule. The Contractor shall coordinate with the US Government (COTR or his designated representative) to provide two one-week operator courses and two one-week maintenance courses in Tajikistan. Taking into account the local conditions on the ground, and availability of students, the Contractor can propose training alternatives that utilize the equivalent of four weeks of training (20 business days) of training (replacing all of part of the two one-week operator courses and two one-week maintenance courses). The Contractor can implement these training alternatives with the approval of the (COTR). Training equipment for the conduct of each course shall be provided by the Contractor. The Contractor shall coordinate with the U.S. Government (COTR or his designated representative) and In-Country Program Coordinator for a suitable contractor provided facility to provide the training. The Contractor shall provide the training material in Russian. The Contractor shall provide either Russian-speaking instructors, or English-speaking instructors and Russian language interpreters. The USG and end-user shall maintain the ownership rights, owning all training material and entitlement to the training material, and shall be able to reproduce and determine distribution of material as required by the Tajikistan Government in conjunction with United States Government concurrence. The Contractor shall develop a SOP (Standard Operating Procedures) for changing frequencies/channels on the radios when using the IACN capability. This SOP shall be provided in a laminated literature sheet. The SOP instructions shall be written in Russian. This SOP shall be incorporated in the training.
3.1.6 System Verification and Validation.
The Contractor shall ensure all equipment is made operational at installation and verify system connectivity before leaving each location. The Contractor shall develop a System Acceptance Test Plan for the Contractor-installed system for Government Task Lead (COTR) or his ajikistan Governmented representative)tified by the end user (Tajikistan Government inclusive of individual radio operepresentative approval prior to implementation.
3.1.7 Replacement Parts
The Contractor shall ensure a minimum of 10% operational inventory of all IACN operator maintained equipment (e.g. base stations, radios, etc.) as immediate field equipment replacement parts stored at the Lead Agency location; for damages incurred in field operations of the T/O communications equipment. The Contractor will supply a shipment of 10% spare parts along with the equipment shipments. Field Service Support will respond if faults are identified by the end user (Tajikistan Government inclusive of individual radio operator). Use of new or refurbished and technically acceptable parts is at the Contractor's discretion based on the Contractor Support Technician (CST) assessment. All equipment will be new per FAR 52.211-5. However, existing equipment in country that is determined to be capable of being integrated into the IACN, by the Contractor, may be utilized in the IACN.
Option One – Remaining Khatlon Region.
Contractor shall develop an interagency communication capability solution that meets the requirement identified in Section3.2; by the Tajikistan agencies listed in Section 3.0. The agency, along with their geographical locations, can be found in Table 2. This table describes and identifies which agency is located in the location by an “X.”

The Contractor shall provide a best solution to meet the IACN requirements. Agencies belonging to the IACN shall have a base station setup(s) and/or vehicular setup(s), with all ancillary equipment for operations in accordance with the above Table 2. The Contractor shall ensure each agency located within the operational area, or city, have encryptable voice and data communication capability to all other agencies within the operational area.
Period of Performance for this option is 12 months from time of award. The Option Periods are subject to change upon award/execution and availability of funds.
3.1.1 Site surveys
Site surveys (and resulting reports) for each proposed installation site (listed in the PWS), for each agency, shall be conducted. The site survey information gathered and resulting site survey report shall include (where applicable, feasible, and does not compromise Operations Security (OPSEC):
· Date of report.
· Full names of individual performing the report, and the local commanding officer of the agency associated with the proposed installation site. If no such commanding officer is available, it shall be noted on the report.
· Signatures of the above individuals, on the completed report.
· Detail on the exact location of the site, to include town name, agency, and GPS coordinates (where applicable). To include digital pictures.
Location and rough dimensions of the proposed installation rooms and/or locations. To include environmental, Elecro-magnetic interference, other restrains/limitations/considerations regarding the locations. To include digital pictures.

3.1.3 Computer Equipment
The implementation of the HF IACN data connectivity between the regional locations and the headquarters location will succeed on the current plan, however the end-user applications (such as file transfer) will not operate without a reliable computer at each location.
End-user applications (such as file transfer) do not require complex computers. Adequate computers do require: Microsoft Windows 7 OS, reasonable processing speed, hard-drive storage, and core memory. Some features are suggested: Russian Language Operating System (for end-user utility), and anti-virus software. Other features are desired: limited mobility (to limit theft potential), limited power utilization (to have the potential to draw from the Solar/UPS system), minimal or disabled input/output devices, such as CD/DVD drives (to limit virus "entry points").
That given, the Contractor shall provide one computer for each HF Base station supplied (for a total of 77 Computers for Option 1). The following basic guidelines would be suggested for supplied computers:
Dual Core Processor.
Above 320GB hard drive.
2GB or more of system memory.
Latest Russian language version of Windows 7 operating system Simple anti-virus software Low power consumption is preferred.
3.1.4 HF Radio Encryption Training and Support
Training scope: The HF radio encryption training shall conform to the applicable requirements detailed in paragraph "3.6 Training" of the PWS, and shall consist of operator and maintenance/administrator courses. These operator and maintenance/administrator courses may be conducted together, and/or combined into other course requirements of the PWS. Training shall, at a minimum, include the following fundamental areas:
Encryption Operation and Maintenance/Administration, to include:
Introduction to encryption operation Maintenance/administration tasks, to include: How to setup, enable, and disable encryption Encryption Keys, to include:
Introduction to Keys and Key types.
How to generate, and distribute/load encryption keys Support scope: The HF radio encryption support shall conform to the applicable requirements detailed in the PWS, and shall include follow up training at agency locations, along with technical support and maintenance/warranty repair support/coordination for the encryption equipment provided.

The Contractor shall provide a best solution to meet the IACN requirements. Each agency belonging to the IACN shall have a base station setup and a vehicular setup, with all ancillary equipment for operations. The Contractor shall ensure each agency located within the operational area, or city, have encryptable voice and data communication capability to all other agencies within the operational area. These operational areas are called out in Table 3 by the “agency locations”, and the agencies identified by the ‘X’ shall have connectivity.
3.1.5 Site surveys
Site surveys (and resulting reports) for each proposed installation site (listed in the PWS), for each agency, shall be conducted. The site survey information gathered and resulting site survey report shall include (where applicable, feasible, and does not compromise Operations Security (OPSEC):
· Date of report.
· Full names of individual performing the report, and the local commanding officer of the agency associated with the proposed installation site. If no such commanding officer is available, it shall be noted on the report.
· Signatures of the above individuals, on the completed report.
· Detail on the exact location of the site, to include town name, agency, and GPS coordinates (where applicable). To include digital pictures.
Location and rough dimensions of the proposed installation rooms and/or locations. To include environmental, Elecro-magnetic interference, other restrains/limitations/considerations regarding the locations. To include digital pictures.

3.1.6 Computer Equipment
The implementation of the HF IACN data connectivity between the regional locations and the headquarters location will succeed on the current plan, however the end-user applications (such as file transfer) will not operate without a reliable computer at each location.
End-user applications (such as file transfer) do not require complex computers. Adequate computers do require: Microsoft Windows 7 OS, reasonable processing speed, hard-drive storage, and core memory. Some features are suggested: Russian Language Operating System (for end-user utility), and anti-virus software. Other features are desired: limited mobility (to limit theft potential), limited power utilization (to have the potential to draw from the Solar/UPS system), minimal or disabled input/output devices, such as CD/DVD drives (to limit virus "entry points").
That given, the following basic guidelines would be suggested for supplied computers:
Dual Core Processor.
Above 320GB hard drive.
2GB or more of system memory.
Latest Russian language version of Windows 7 operating system Simple anti-virus software Low power consumption is preferred.
3.1.7 HF Radio Encryption Training and Support
Training scope: The HF radio encryption training shall conform to the applicable requirements detailed in paragraph "3.6 Training" of the PWS, and shall consist of operator and maintenance/administrator courses. These operator and maintenance/administrator courses may be conducted together, and/or combined into other course requirements of the PWS. Training shall, at a minimum, include the following fundamental areas:
Encryption Operation and Maintenance/Administration, to include:
Introduction to encryption operation Maintenance/administration tasks, to include: How to setup, enable, and disable encryption Encryption Keys, to include:
Introduction to Keys and Key types.
How to generate, and distribute/load encryption keys Support scope: The HF radio encryption support shall conform to the applicable requirements detailed in the PWS, and shall include follow up training at agency locations, along with technical support and maintenance/warranty repair support/coordination for the encryption equipment provided.

Option Five: Field Service Support.
The Contractor shall provide FSS to the agencies identified during the base and option periods of this T/O. This FSS support shall include follow up training at agency locations, along with technical support and maintenance/warranty repair support/coordination for the communications equipment provided. The Contractor is responsible for all FSS personnel support requirements as well as logistical support. The Contractor shall provide six (6) months of support in the base period and 12 months of FSS support for all option periods to the Listed Agencies of Tajikistan (Not to exceed 1100 Direct Productive Person Hours (DPPHs) for the base period and not to exceed 2200 DPPHs for the options). The Contractor shall establish a tiered system of maintenance activities to ensure equipment procured will sustain during its life cycle. Local resources for coordination of support are highly encouraged by the US Embassy.
Period of performance is six (6) months from time of award. Unless otherwise directed. The Option Periods are subject to change upon award/execution and availability of funds.
4.0 WORK HOURS AND LOCATION.
The principal place of performance for this T/O shall be in Tajikistan. The Contractor may be required to provide non-standard labor hours including holidays and weekends, and/or during irregular times and shifts based upon CNTPO operations and exercises.
Note that for T/O performance an average work week in the region requires no more than 60 hours per week, which the Contractor shall be responsible for planning, resourcing, and executing as directed by the Government.
5.0 OTHER PERFORMANCE REQUIREMENTS.
· The Contractor shall inventory and evaluate the GFE equipment to determine compatibility with the equipment the Contractor proposes to meet the minimum brand name or equal salient characteristics of the PWS equipment requirements and mission of the IACN.
· The Contractor: as part of their proposed solution for technical management shall maintain a 10% inventory of spare parts needed to keep the IACN in the PWS fully operational; and ensure no more than 2 events affecting the operational status for 96 consecutive hours operational time is not exceeded for the same cause during the POP. Each event affecting the operational status of the IACN shall be reported to the COTR and US Embassy to determine if the event is within the scope of the PWS.
· All non-scope determinations by the USG shall be the responsibility of the overall Tajikistan agencies for correction.

Master Schedule (CDRL A002) The Contractor shall provide a Master Project Schedule for Government approval. The contract shall create, maintain, and report the schedule bi-weekly after initial equipment delivery. The schedule shall drill down to the serialized deliverable level.
The Contractor’s Master Schedule shall at a minimum; but not limited to, include the following:
· Timeline for providing proposed staffing (FSS, trainers, etc. beyond general support)
· Timeline for procurement of equipment
· Timeline for development of the Integration and Implementation Plan
· Timeline for Installation and Integration
· Timeline for system Test and Acceptance
· Timeline for Training
· Repair Concept and Turn Around Schedule
· Milestones for T/O Deliverables Contractor’s Progress Report. (CDRL A002) A comprehensive progress report shall be delivered monthly to the COTR and COR. The report shall, at a minimum contain an overall schedule, accomplishments completed, any potential problems, and any lessons learned (CDRL A002). Additionally, an informal weekly report will be provided to the CN Program Manager NLT Friday each week. This report is informal in nature and will address Current and Projected Program Status as well as issues or conflicts arriving that week (CDRL A002). This report is provided to the CENTCOM Counter Narcotics every Tuesday during the execution of this Task Order. Format for this report is up to the Contractor, but can be at a minimum a simple e-mail covering the above. The monthly report shall be delivered in accordance with CDRL A002. The monthly report is due 10 business days from the end of the previous month.
Management Plan. (CDRL A00G) The Contractor shall provide a management plan that shall define a management system to plan and control this T/O effort. The management plan must delineate how the Contractor plans to accomplish the effort supporting the specific T/O, to include a breakout of DPPHs, travel, material, ODC, DBA Insurance, and a milestone schedule At a minimum, but not limited to, the Contractor’s Management Plan shall include the following:

· Roles and Responsibilities
· Cost Management
· Schedule Management
· Resource Management
· Technical Management of the Task
· Property Management
· Risk Management
· Quality Management
· Monitoring and Control
· Reporting
· Identification of Key Personnel’s Identified Duties Meetings, Briefings, and Publications. (CDRL A003, CDRL A004) The Contractor shall participate in technical interchange meetings, to be scheduled upon request of the responsible Contracting Officer or written designee, to discuss and to informally evaluate the Contractor’s efforts and accomplishments in direct relation to specific T/Os. During the meetings, the Contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The Contractor shall present and participate in technical discussions and shall inform, in a timely fashion, the COTR/COR of any problems with contract execution and any proposed solutions. The Contractor shall attend two “kick-off “ meetings as part of the T/O requirements. A minimum of one Teleconference Kick-off 10 days after Award, one on-sight Kick-off in Dushanbe, Tajikistan, one scheduled PMR in Dushanbe, Tajikistan. All other meetings shall be arranged as needed based on Contractor’s performance and be CONUS. Additionally, the USG will decide if it is necessary to have Contractor representation at their various PMRs or other type meetings. Contractor shall provide additional meetings schedule to coincide with their management approach. Depending on the location of the contractor, there may be CONUS TDY required. For planning purposes, the contractor shall budget two Tampa TDY trips for meeting duration not to exceed three full days and three Aberdeen, MD TDY trips for meeting durations not to exceed three days. This should be planned for the base and each option period. The Contractor shall attend and participate in other meetings, as scheduled by the responsible contracting officer or written designee.
T/O Quality Control Plan. (CDRL A00G) The Contractor shall provide a draft T/O Quality Control (QC) Plan with their response to the TORP, and provide the final plan within thirty 30 days after the date of the T/O award. At a minimum, the T/O QC Plan shall address the following:
QC Execution: The plan shall discuss specifically how the prime Contractor shall execute its QC responsibilities, including a clearly defined QC process, key performance indicators, QC schedules, and QC personnel, by name, to include those that will be performing subcontractor oversight and oversight of activities in-theater. The plan shall address how QC trend analysis and corrective action tracking will be accomplished. The T/O QC Plan shall discuss the prime's management activity that will provide oversight and involvement in the QC process.
Reporting (CDRL A00G) Monthly status reports shall specifically discuss QC activities over the reporting period and planned activities for the next period. Information will specifically address who, when, and how the QC activity was executed as well as describing the findings and corrective actions resulting.
Each monthly status report shall discuss QC information specifically addressing WHERE was the QC conducted, WHO conducted the QC, WHEN was the QC executed, HOW was the QC executed and WHAT the findings and corrective actions were. Trends over time shall be discussed and charted as necessary to demonstrate T/O progress.
Invoice Quality Control and Review. (CDRL A00G) The QC plan shall clearly describe how invoice reviews will be conducted, to include how the primes, subcontractor, and supplier supporting data will be reviewed for consistency with T/O requirements and the Contractor's approach to execute the T/O.
Invoice QC and Review: The Contractor shall be prepared to demonstrate how invoice reviews will be conducted, to include discussion on how the Contractor’s, subcontractor and supplier supporting data will be reviewed for consistency with task order requirements and the Contractor's approach to execute the task order.
Project plan (CDRL A00G) The Contractor shall prepare and present a proposed solution to provide specified equipment and training as required by this T/O.
The plan shall include, at a minimum, a detailed project plan identifying all milestones associated with the program for the contractual period of performance. The plan shall, at a minimum, indicate delivery locations, quantities at each location, technical oversight issues, and schedule of delivery for equipment indicating milestones and critical points/issues within that schedule. The Contractor shall be responsible for coordinating with the site point of contact (provided at the kick off meeting) to ensure the necessary facilities, power, and temperature control equipment issues are resolved prior to requesting approval of the equipment installation.
System Verification and Validation. (CDRL A00B) The Contractor shall ensure all equipment is made operational at installation and verify system connectivity before leaving each location. The Contractor shall develop a System Acceptance Test Plan for the Contractor-installed system for Government approval prior to implementation. The Contractor shall develop test procedures and test case descriptions as part of the System Acceptance Test Plan. (CDRL A00B)
7.0 TEMPORARY DUTY TRAVEL.
The Contractor shall perform Temporary Duty (TDY) non-local travel, as required in the performance of this T/O, as directed by the COTR. The Contractor shall provide the performance of this T/O outside the Continental United States (OCONUS)] Specific countries include Tajikistan. All travel required and approved under this T/O will be paid IAW the Basic Contract by reimbursement to the Contractor. Only required travel previously approved by the COTR will be reimbursed under this T/O.
8.0 GOVERNMENT FURNISHED EQUIPMENT OR MATERIAL.
The material supplied as GFE radios and communications equipment may or may not be integrateable with the equipment supplied under this T/O. The contractor shall identify the compatibility of the GFE and submit as part of their proposal a technical solution to add required radios and communications equipment to meet the requirements stated in the PWS.
9.0 IMPLEMENTATION AND INTEGRATION PLAN. (CDRL A00E)
As per Section 3.1.4 of the PWS.
10.0 OPERATIONS SECURITY (OPSEC) PLAN. (A001)
The Contractor shall develop and implement an OPSEC Plan for control of critical program information, classified material, and sensitive data. The plan, as updated, shall continue to conform to the requirements of the DD Form 1423, DD Form 254 (DoD Contract Security Classification Specification), and further instructions contained in the current AR 530-1 (Operations Security).
11.0 DEFENSE BASE ACT INSURANCE.
All personnel performing duties in hazardous areas OCONUS shall be included in and insured with a policy covering Defense Base Act (DBA) requirements. DBA insurance for all personnel performing work OCONUS under this task order is required.
1. SECURITY.
|X|All work performed under this T/O shall be unclassified.
Future requirements for SCI-eligible personnel or any increased security requirements shall be established by and during the term of this task order. The Contractor shall submit completed clearance packages within ten (10) calendar days of identification of any increased security requirements.
